with that, i reserve the balance of my time. the speaker pro tempore: the gentleman from new jersey reserves the balance of his time. the gentleman from delaware is recognized. mr. carney: mr. speaker, i'd like to yield four minutes to the gentlelady from new york, mrs. maloney. the speaker pro tempore: the gentlelady is recognized for four minutes. mrs. maloney: i thank the gentleman for yielding and for his leadership. i rise in strong support of h.r. 2209. in sum, this bill levels the playing field for cities and states, saves cities and states -- hundreds of millions of dollars and does it in a way that maintains the safety and soundness of our banking system. i'd first like to thank my friend from indiana, mr. messer, for his leadership on this issue. it has been a pleasure to work with him. when we introduced this we worked hard to have a balanced bipartisan support and to have broad support on both sides of the aisle. we introduced it with a
coalition of five republicans and five democrats. on the
democratic side we were joined by mr. capuano, mr. mr. r, ms. moore and swalwell. from the republican side we had mr. king, mr. neugebauer, mr. stivers and mr. hultgren. this was truly a strong bipartisan bill and i'd like to thank those for joining us. it passed out of the financial services committee of a strong vote of 56-1 which shows we had overwhelming bipartisan support. the burden of proof of this bill is to level the playing field for cities and states by requiring the banking regulators to treat certain municipal bonds as liquid assets, just like corporate bonds, stocks and other assets. as a former member of the
security council of new york, i know firsthand
the importance of municipal bonds. they allow our states and cities to finance infrastructure, build schools and pave roads. we have multimillions in municipal bonds in new york that is building the second avenue subway, revamping our water system and helping in so many ways. unfortunately, in the banking regulators' lick witity role, which requires banks -- liquidity role, they chose to allow corporate bonds to qualify as liquid assets but completely excluded municipal bonds. even municipal bonds, that are just as liquid as corporate bonds. and even worse, they treat foreign securities differently municipal curities
bonds. this absolutely makes no sense and effectively discriminates against municipal bonds. a municipal bond that is just as liquid as the most liquid corporate bond would not be counted as a liquid asset under the rule just because it was issued by a state or city rather than a corporate entity. this is not fair. the fed has already recognized this error and is already amending its rule to allow certain municipal bonds to count as liquid assets, and they should be praised for taking a second look at the data and recognizing that some municipal bonds are in fact highly liquid. but the o.c.c., which recognize lates -- regulates national banks, is still refusing to amend its rule and insists on favoring corporations over cities and states. so mr. messer and i introduced
this bill because this kind of arbitrary discrimination against cities and states cannot be allowed to continue. a recent analysis by the investment bank estimated our bill would lower borrowing costs for cities and states by 15 basis points, which would save cities and states hundreds of millions of dollars per year. that real-world impact is why this bill is so very, very important. now, it's important to note that this bill does not undermine safety and soundness. it does not require regulators to treat bonds that are ill-liquid as liquid. it simply says that municipal bonds should be afforded the same opportunity as corporate bonds. the speaker pro tempore: the gentlelady's time has expired. does the gentleman from delaware yield her additional time? mr. carney: mr. speaker, please yield additional time to the

bureaucracy is favoring foreign bonds and corporate bonds over identically valued u.s. municipal bonds? it wouldn't make any sense. our federal bureaucracy shouldn't create rules that favor loans to foreign countries over loans to our own local governments and schools. yet, that's exactly what's happening under our federal -- our broken federal regulatory scheme. today's bill, h.r. 2209, would correct this problem. i'm proud to have co-authored this bipartisan bill with congresswoman maloney. i also want to thank my good friends, mr. poliquin, mr. pearce, the chairman and others who helped us in working on this bill. i want to thank you for this support. it's really just commons. u.s. municipal bonds are among the safest investments in the entire world.
according to municipal market an litics, over the last five years, a period, by the way, which states and local governments struggled to recover from the recession, high-quality state and local government obligation defaults 4/1000%. it was 4/1000% during the recession. and public entities depend on this financing too. state and local governments, school corporations and public utility companies across the u.s. sell municipal bonds to finance the infrastructure and ervices that we all depend on. it's low interest municipal bonds that finance new schools, hospitals, bridges and roads and pay for the repair of
outdated and failing infrastructure. the needs are great. in fact, according to the society of civil engineers, state and local governments to $3.6 trillion with a t meet their infrastructure needs over the next five years. that's what's so disappointing about recent regulatory rules from the federal deposit insurance corporation, the office of the comptroller of currency and the federal reserve that will arbitrarily increase the costs for local governments and schools to borrow. specifically, as others have described, in 2014, federal banking regulators issued a rule requiring banks to have enough high-quality liquid assets, hqla's, to cover their cash outflows for 30 days in case of a future financial meltdown. for the most part, liquidity
set-asides they protect consumers and makes sense. in the same rule they said investment grade u.s. municipal bonds don't count as hqla's. while recognizing german sovereign debt as high-quality liquid assets that do qualify and that doesn't make any sense at all. by excluding all american municipal securities from hqla eligibility, financial institutions are discouraged from holding them. the result is increased interest rates and increased borrowing costs for state and local governments. and the taxpayers that pay them. this has real impact on families when schools could no longer accommodate enrollment and local communities when bridges crumble or roads fail because repair and new construction simply isn't financially feasible. this is particularly troubling because times are tough and budgets are tight across america. although the federal reserve continues to review this issue, so far the fed's response has
been partial and inadequate. and the o.c.c. and the fdic have not addressed the issue at all. meanwhile, our local governments remain strapped for cash and cannot wait for a bureaucratic solution. our commonsense bill, h.r. 2209, fixes this arbitrary decision by federal regulators. the bill directs the fdic, the federal reserve system and the o.c.c. to classify investment-grade municipal securities as level 2-a high-quality liquid assets. put simply, our bill requires the federal government to recognize the obvious -- america's municipal bonds are some of the safest investments in the world, and we shouldn't have rules that give preferential treatment to corporate bonds or other countries' bonds over our own. i want to thank congresswoman maloney for working with me on this commonsense legislation. i urge all my colleagues to

