>> good morning, everyone. i'm jane harman the president and ceo of the wilson center. i want to take a moment to recognize all my colleagues from the aspen institute's homeland security advisory council, especially my cochair michael chert off. in the middle there. he's homeland security number two. and he has a list of other dignitaries. let me first recognize my colleagues from that committee. in addition to michael we have clark ervin whose the director of the programs, charlie allen, formerly of some very senior
intelligence posts, pj crowelly, raj day, mike hayden. another of the luminaries from the military word. david, jim, christian who used to be chief of staff to jay johnson. we call him homeland number four. paul mchale, former member of congress. and in a senior post of d.o.d. mike more el. now at beacon global strategies. erik olson. former head of major agency at the pentagon. dale. john. star walker. and judge bill webster who has done every important job in government brilliantly. and also i want to recognize usan who is jeh johnson's wife and the superior member of the
johnson household. ali who is the deputy secretary of the homeland. peter, who is the current tsa administer and former senior coast gaurlt official. this is -- guard official. this is secretary johnson's third tour. we're thinking of getting him a smithsonian badge. it means a great deal to me personally that he is making his state of homeland security address an annual wilson center tradition. when i saw him a few nights ago he mentioned that his draft for this year's speech would have 6,600 words up from 4,000 last year. so we will be passing around pillows and blankets. in, folks.
as some of you know i was one of the god mothers of the department of homeland security so let me offer a few insights. as many of you know, dhs, i think most of you know the painful history, was cobbled together in 2002 out of 22 sages. just about every cabinet department kicked in a bureau or two. that department had to report -- still does -- to a whole slew of congressional oversight as some committees in one of the most complicated mazes i have ever seen. it's a game of where's twaledo? phased with a reporting structure from hell the focused department has brought an impressive report. that's a credit to jeh who brings incredible skills to his gig as the department's fourth secretary. he and michael chert off, secretary number two, helped
make d.h.s. a manageable organization. and while still not sterling e improvements have been significant. and because no good deed goes unpunished, he is getting handed new responsibility such as countering violent extremism on social media, protect critical infrastructure. significant. and because no good deed an effort now led by mr. spalding. these are incredibly tough tasks. but to paraphrase the late, great jack volume enti, i sleep each night a little better because jeh is at the helm of the homeland. he can probably tell you exactly how many hours and minutes he has left before he gets to retire. his wife susan will kill me if i suggest he stay any longer than he has to. ut it is a fact.
reforming the way in which the department of homeland security functions to more efficiently deliver our services to the american people. that is my new year's resolution for 2016. we have done a lot over the last two years. there is still much we will do. my overall goal as secretary this last year is to continue to protect the homeland and leave the department of homeland security a better place than i found it. the centerpiece of our management reform has been the unity of effort and initiative announced in april 2014, which focuses on getting away from the stovepipes in favor of more centralized programming, budgeting, and acquisition prophecies. we have transformed our approach to the budget. today we focus mission wide. support of
congress, we are moving to a single budget structure in which same.tems in the we transformed our approach to acquisitions. last year i established the dhs-wide joint requirement counsel. components needs on the front end of an acquisition. have launched the acquisition innovation in motion initiative to consult with the contractor community about ways to improve the quality and timeliness of our contracting process and the emerging skills required of our acquisition professionals. we are putting faster contracting policies in place. we are reforming our hr process and making our hiring process faster and more efficient. we are using all the tools we have to recruit, retain, and reward personnel.
in 2016, we are asking congress to authorize these in legislation. we are achieving more transparency in our operations. we gave the mandate to immigration data across the department. last year we reported our total number of repatriations, returns, and removals on a consolidated department-wide basis. the long-awaited entry-exit overstay report was published in january, providing a clear picture of the number of individuals in this country who overstay their visitor visas.