great state. now, when you drive in the state of maine over some of our roads this winter, you see frostees and potholes and if you go on some of our bridges by the coast, you see a lot of corrosiveness that's taken place on those bridges because they're so close to the saltwater. now, it is so important to make sure that our state and our local governments have the opportunity to borrow the money they need to perform these very important infrastructure repairs. now, when our state treasurer up in maine, we used this process to high-quality liquid municipal bonds to investors around the world. and that would allow us to receive and secure the funding we need to in fact repair our roads and bridges and maybe a small town needs to improve its sewage treatment facility or build a new landfill or improve
its water treatment facility. well, these high-quality liquid municipal bonds provide the funds to do just that. now, it is my opinion that the banking regulators have made a mistake, mr. speaker, because they include in the liquidity coverage ratio, stocks and corporate bobbeds and other government bonds but they have -- bonds and other government bonds but they have left out high-quality municipal bonds from that list that would require for the liquidity coverage ratio. now as been mentioned before, sir, the municipal bond market in this country is a $3.7 trillion market. there are thousands of these bonds held in the hands of investors around the world. so it is clearly right and appropriate for these bonds to be included in had this list of assets so banks can reach their liquidity coverage ratio. now, in doing that, mr. speaker, and in fixing this problem that mr. messer and
congresswoman maloney have found, in passing h.r. 2209, state and local governments across the country will continue to be able to have the funds they need to repair their own bridges and roads, not just those in maine. this will keep interest payment s down for our state and local governments, saving taxpayers millions of dollars. and one of the goals of government, of course, is to show fairness and compassion for those that pay the bills, the taxpayers across america. i am rising in support of this bill, 2209. i encourage all of my colleagues in the house, republicans and democrats, to please do the same and, again, i congratulate congressman messer and congresswoman maloney for their great work. thank you very much, mr. chair. i yield back the balance of my time. the speaker pro tempore: the gentleman from maine yields back the balance of his time. the gentleman from new jersey is recognized. mr. garrett: thank you. at this time to give us the last word on this legislation,
the gentleman from new mexico, yield such time as he may consume. the speaker pro tempore: the gentleman from new mexico is recognized for such time as he may consume. mr. pearce: i thank the chair and also thank mr. messer and mrs. maloney for introducing this balanced bipartisan piece of legislation. the state of new mexico has geographical area about the same as five eastern states, five northern states. that area, though, has 55 million people to pay the taxes, to build the roads, to build infrastructure, build schools. . new mexico has almost two million people. two million people to build all of those miles of roads. now, that's the effect of this resolution. it removes the financing resolution that states like new mexico, the western , lightly populated areas, use municipal
bonds to fund things like schools and roads and infrastructure. and yet the international committee, which decided what category these assets would fall into, said that they're no good. that they're not going to count in the liquidity requirements for institutions. what that means is $3.7 trillion will evaporate out of that municipal bond market. $3.7 trillion that would help us build infrastructure, that would help us create better living for everybody in the west. and yet this committee, which never visited new mexico, they appear not to have looked at the quality of assets. mrs. maloney adequately says it's not a question of safety and soundness. mr. messer says that the small. rate is they obviously did not look at the quality of the products. they simple -- they simply said they're not going to qualify.
what that means is that financial institutions will no longer have incentive, nor space under liquidity requirements, to hold municipal bond obligations, municipal obligations such as bonds. this is detrimental to the way of life of the west. so i would like to congratulate, again, mrs. maloney and mr. messer for bringing this to us today. to help be a partial cure to the problems that people from other countries have levied on us. it seems commonsense, it seems useful, it seems good for the taxpayer and good for the country. let's pass 2209 and move on to the next business. i yield back. the speaker pro tempore: the gentleman from new mexico yields back. the gentleman from new jersey is recognized. mr. garrett: thank you. seeing no other speakers, i yield myself such time as i may consume. the speaker pro tempore: the gentleman from new jersey is recognized for such time. mr. garrett: again, i -- i just want to thank again members from both sides of the aisle,
all the sponsors on not only this legislation, but all the legislation that we've had on the floor for the last two hours here. i was just thinking, as this was wrapping up, as to how the -- when we leave here and look in the newspaper tomorrow and see what kind of media coverage washington will get, what we did on our first day back, there's a hue and cry always saying, washington is broken. there's no bipartisanship. they're not passing any legislation to create jobs and trying to get the economy going again. you hear about that in the media all the time. as a matter of fact, you hear it on the floor with many members coming down here and saying, this house is not -- has not passed a single jobs creation bill in so many days, weeks, months or years or what have you. let it be known today that we here worked in a bipartisan manner, first in committee, subcommittee, then full committee, and now here in the house, we have four pieces of legislation, and i know that some of the legislation may have mind-numbing terminology and may scratch your head when you're talking about liquidity coverage ratios and accredited
investors and l.c.r.'s and those sort of things. you might say, what does that have to do with job creation and infrastructure creation and getting a new roof on my local school or a bridge built in my town? what does it have to do with helping my neighbor actually get a job when he's been out of work for a period of time? what does that have to do with someone in my family who is in a job right now but no advancement and pay raise for a lightning period of time? these bills on the floor today have everything to do with all those issues. as we pass these job creation bills, in a bipartisan manner, let the word go out that we are doing exactly what the american public asked congress to do. to work together, get it done, get the infrastructure in this country growing again, get the economy going again, create jobs again. and that is why i support -- say thank you again to both sides of the aisle and encourage a yes vote on all four of these bills today. i yield back the balance of my time. the speaker pro tempore: the gentleman from new jersey yields back. all time having now been yielded back, the question is, will the house suspend the rules and pass the bill, h.r.

may consume. mr. smith: mr. speaker, child predators thriving on secrecy. a secrecy that allows them to commit heinous crimes against the weakest and most vulnerable. today the house has under consideration h.r. 515, the international megan's law, to prevent child exploitation and other sexual crimes through advanced notification of traveling sex offenders. a law that will significantly thwart child sexual exploitation in the united states and abroad, through a comprehensive and efficient system that warns law enforcement of traveling sex foneders. -- offenders. i first introduced international megan's law back in 2008 it. has passed the house -- 2008. it has passed the house three times. in 2010, 2014, 2015, and thankfully passed the united states senate in december. international megan's law honors the memory of megan, a
precious little girl from my hometown of hamilton, who suffered and died at the hands of a sexual predator. megan was just 7 years old when she was kidnapped, raped and brutally murdered in 1994. her assailant lived across the street and, unbenounsnonse to her family and other residents in the neighborhood, he was a convicted repeat sex offender. due to the extraordinary work by megan's courageous parents, maureen and richard, the new jersey state legislature passed and the governor signed the original megan's law in 1994, expanded it in 2001, and it requires registration and public notification of convicted sex offenders living in the community. today all 50 states and all u.s. territories have a megan's law. because of this law, parents,
guardians, school officials, sport coaches, law enforcement and the public at large are now empowered with the critical information they need to mitigate harm to children. we know from law enforcement and from media documentation that americans on the u.s. sex offender registries are caught sexually abusing children in asia, central and south america, europe, frankly everywhere. a deeply disturbing 2000 report -- 2010 report by the g.a.o. found that at least 4,500 u.s. passports were issued to registered sex offenders in fiscal year 2008 alone. typically, mr. speaker, a passport is valid for 10 years. meaning some or many of the tens of thousands of registered sex offenders possessing passports may be on the prowl
internationally looking to exploit and to abuse. ernie allen, who served for 30 years as the president and c.e.o. of the center for missing and exploited children and the international center for missing and exploited children, recently said, and i quote, it is clear that there is a substantial category of offenders who do not offend as a lapse of judgment. they do it as a lifestyle. and these are the offenders who are most likely to travel, to seek victims in places where the offender is most likely to be unanimous and most likely to avoid identification and apprehension. closed quote. studies suggest and demonstrate that even when caught, prosecuted and jailed for a number of predators, the propensity to recommit these crimes at a later date remains. for example, a 2008 study by
olver wong and another showed that untreated sex offenders were reconvicted for sexual crimes at a rate of 17.7% after three years, 24.5% after five ears and 32% after 10 years. keep in mind, mr. speaker, that these are just the rates for those who were caught again and then convicted. pedophiles and other sexual predators often harm more than one victim. and there are different studies that show large numbers of child victims and large numbers of acts committed against those children. for every victim who reports, there are likely many others who could not, would not and cannot come forward. . speaker, some of those
exploited children are prostituted by human trafficers, to pedophiles. the international labor organization has estimated that some 1.8 million children are victims of commercial sexual exploitation around the world each year. so it is imperative that we take the lessons learned on how to protect our children from known child sex predators within our borders and expand those protections globally to prevent convicted u.s. sex offenders from harming children abroad. it is imperative that we teach other countries how to establish their own megan's law and push other countries to warn us in the united states when their sex owe fenders are traveling here -- offenders are traveling here. specifically h.r. 515 will authorize and empower the annual watch center, operating under the auspices of the immigration and customs enforcement, to check flight manifests against sex owe fender registries -- offender registries and quickly warn destination countries when sex offenders are headed their way. the angel watch center is
authorized to send act ks -- actionable information about child sex offender travel to destination countries in a timely fashion, for those countries to assess the potential damage and dangers to their kids and respond appropriately, whether it is to deny entry or a visa, monitor travel or to limit travel. to prevent offenders from thwarting international megan's law, notification procedures, by country hopping to an alternate destination not previously disclosed, h.r. 515 includes provisions for the state department to develop a passport, identify -- a passport identifier, to a location on the passport, indicating that the individual is a covered sex offender. a passport, mr. speaker, so identified, provides law enforcement and customs an
additional tool to protect children. the passport identifier is only for those who have been found guilty of a sex crime involving a child and have been deemed dangerous enough to be listed on a public sex owe fender registry -- offender registry. had this information is no longer public knowledge in the united states, in other words, they are off the registry, the passport identifier and the like man already not longer be crir -- manner will no longer be required. some states already require sex owe fenders to have their stat -- offenders to have their status listed on driver's licenses. alabama, delaware, louisiana, to name a few. ironically, it has been reported that some registered sex -- registered sex owe fenders have used their -- offenders have used their passports as i.d. to keep their status secret. mr. speaker, in order to protect potential victims, h.r. 515 also aims to establish a durable system of reciprocity among the nations of the world.
international megan's law directs the secretary of state to seek agreements with other countries, so that the u.s. is notified in advance of incoming sex offenders. i would like to offer my profound appreciation, mr. speaker, to majority leader kevin mccarthy, for his deep and abiding commitment to combating human trafficking in all of its ugly manifestations. for scheduling, the house voted 12 months ago on international megan's law and another dozen or so anti-human trafficking measures sponsor -- sponsored by members of both sides of the aisle, that was historic and had never been done like that before. so i thank you for that leadership and for working closely with the senate in order to help bring this day -- this bill to fruition. his policy advisor was remarkable, as was and is kelly dickson.
i'd like to thank ed royce and eliot engel and janice in helping and janice, you'll remember, she traveled with one of my staffers years ago ascertaining this terrible -- investigating this terrible issue which is a global scourge. senator bob corker, chairman of the foreign relations committee on the senate side, truly made this bill a priority and carried it over the finish line in the senate. thank you, senator. thank you, mr. chairman for that. s professional staff, caleb, counsel sarah, showed remarkable dedication and persistence through multiple interagency negotiations. his chief of staff, ted, and rob skillfully guided the bill through the process on the senate side. and i can't thank them enough. i also want to thank my good friend, ben cardin. ben and i served and have
served for decades on the hel sinky commission for his support and his efforts. i'm grateful to senator shelby and senator mikulski for their ssistance in providing angel watch center with the sex offender targeting center. they will be required to vet names sent out by the angel watch center and in order to maximize expertise, avoid duplication of efforts and ensure accuracy of international notifications. i would note that senator shelby also championed the passport provisions that will ensure sex offenders with crimes against children cannot end run the system. i'd like to thank his professional staffer, shannon hines, who was extraordinarily smart and creative during this process. thanks to professional staff jen decky, as well as senator mikulski's staff for their tireless work as well.
senator john cornyn, majority leader, did not rest on his success earlier this year in navigating the justice for victims of trafficking act through the senate about persisted until the international megan's law was complete over on the senate side. and last but not least i'd like to thank my chief of staff, mary noonan, who has been nacious in guiding this bill obstacle after obstacle. and those who worked with the interagencys to achieve the final bill. i'd also like to thank my former top foreign affairs committee staff member, sherry ick ard, who spent -- rickard, who spent years trying to achieve passage of the bill. those efforts, sherry, were not in vain. i'd like to thank the national center for missing and exploited center for their strong endorsement of the bill.

measure and i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. >> mr. speaker, let me first thank mr. smith from new jersey for his work on human rights and anti-trafficking issues and his hard work on international megan's law. i want to thank the judiciary committee for its bipartisan input on this bill. this legislation is the product of a lot of hard work and reflects a commitment to advancing practical and effective ways to help those victimized by sexual predors. this is hard to believe but around the world today there are tens of millions of victims of human trafficking. mr. boyle: which is what we call modern day slavery. many of these victims are children exploited in prostitution. in many countries, extreme poverty and gaps in law enforcement create zones of impunity where sex offenders exploit vulnerable children. sometimes local officials have no idea this is going on.
sometimes they turn a blind eye. and sometimes officials are this crime. t in we have a responsibility to protect all victims and to crack down on this crime that destabilizes communities, fuels corruption and undermines the rule of law. international megan's law aims to prevent child sex offenders and traffickers from exploiting vulnerable children when they cross an international border. this bill would establish an angel watch center within i.c.e., immigration and customs enforcement, and provide advanced notice to foreign governments when a convicted child sex offender travels to their country. this bill will hopefully prevent some of these horrific crimes from taking place. but mr. speaker, fighting modern slavery requires a much more comprehensive response. beyond prevention, governments
must do all they can to protect victims. robust identification efforts, policies and procedures that get victims out of harm's way, comprehensive support services that includes physical and mental health care, education opportunities, legal assistance and reintegration with family and community. and, of course, aggressive investigations and prosecutions to go after those responsible for such heinous crimes. the reality is and the sad reality is that no single government or single law will put an end to human trafficking, but every step we take strengthens our ability to prevent these crimes, protect victims and punish those responsible. mr. speaker, i urge my colleagues to support the senate amendment to h.r. 515, and i reserve the balance of my time. the speaker pro tempore: the gentleman from pennsylvania reserves. the chair recognizes the

rescued maria and rosa. as a nation, we must take responsibility for our part in this horrific, multibillion-dollar illicit industry, and as members of congress, we must take an active role in ending human trafficking worldwide. that's why on january 22, 2015, became an original co-sponsor and supported chairman smith's h.r. 515, the international megan's law, to prevent child exploiltation -- exploitation. h.r. 515 ensures foreign countries are told when a sex offender travels to their country. it asks them to provide us the same vital information when a sex offender is traveling to america. it requires the united states to notify other countries when convicted pedophiles travel abroad. it encourages president obama