it is reflected by 1% of those who enter this country by air or sea through the visa waiver program. we are working with outside nonpartisan experts on a project stat.d border that t since 2013, we have spearheaded something called the dhs framework initiative for the protection of the homeland. we are improving the collection and comparison of travel information and other information against classified intelligence. we will do that is consistent with laws and policies that protect privacy and civil liberties. congress, proposed to i want to restructure the national protection and programs directorate from the headquarters element to an operational component called the cyber and infrastructure protection agency. i am very pleased that the 2016
dhs budget adopted by congress is part of our omnibus spending deal. all of our homeland security policies, including the completion of the main building of the new dhs headquarters at the saint elizabeth campus in southeast washington. i will never get to work there. [laughter] but perhaps they will name a courtyard or conference room after me. [laughter] the president's budget request at least twp days ago funds our main priorities. it provides a huge increase in funding for cyber security. finally, we will improve the levels of employee satisfaction across the department. we have been on an
aggressive campaign to improve morale. it takes time to take a 22 component workforce in a different direction. the overall results last year were still disappointing, but we see signs of improvement. employee satisfaction improved in a number of components, including a dhs headquarters. this year we will see an improvement in employee satisfaction across dhs. counterterrorism will remain the cornerstone of the department of homeland security's mission. the events of 2015 reinforce this. as i have said many times, we globala new day with terrorist threats, requiring a different type of response. we have moved from a world of direct attacks to a world that includes the threat of terrorist inspired tax. the terrorist may never come
face-to-face with a single member of a terrorist organization. they live among us in the homeland and self radicalizers nature, terrorist inspired attacks are harder to detect. they could occur with little or no notice and in general, make for a more complex homeland security challenge. what are we doing about this? first, our government and our coalition partners continue to take the fight militarily to terrorist organizations overseas. isi is the terrorist organization most prominent on the world stage. since september 2014, airstrikes and special operations led to the death of a number of isil leaders. at the same time, isil has lost 40% of the populated areas at
once controlled in iraq and thousands of square miles of territory once controlled in syria. on the law enforcement side, the fbi continues to do an excellent job of detecting, investigating, preventing, and prosecuting terrorist plots in the homeland. as for the department of homeland security, following the canada in ottawa, 2014 and the reaction to terrorist groups in the western world, i directed our federal protective service to enhance his security at u.s. government buildings around the country. given the prospect of the terrorist-inspired attack of a homeland, we have intensified our work with state and local law enforcement. almost every day dhs and the fbi share intelligence and information with joint terrorism task forces, fusion centers, with local police chief and
sheriffs. 5 we provided over $2 billion in local security assistance for things such as active shooter training exercises, over time for cops salaries forers, emergency managers, emergency vehicles, and communication and surveillance equipment. we hope you find an active shooter training exercise that took place in the new york city subways last november. we had a series of these exercises last weekend in miami, florida. as i said at the graduation ceremony in new york city in december, given the current threat environment, it is the cop on the beat who may be the first to detect the next terrorist attack in the united states. we are enhancing information sharing with organizations that represent businesses, colleges, and professional sports, faith-based organizations, and critical infrastructure.
travel to the u.s. without a visa. we continued to enforce these restrictions on january 21. these will be granted on a case-by-case basis, when it is in the business of the united states to do so. those denied entry under the visa waiver program under the stillnew law may apply for visa travel to the u.s. we are expanding the department's use of social media. today's social media is used for over 33 different operational and investigative purposes within dhs. weakening in 2014, we launched four pilot programs that involve social media for certain immigration benefits. we now also review the social media of refugee applicants.
at present we have this preclearance capability at 15 airports overseas. and last year through preclearance we denied boarding , or 29 10,700 travelers per day, seeking to enter the united states. we want to build more of these. in may of 2015i announced 10 additional airports in nine countries that we prioritize for free clearance. for years congress and others have urged us to develop a system of biometrics, that is to take the fingerprints and other biometric data of those who leave the country. tdp has begun testing
technologies that can be deployed nationwide. congress authorized $1 billion over a period of 10 years to pay for the implementation of biometrics. to begind them implementing the system, starting at airports in 2018. last month i announced the schedule for the final two faces of the implementation of the real id law. that goes into effect two, and then four years from now. 23 states are in compliance with this law. six states are out of compliance. timetable forinal the implementation of this law is in place, we will urge all states to start issuing real id compliant drivers licenses as soon as possible.