mr. royce: i rise in support of house resolution 515, the international megan's law, focused on preventing demand for child sex trafficking, and i really want to acknowledge the hard work by the member from new jersey, mr. smith. his perseverance here as the bill's author as he's tried on several occasions to get this through the senate and to the president's desk and with this action today, this bill when it passes the floor will go to the it ident's desk and i think is very important that we understand the magnitude of this problem, as he's tried to convey to us here, and how this is going to strengthen the hand of law enforcement. we want law enforcement to consider this a new tool, and it will combat the appalling industry of child sex tourism in which adults travel overseas
to exploit children in other countries. my chief of staff, amy porter, has gone on several missions, humanitarian missions to work with very young children in cambodia and elsewhere in south asia as well and as she shows you the photographs of these little girls exploited by this -- and traumatized by this predatory activity, it is hard to fathom that men from around the world, include america, including our country, engage n this predatory activity. and while the countries they travel to lack the resources needed to deal with this rising number of child predators, this legislation will help us offset that. one of the most discouraging things that my chief of staff,
amy, found was that in cambodia it was the local police chief who himself was involved in the practice. now upon her return to check on this, they found they put an end to that. he was no longer in this trade, in this type of business. it had been cleaned up some with pressure from the united states, but it is still ongoing. so this will help us fight back. at present -- if i could ask smith.e more time, mr. at present, multiple u.s. agencies are trying to stop human trafficking and child sex tourism but there has been troubling information sharing and notification to foreign countries that a potential sexual criminal is heading their way and those notifications are very inconsistent. and this bill clarifies the responsibility, puts it on the justice department and the department of homeland security. it better coordinates those

in our communities have been critical tools in protecting our children and easing some of the many fears that parents feel every single day. . i the company fathom the anguish megan's parents felt. i would do anything to protect my children and all children from sexual predators and i feel blessed that i and my colleagues are in a position where we can make a difference. we will be able to better identify and scrutinize sex offenders' activity, ensuring that they do not engage in the ghastly practice of sex tourism, either in our own neighborhoods or in any neighborhood around the world. the u.s. must take a leading role as a global defender of children from sexual abuse. often planning their trips around locations where the most vulnerable children can be found, sex offenders should not be allowed to use the anonymity provided by foreign travel to help hide their hideous crimes.

and one of the goals here was increasing the awareness of these crimes against human dignity. the scourge of human trafficking now is a worldwide challenge. and although the vulnerability may be greatest in the developing world, these crimes also occur here in our own community. i'm very proud of the work being done in southern california by members of our human trafficking congressional advisory committee. where advocates and law enforcement and service providers and faith-based groups and trafficking survivors themselves meet regularly to converse and coordinate and plan how to combat human trafficking, out of that working group come a lot of good ideas. i want to acknowledge sara cattlehan, who helps me in leading that task force. and this bill is intended to close a gap that exists in protection.
the united states cannot be too careful in ensuring that our overseas employment practices do not inadvertently support debt bondage. because that debt bondage is one of the tools of human trafficking. at some overseas post, the state department and usaid rely on contractors to provide construction and security and maintenance and other services and these contractors sometimes employ foreign workers, recruited from far away. far away developing countries where they are vulnerable to abuses and in particular the middlemen, those contractors, rely on charging often, recruitment -- often recruitment fees to perspective employees. in other words, payments for the right to work, current law prohibits u.s. contractors from charging foreign workers unreasonable recruitment fees
and the state department claims to prohibit any recruitment fees at all. however, neither state nor usaid have defined what constitutes a recruitment fee and this ambiguity allows for a loophole that has been exploited. recruiters simply rename these fees and continue charging them. and this is a serious problem. we had a report by the state department inspector general in 2011. he found that a majority of the department's foreign contract workers in certain middle east countries were paying substantial fees to recruiters, sometimes, and this is what caught our you a a -- our attention, sometimes more than a year's salary, resulting in, in the words of our inspector general, in his words, effective debt bondage. a working from the philippines performing janitorial services
for our embassy in saudi arabia should not be at risk of shakedowns from unscrupulous or violent operators. and to ensure that our overseas contracting does not feed such problems, this bill requires state and usaid to define what prohibited recruitment fees are and to report to congress on their plans to improve contract monitoring, to protect against human trafficking. a prohibition is only forceful if people understand what is prohibited. and clarifying these matters will give our contractors the guidance they need to ensure that our laws and policies are followed by those they use to recruit foreign workers. and i again want to thank mr. engel and all of our co-sponsors for their support of this strongly bipartisan bill, which deserves our unanimous support. i'll reserve the balance of my
time. the speaker pro tempore: the gentleman from california reserves. the chair recognizes the gentleman from pennsylvania. mr. boyle: mr. speaker, i rise in strong support of this measure and i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. boyle: mr. speaker, i wanted to thank chairman royce and also ranking member engel for their leadership and for their hard work on this bill. it seems that every day we see another report about the way modern slavery touches our lives. fish caught by an enslaved sailor in southeast asia, that ends up in our grocery stores. rare metals that are kneed to power our smart -- needed to power our smartphones are mined through force labor in central africa. oranges and tomatoes grown right here in the united states picked by migrants who end up trapped and isolated. human trafficking is a crime that affects every nation on earth. it undermines stability, fuels criminal networks, and robs tens of millions of people of
their basic freedom. it touches all of our lives. the united states government has long been a leader in the fight against trafficking. republican andemocratic administrations alike have focused hard on the best way to prevent modern slavery, protect its victims and prosecute those to -- those responsible. the state department's annual trafficking in persons report is the global gold standard for assessing how well governments are doing to combat this problem. as we learn more and more about the this crime, -- about this crime, how it's worked its way into the global supply chain and labor market, we find new ways of disrupting trafficking networks. part of american leadership on this issue must be to make sure first and foremost that we're not making this problem worst. -- worse. our foreign affairs agencies employ thousands of foreign contract workers oversales. these men and -- oversales. these men and women work in construction -- overseas.
these men and women work in construction, food services abroad. in 2011, inspectors interviewing some of these workers found that 77% of them had paid recruiting fees to the company arranging the work. what that means is, before workers are able to get these jobs, they need to pay a recruiter a hefty sum. sometimes these fees are six months or even a year's wages. these fees can include the high cost of housing or transportation to a work site in a foreign country. so often a worker arrives at a new job saddled with debt and forced to work until he or she can pay the so-called recruiter back. this sort of treatment is unacceptable under any circumstances. the fact that this is happening to individuals working for the united states government is absolutely intolerable. we cannot be the world's leader in the fight against modern
slavery if taxpayer dollars are flowing into the hands of traffickers. the obama administration saw this problem and took steps to deal with it. an executive order for bids any u.s. -- forbids any u.s. government contractors from charging unreasonable recruitment fees. but so far the state department and usaid have been unable to enforce this reirement. the reason why, neither agency is define -- has defined recruitment fees so their guidelines for fair treatment f workers by contractors are unenforceable. mr. speaker, this is simply not acceptable. . this bill requires the state department and usaid adopt a legally binding definition of recruitment fees. in addition, the agencies must improve how they monitor contractors to detect and prevent human trafficking. this legislation represents a commonsense step to resolve

senate sponsors of the original measure are bob corker, chairman of the senate foreign affairs committee, and the ranking member there, mr. cardin, as well as two other senators, marco running backio and chris coons, and i thank em for their good -- marco rubio and chris coons, and i thank them for their good work. i want to thank ranking member eliot engel as well as chairman chris smith, ranking member karen bass of the africa subcommittee for working so closely with me to develop the concept for this legislation over the last several years. last congress the house passed a similar version of the measure we consider today, and with today's action, this bill will head to the president's desk for signature. the electrify africa act seeks to address the massive electricity shortage in africa. it is a direct response to the fact that today 600 million
people living in sub-saharan africa, that's 70% of the population, do not have access to reliable electricity. the electrify africa act offers a market-based response to this about and it will bring the development of affordable, reliable energy in africa. why do we want to help increase energy access to the continent? well, to create jobs, to improve lives in both africa and america. it's no secret that africa has great potential as a trading partner, and could help create jobs here in the united states. as the foreign affairs committee investigated how to make better use of the african growth and opportunity act, which was landmark legislation passed over a decade ago to expand trade with africa, we learned that the lack of
affordable, reliable energy made the production of goods for trade and export nearly impossible. even where other conditions supported manufacturing, the cost of running a plant on a diesel generator is prohibited. however, the u.s.'s not alone in its interest in enhancing trade with africa. we have competition. just last month, the people's republic of china pledged $60 billion in financial support to the continent. if the united states wants to tap into this potential consumer base, we need to be aggressively building partnerships on the continent, which is what this bill does. this bill will also have a tangible impact on people's lives. as former chairman of the africa subcommittee, i've seen firsthand how our considerable investments in improving access to health care and education in frica are undermined by a lack of reliable electricity. mr. engel and i visited power
provider in rural tanzania which would help meet the goals of this bill. in a place where only 10% of the population has access to electricity. in areas like that throughout africa, schoolchildren are forced to study by inefficient, dangerous kerosene lamps. coal storage of life--- cold storage of life-saving vaccines are impossible without reliable electricity and too many families resort to using car coal or other toxic -- charcoal or other toxic fuel sources whose fumes cause more deaths than h.i.v. and ma layera combined and also -- malaria combined and also damage the eyesight of the children trying to study. in tanzania we have entrepreneurs bringing technology and expertise to the remotest parts of africa and that is improving lives. many of us on the committee

africa, more than 600 million individuals live without access to reliable electricity. that's double the u.s. population without electricity. nearly 2/3 of their population. for individuals that deficit means never knowing what will happen with the flip of a switch. it means a day's work needs to come to an end at sunset, that food can't be refrigerated and the technology that's so valuable for connecting the rest of the world can't be relied upon. for communities, lack of access to power undermines the ability of hospitals to deliver health care because vacant -- vaccines spoil and medical equipment sits useless. businesses can't expand and thrive. schools are limited on what they can offer students. for countries, these factors combine to undermine stability and stymie progress.
without relyable power, countries can't become strong players in the global economy or strong partners on the global stage. and the better these countries do, the better it is for their neighbors, for their region and the entire world. so as you can see, the united states has an interest in helping these countries grapple with this challenge and making sure the lights stay on. that's why the electrify africa act is such an important bill. this legislation puts into law president obama's 2013 power africa initiative. it seeks to create strong new partnerships among governments, banks and other private sector investors with the aim of providing first-time power to 50 million people by the year 2020. it calls for a long-term strategy from our own government to assisting sub-saharan african countries with national power strategies and it directs other american

without limit, especially when it comes to health care, ensuring that people, students can have proper light to go to school and to study, particularly at night. all of the benefits that we take for granted in the united states and in other parts of the world still have yet to come to africa. in the 21st century, energy has become vital, as we all know, to modern societies. we no longer have to shop for food each day. refrigerators keep food cold and preserved longer, whether in our homes, restaurants or during the process of transportation. cell phones, computers, televisions and other electronics require electrical power to allow us to lead more productive lives in the modern world and increasingly in the developing world. as we've seen in the recent ebola epidemic and current zika epidemic, it's vital that medicines become cold so they don't lose their potency and of
course preservation of blood and so many other items that e essential to life, electricity facilitates their continuance and their potency. it's unfortunate that the continent of africa has so many people that have been denied the ability to enjoy the advances of science. currently only 290 million people out of about 914 million africans have access to electricity, and the total number lacking continues to rise. bioenergy, mainly fuel wood and charcoal is the main source of fuel. as the chairman pointed out, it threatens the life of so many people in africa, including the eyesight of many of those who experience that. on the other hand, hydropower accounts for about 20% of total power supply in the region, but less than 10% of it is estimate

subcommittee and a leader on subsaharan african issues, ms. bass. the speaker pro tempore: the gentlelady is recognized. ms. bass: i rise in support of this bill and i commend the leadership, especially of our chair, mr. royce, ranking member, mr. engel and subcommittee chair mr. smith. also committed members of the staff of the house foreign relations committees and the senate committee on this bill. because of this bill, the lives of millions of people can be changed immeasurably for the better. i remind my colleagues that 2/3 of the population of subsaharan africa lives without electricity that means children are forced to study by candlelight and doctors and midwifes are delivering babies by relying on flashlights. the effort to have a reliable source of power is being addressed not only by small,
brilliant initiatives by young african entrepreneurs such as those i met when i had the opportunity to travel with president obama to the global entrepreneurship summit in nairobi, but also by large public-private partnerships by pow -- like power africa. electrify africa can contribute in a major way and help address the glaring absence of electrical power for at least 50 million people in subsaharan africa by 2020 and can help address other basic needs for millions of africaen. the lack of access to power affects broad based economic development on the continent. this was particularly evident last year in the ebola crisis in three small african countries that battle was won with the help of the u.s. and well coordinated efforts on the ground but in order to win the war against diseases, there must be greater access to electrical
power. we crafted legislation to focus on increasing access to electricity in rural and poor communities through small, renewable energy projects that will result in millions of africans having access to electricity for the first time in their lives by 2020. when we passed the bill last year, we knew much more was needed to support african nations to develop the capacity to become full trading partners with the united states. this is consistent with the theme from the continent, trade not aid. moving toward the continent of africa being self-sufficient and self-determination. i'm proud to serve as an original co-sponsor of this legislation and i invite fellow members to support this bill as well. i yield back the balance of my time. the speaker pro tempore: the gentlelady yields back. the gentleman from pennsylvania reserves. the chair recognizes the gentleman from california. mr. royce: i reserve the right to close.

andrew hershowitz, the usaid power africa coordinator and his team who are watching this debate right now in the gallery. i think that as we look at the range of enthusiasm for this legislation, the last count i got we had letters of support from 35 african ambassadors from the chamber of commerce, from the corporate council of africa, from the national rural electric cooperative association, from the american academy of pediatrics. and of course from the one campaign. the united states has economic and national security interests in the continued development of the african continent. this bill sets out a comprehensive, sustainable, and market-based plan to bring 600

totalization agreement with hundred fware titled agreement on social security between the government of the united states of america and the government of hungary and a related agreement titled administrative arrangement for the administration of the agreement on social security between the united states of america and the government of hungary. the agreements were signed in budapest, hungary, on february 3, 2015. the agreements are similar in objective to the social security agreements already in force with most european union countries, australian, canada, chile, the republic of korea and switzerland. such bilateral agreements allow for limited coordination between the united states and foreign social security systems to eliminate dual social security coverage and taxation and help prevent the lost benefit protection that can occur when workers divide their careers between two countries. the agreement contains all

jerry falwell jr.: i was on my farm in virginia yesterday at 11:00 in the morning and i was getting ready to go out and feed the horses because we've got snow on the ground and i got a call from the trump campaign saying, can you be in iowa by 5:00 this afternoon? so i made it and my family came here with me and we are so honored and privileged to be here with mr. trump and you
know, i endorsed mr. trump personally a week or two ago because i just -- i see him as something that our country badly needs. i just spent all of my adult life working as an attorney and as a college administrator to make liberty university a world class christian university, and that process involved many, well, many years financial struggles and my dad and i spent lots of weekends begging and borrowing from donors and lenders to get money to cover the paychecks that had gone out the friday before. so we knew how -- i knew what it was like to struggle and eventually using business principles and bringing in the best professionals, the best attorneys, the best accountants, the best financial management, not necessarily professionals who shared our faith but just
the -- but just the right people to fix a broken situation, we turned the university around and it's now one of the most prosperous and most successful and the largest christian university in the world. and when i -- [applause] when i saw our country, when i see our country approaching $20 trillion in debt, it reminds me of where liberty was in the early 1990's and i think we need somebody like the professionals we brought in. i believe that somebody is donald trump. he's turned companies around. i think he can turn this country around the way that we saw it happen at liberty. so that was the reason that i supported donald trump but then after i got to know him, i learned some things about him that most people don't know the press don't report, and he still doesn't know how i found these things out, but you know, he's an extremely generous person.
i can tell you stories about how he -- his limousine broke down outside new york and a couple stopped to help him and a few days later he paid off their mortgage, never told a soul about it. i found out from some sources i have. and in newton, iowa, the maytag plant moved to mexico. and 60 minutes reported it, 60 minutesed reported about three businesses that were going to have to go out of business because the maytag plant was gone and i learned that donald trump found those businesses, got his hotels in chicago to buy supplies from those businesses to keep them in business he actually paid for the cheese and the bread at the local domino's to keep it open. then i heard stories about how he -- oh, yes, when he came to liberty in 2012, i told him about another christian ministry
a large one in another state, that had a financial need and i never mentioned it again to him, i found out a few days later that he donated $100,000 of his own money. o then when i saw that the years of struggle at liberty, i saw how it had gotten liberty to the point where we're one of only 70 universities in the country rated double-a or triple-a by standard and poor and moody's and the reason that's so important because so many universities strayed from their founding principles because they needed money and they had to take money from whoever would give it them even if it changed their mission. we wanted liberty to be in a position too say no if a donor said, we'll give you money but you have to change your christian mission. donald trump is the only candidate in this race who can say the same thing.
he cannot be bought. he's paying for his own campaign. and that -- that's another thing that attracts me to him and just makes me trust him and believe what he says. another reason i believe what he says is because there's so much he says that's politically incorrect. to me -- [applause] my father actually had a billboard at the entrance to liberty for years that said liberty university, politically incorrect since 1971. so when i saw that, i just knew, maybe there's somebody we can believe because he doesn't say what the consultants tell him to say he says what he believes in his heart. [applause] so it's my distinct honor and privilege to introduce the next president of the united states, onald trump.
♪ donald trump: thank you, what a nice introduction that is. how can you do better than jerry? you can't. jerry falwell jr.: they wanted me in the blue chair, i don't know why. donald trump: i don't know. thank you, everybody so nice to be here. i appreciate it. jerry falwell jr.: i already talked about how your campaign s self-funded, how you have -- you're sacrificing so much to run, i mean, the press is so
vicious for the family of any candidate, the scrutiny is unbearable, my wife believes, anyhow. what motivated you to run for president of the united states when you could have just stepped back and eat an lot of wendy's cheeseburgers like you did on the plane last night. last night, i rode with him on the plane, i expected, oh, i'm a country boy from virginia, here's, there's going to be champagne and caviar he broke out wendy's cheeseburgers and fries. [applause] but what motivated you to step out and take the risk and sacrifice so much? donald trump: i appreciate that question. it's so sad when i see what's happening with our country, when i see our leaders, if we want to call them leaders, you can't really call them leaders, they're not lead, and certainly not leading properly. when i look at what's going on
with jobs work trade deals, when i look at what's going on with this horrible iran deal where we pay $150 billion for absolutely nothing and we get nothing from it other than you're going to end up with nuclear proliferation is going to be all over the place. and i see things like that and then we finally get our hostages back when they get their money and then i see them go and take our ten sailors and put guns to their heads, put them in a begging position. so many things like this. i look at sergeant bergdahl, we get a traitor back they get five killers back they've wanted for nine years. so when i see that, somebody said two weeks ago, donald trump ising an rid and people with him are angry. i'm supposed to say i'm not angry. during the debate, the last debate i won, the other debate i skipped because i wasn't treated properly and we have to remember, when you're not treated -- [applause] and by the way they got lousy
ratings. we have to remember -- which i knew would happen. and they would have broke then record. when you're not treated properly, you have to do what you have to do. that goers in country. if we're leading our country and we're not treated prop ler i -- properly like the way we've been treated by iran and other nations, we have to worry about our country. the nicest part about the debate situation is we raised $6 million in one hour for the vets. one hour. so that was a great thing. but bottom line, i see all the hats, make america great again, jerry, when you ask why, we want to make america great again, that's what we want to do. jerry: how often do you see a presidential candidate giving money away instead stead of taking it? i think that's wonderful. we've got a group, we've got a group here today who is going to receive the second disbursement of that $6 million raised the other night. if that group would come on the stage now, it's called partners
for patriots. [applause] donald: maybe tell us a little bit about yourself and what you do. we vetted for the vets but we vetted very carefully and the people getting this money are tremendous people system of what do you do? >> we train service dogs for sabled veterans to help them live their daily lives. one that you met, todd landon, that needs a dog. had 21 surblingries, this kid
has been through so much, you know, serving our country and fighting for us. donald: so with $100,000 you can do a lot, right? >> yes, sir. donald: this is such an honor, it's so great. thank you very much, use it well. say hello to todd. thank you. beautiful. thank you, honey. jerry: there's a beautiful rottweiler here but secret brging it on stage.xcited about but he's gentle, i promise. i don't know why there was a fear. but we -- we're facing a crisis in this country with isis and we -- all the intelligence experts tell us that isis will most definitely infiltrate the refugees that are coming to this country. isis has more land mass now than any terrorist organization in history. they're beheading christians. tell us how you would handle that problem and tell us how quickly you think you'd be able to fix it.
donald: it's such a big question. who would have thought this would have happened. we destablized the middle east totally when we did iraq. i was against iraq. i'm a strong guy on the military, i don't think there's anybody, i say i'm the most militaristic of all, i want to build our military so strong so powerful nobody is going to mess with us, and they won't. but i said, look at all that press back there. i said to reuters, actually, and others, early on in 2004, 2003, the war is the wrong thing. you're going to destabilize the middle east if you take out one of the two, meaning iraq or iran. we take out iraq and what a mess has been created. when we got out of it with obama, the way he got out of it, by announcing the specific date, the enemy pulls back then they go to taun after we leave. it's -- i can't use the term a comedy of errors because there's nothing funny about it. what's gone on is so sad and the decisions are so sad.
now we've created and helped create this massive migration and plenty of countries have made a mistake. look at what's going on in germany, it's a total mess. they're having riots over there the crime is through the roosm every country, brussels, has anybody been to bruss else i've been to brussels a long time ago. so beautiful. it's like an armed camp now. look at what's going on. it can happen. i wanted to create and i suggested keep a -- create a safe zone wetch all have hearts. we've got to get the gulf states who are tremendously rich, who frankly are not taking anybody and not spending money or much money and they're not taking anybody. they've got to fund it. get them to fund it. we're protecting them, we're saving them, let them fund it. we're funding everything. that's why we owe $19 trillion. we make all stupid decisions. we get them to fund it and we create a big safe zone in syria or a number of safe zones. now they've done this migration
through germany, nobody knows who the people are, and we all have heart. i think it's sad to see but when you look at that line, you look at that mass imygrirkse see so many young, strong men, right? i never-before-seen young, strong, i said to mist, first time i noticed it was early on, at first you say, well, you know, it's a little unusual because all of these, just seems to me, and you look at it, young, strong men. so now we're going to take them into our country, already started, thousands and thousands and we don't know are they isis? is this a trojan horse? what's going on. you look at what's happening in other countries. we're not going to take any if i'm there. anybody that comes in, sadly, i have to tole -- i have to tell you, they're going back. they have to go back. [applause] so there's no way, jerry, and i've gone to the top law enforcement people and i've seen them and read about them and read their statements. the top people they say there's absolutely no way that you can tell where these people come
from. they have no papers whatsoever. there's no background. there's no background checks. it's like starting off with a person from zero. they have no idea. we cannot afford this as a country. we cannot afford it from an economic or from perhaps most importantly from a security standpoint system of we just can't do it. interestingly, as you saw the other day, sheriffrom yeas, right? he endorsed me. and so did -- when sheriff joe endorses you, you know you're strongest on the whole immigration thing, how that worked out. illegal immigration. we're going to have a really strong border. we're going to have a wall. people are going to come in but they'll come in legally. they're going to come in legally. but we got the endorsement. and sarah palin and this gentleman, one of the greats and we got willie robertson too, who is a friend of my boys and a great shooter, they go hunting together. willie is great too i think sarah is coming tomorrow, she'll be here, she'll be on "the today
show" actually. that's going to be exciting. that will be very exciting. jerry: willie robertson are great friends. back in the late 1970's, my father was criticized because he saw a candidate who was able to pull voters from across the aisle, across the -- from the other political party he saw a candidate who was able to draw people who had never voted before. across all demographic lines. it was ronald reagan. and he was criticized because ronald reagan was a hollywood actor. he'd been divorce and remarried. my father was a pastor. and jimmy carter was a sunday schoolteacher and he said, a lot of folks said highway can you support him? all youed -- all you had to do is look at, he said, render unto
caesar's that which is caesar's. so when you walk in the voting booth, choose the candidate most qualifies to run the country. when you have a sick child, you choose the doctor that's most qualified to treat that child, you don't necessarily choose the one that shares your faith. that was what he told everybody and people listened and you know, jimmy carter was a great sunday schoolteacher but look how he did as president. we -- but we see 60% of republicans who are -- who say that the republicans in washington have betrayed them and you know, they make promises, they make promises on social issues and they've been doing it for decades. they never seem to come through. and you know, i think you're the first candidate since ronald reagan who is bringing in new voters, bringing them from across the aisle, bringing -- [applause] but we've got to get the
republicans who made the promises to start honoring the premises. what's your thoughts on that? donald: one oaf -- one of the things i found interesting, i spoke the other day at liberty, it's an amazing place, what jerry and becky have done is incredible and they've taken over from their father. breaking the record was important to me. you know whose record i broke? my record from four years ago. is i'm happy. i thought i would have broken somebody else's record. but the interesting thing, jerry has every single candidate go through liberty university because it's an amazing place. it's a packed house. these are fantastic young people and i guess some other people than young, but mostly young people. they're amazing people. and they all came through. when jerry endorsed me, it was such an honor for me. he sees everything and jerry, he's doing this as an individual. such an honor for me and when i look and he said one thing about me and he said great about everybody, honestly. but he said something about me
that i like better than anybody else. he said i most resemble his father from the standpoint of my ideas, my attitude, my way, and i thought that, to me, was the greatest compliment. i thought that was better than anybody else's compliment. jerry: true, i mean, my father was -- [applause] he gave away so many scholarships to help young people that he almost bankrupted the school and my mom would never let him have the family checkbook because he'd give money to whoever was in need and there wouldn't have been enough money left to pay the bills. when i heard all the stories about how you privately helped people, it really did remind me of that but you know, we have so many people out of the labor force now, we hear reports of 5% unemployment but it's probably, when you count the ones who have given up, it's probably over 20%. how quickly do you think you could get those folks back to work and get those jobs back from china and wherever they've
gone? donald: they just did the polls, cnn did and others did they do polls and i love these polls. i like them because i'm in first place. if i wasn't in first place we wouldn't be talking. but one thing anow start doing, they have all these things irk watch all these candidates, they spend millions on polling and i have a lot of money, i don't spend any money, i get it from those guys back there. they do polls. they say, is he a nice guy? is he a terrible guy? is he a wonderful guy? is he senator, is he tall is he short? what's he like? you know more -- you don't have ospend money. i watch these guys they spend all this money on poll, candidates, hundreds of thousands of dollars a month on polling, and the networks do it for free. save your money. but you know, it's interesting, though, they did a poll a big poll and on the economy i came out first by so much higher, like triple and quadruple.
it was like, they're down at six and five and i'm at 58 and 67. 16, n 67%, that's with 15, 17 people in the race. but we have to bring back our jobs. on the polls, number one on security, number one on isis, number one on protex, number one in almost every category. only thing i wasn't number one on, personality. can you believe it? they said i'm not a nice person. i'm a nicer person than all of them. i mean, i'll tell you what just happened. what just happened. it just happened today, i read it. it says voter violation. did you hear about this? cruz issued a statement put it in people's houses, voter violation, looks like a government voter violation, like -- and it's a social thing, you're not allowed to do it. and they're investigating him now. he's putting in houses voter violation and he's giving people, you have an f because you haven't voted enough, down
the line. i never even heard of anything like this. it is so dishonest. it is so dishonest. then he took an ad about me and he said that i'm in favor of obamacare my whole campaign is against obamacare. and the only way i can fight is i have a much bigger platform than anybody else. so it's such a lie, but what he doesn't say is that he filled out a financial disclosure form, personal financial disclosure form and on the form he, wants to pretend he's robin hood, he's going to protect from wall street he forgot to mention that he's borrowed a lot of money and almost -- at almost no interest. anybody in this room would take the interest rate because he pays almost nothing from goldman sachs and citibank. forgot to put the two banks on in. forgot to mention it. and of course his bigger problem is canada. he was born in canada and a lot of people are saying he can't even run for the election. to me that's a big problem because if you become the candidate, it's possible you can't even run. according to a lot of people.
so i have to say that i see much dishonesty in politics. i've never seen anything like it. i think jerry is doing something where you don't -- it is so dishonest. first of all, the guys in the back, the press, among the most dishonest people i have ever met in my life. no, it's true. [applause] no, no. they are so dishonest. and they'll have a story that they can take something that's good and make it look bad. i'll tell you the great thing is, and i'm talking about only 75% to 80% of them. 20% of them are good. but i'll tell you the great thing is the people we're dealing with, you're right. the people -- thank you. the people -- look at those people back in the corner. isn't that beautiful? these rooms, every room we go to is packed. whether it's a stadium, whether it's in mobile, alabama, 35,000 people, whether it's the
mavericks' arena in dallas, 20,000 people, oklahoma over 20,000 people, twice. so i mean, every place we go to, including iowa, i mean we go, i wish you had bigger arenas here. i have to tell you, we have to build something. but we have capacity crowds and what i have found is the people are really smart, jerry. they get it. they really get it. and i just want to thank everybody. one of the other things that came out is by far the trump voter, the trump person is the most loyal. by far. they say -- [applause] i should not say this in front of jerry because we have to really behave in front of jerry but they say donald trump can do practically anything and they're still voting for him, they'll still caucus for him. but they say that, it's out. 67% to 69% regardless they're with me. and then just about with them, i
think i get into the 90's and another people are at 9% and 12% and 19%. so my people, i just -- i adore you. you are going to make a decision soon, monday, and i'm telling of, we're going to do a hell a job, we're going to make america great gerning i promise. >> i jerry -- donald: jerry, i don't know, he may be a guy but i love him. jerry: donald, i've got ton know some of your family members and some of your employees and i've noticed how much your children love you, i noticed how loyal your employees are to you. that's not the case when a boss is a tyrant. i wish you'd say a word or two about your family. donald: i would love to but
maybe first you family, becky, mrs. falwell, is here. she's an amazing woman who i've known over the years. she's an amazing person. such a big influence in jerry in such a positive way. i think she's right here. could you and the family come up, please? bring your -- those beautiful children and spouses. come on up. his is becky and the family. come on, family, get up here. i assume this stage can hold us. if it can't, we have a big story. >> that's our son trey, jerry falwell iii. this is his wife sara. this is our son wesley, his wife laura, they just got married actually at trump vin-yard last october, we paid full price.
donald: i'll tell you what, i said, i'll give you a deal. he said, i want to pay full price. i said nobody ever said that to me before he insisted on it. it was -- i'm not used to that. >> so he charged us double. and this is our daughter caroline falwell. thank you. donald: thank you. jerry: all of us married way above ourselves, did you, donald. donald: i brought with me they wanted to be here so badly, my wife, melania. come on up. come on up, honey. she's been so supportive. i'll tell you what, melania did one thing, we talk about pollsters. she said you know if you run you will win. i said what do you mean?
if you run, you will win. the people respect you and they love you and you will win. now, you don't run, you're never going to get an honest poll because nobody thinks you're running system of they can poll you and say if trump runs, but she said to me, best advice she said that won't work. nobody believes you're going to run. even if they say you're going to run, unless you stand up and announce. i said what if i stand up and announce and do badly? it takes guts to run. she said if you run, you'll win. almost from the day we announced, we've been in first place, jerry system of here's my best pollster. thank you, honey. >> hello, iowa. it's great to be here. he will be unbelievable. the best dealmaker, the best master negotiator. donald: thank you. and her husband jared. come on up, jared. ivanka is about 8 1/2 months pregnant and the doctor said it would actually be much better for you didn't make the trip, she's very tough, by the way, i have to tell you, right, jared? jared is a great young man, went to harvard, doing a fantastic job in business, he's in the real estate business, done an amazing job. in his own right, just incredible. with ivanka, they said don't make the trip. she said politically wouldn't it be great if she had her baby in iowa? that would guarantee me victory, right? no, but she -- she's here and we have great love for the people and say something, honey. >> hi, iowa. we're so excited to be here for -- i'm here for the next two days, i'm here to support my father a man i love very much and have loved my whole, entire life but also a man who i've
stood by his side for the last 0 years and seen him make deals that nobody else could get done. that's what this country needs. i have no doubt that he will make america great again but we also need all of you on monday night to help us do that. please come out and caucus for my father. e will over-deliver. donald: thank you, honey. thank you. thank you, everybody. both families. thank you. jerry: one last question. what type of qualities are you looking for in your running mate? donald: you know, i never like talking about a running mate until i get the deal done. we have to get the deal done in all fairness. because i don't like to think ahead. so many people say do you have anybody in mind? i like to focus you know, we started off with 17, they're dropping out like flies, you
know that. you're going to lose a lot after iowa and after new hampshire. new hampshire has been an unbelievable place for us. we're leading by numbers. i will -- by tremendous numbers. i will give you somewhat of an answer to that, because it's an important question. in iowa, off lousy record. 16 years and you haven't picked a winner. please pick a winner this time, ok? i'm going to win. i'm going to win. 16 years. you can't go another four years. you've got to get it done, get it done right. we're going to win. leading everywhere, we're going to win. leading against hillary in the polls. [applause] and i'll tell you this, a friend of mine who is a very political guy said, you know, the one person she does not want to run against is trump. and chuck todd who is a very nice guy, likes to believe things, they go, we want to run
against trump. i said chuck, you don't understand. when they say they want to run against you, that means they don't want to run against you, do you understand that? the one person they don't want to run against and that hillary does not want to -- we're going to win. we had a series of big setback. we should have won four years ago. should have won the last election. how that one was lost, we had a failed president and it didn't work out. we're not going to blame anybody but it didn't work out. john mccain had a tough time, there was a little problem with a thing called the economy when he was running. i think that would have been a hard one. but we should have won four years ago. i backed mccain, didn't work. backed romney, didn't work. this time i said let's do it ourselves and get it done. so really, 16 years is too long. and one other thing i have to y is, before we get to that, -- these are tough sounding
guys. i like the sound of that. but i'll tell you, really important. 16 years, we have to get it right. we have to get it right. more important than anything else. they want to move iowa to the back of the pack. you know that. there's a big move that iowa shouldn't be first. i give you my word, i'm president, i control it, you're staying right where you are. you're staying right where you are. so is new hampshire. and jerry, it's such an incredible tradition. it's an amazing, even the caucus, the whole caucus thing, it's complicated, it's tougher but you have to want to have somebody when you're willing to go out and do this. it's a great system. i don't know if i'd want to have every state like that, ok, but it's an amazing thing and it's an amazing tradition and if i win, they're not touching iowa. it's staying right where it is. so is new hampshire, staying right where it is. they're not moving you guys to the back of the pack. it's not going to happen. just remember that. as far as a vice president is concerned, i want somebody, it's a simple test. who do i think is going to be
the best president if something should happen, because things can happen. that's ultimately what it's all about. with that being said you want to pick somebody who can help you. you want to pick somebody from a state maybe you have to win. one of the things that one of the polls just came out, the new york post has a big story today that trump is winning with hispanics, a big story, and i'm not surprised because i'm phenomenally with people who are here illegally -- legally. ready soon we will have you legal starting to vote if we do not get tough and smart. but we want somebody who can be a great president always, but also someone who can get us to the goal so you do not have another four years of losses. and there are great people out there. republ