in the current threat environment, there is a role for the public as well. if you see something, say something. that must be more than a slogan. we continue to stress this. the hs has now established a partnership with nascar, major league baseball, and others. this contributes in national security. in december, we reformed the national terrorism advisory system. in 2011, it we replaced the color-coded alerts. the problem was we never used it. it consisted of just two types of alerts, elevated and eminent. they depended on the presence of a known, specific, and credible threat. in thiss not work environment, which includes home-grown, terrorist inspired
acts. in december we added a new form ntasc bulletinhe for consisting alerts. this notifies the public of how they can help. given the nature of the evolving terrorist threat, building bridges to diverse communities has become a homeland security imperative. well-informed families and communities are the best defense against terrorist ideology. al qaeda and the islamic state are targeting muslim communities in this country. we must respond. important, this is as as any of our other homeland security missions. in 2015 we took these efforts to new levels. we created the dhs office of community partnership. george and his office are now the central hub of the department's efforts to counter violent extremism in this
country. force thatew task includes dhs, doj, the fbi, and nctc, and other agencies. we are taking steps to improve aviation and airport security. the public should be aware of this. overall weight times have increased at airports, but we believe this is necessary or the own safety. since 2014 we have enhanced security at departure airports and a number of foreign governments have replicated these enhancements. we need a classified test last year. eight airports. i directed a 10 point plan to fix the problem identified by our inspector general. under the new leadership over
the last six months, tsa has aggressively implemented this plan. this has included back to basics retraining of the entire force, increased use of random trace detectors, testing and reevaluating the screening equipment, it rewrite of the standard operating procedures manual, increased manual screening. these measures were implemented on or ahead of schedule. we are also focused on airport security. in april of last year, the tsa issued guidelines to domestic airports to reduce access to secure areas. to require that all airport personnel passed through the tsa screening. and to conduct criminal background checks at airport and
airline personnel. since then, employee access points have been reduced and ram andom screening has increased four fold. tsa issued guidelines to further enhance the screening of aviation workers in the secure area of airports. counterterrorism remains a cornerstone of our mission. i have concluded that fiber security must be another, making tangible improvements to our nation's cyber security is a top priority for me and president obama before we leave office. presidentgo, the asked about the culmination of seven years of effort by his administration full that the plan includes a paul or the for federal cyber security, cyber education, new
cyber talent in the federal workforce, and improved cyber incident response. dhs has a role in a most every aspect of this plan. as reflected in the president's 2017 budget request, we want to expand our cyber response team 48. ten to we are doubling the number of cyber security advisers. we will make house calls with in person customized cyber security assessment. building on dhs' stop, think, connect campaign, we will help promote public awareness. we will collaborate with underwriters laboratory and others to develop a cyber security assurance program to test and certify network devices within the internet of things, such as your home alarm system, your refrigerator, or even your pacemaker. last year we greatly expanded
the capabilities of dhs' national cyber security integration. this increased its distribution of information, the number of full mobility assessments conducted -- the number of vulnerability assessments conducted. we built the system to automate the cyber threat indicators in near real-time speed. we built this in a way that also includes privacy protections. we did this ahead of schedule. i have issued an aggressive timetable for improving federal-civilian cyber security, principally through two dhs programs. the first is called einstein. einstein one and two have the ability to monitor cyber are now innd place across all agencies. a is the newest reiteration of this system and
has the ability to block potential cyber attacks on our federal system. thus far, e3a has blocked 700,000 cyber threats and we are rapidly expanding this capability. 20%er ago, e3a covered only of our networks. in the wake of the attack in may of last year, i directed our team to make some aspects of e3a available to all federal agencies by last year. they made that deadline and that system is available to everyone. we are working to get all federal departments and agencies on board by the end of this year. is called program continuous diagnostics and mitigation. it helps agencies detect and prioritize vulnerabilities in their networks. in 2015 we provided idiom centers to 97% of the federal
civilian government. next year, dhs will provide the second phase two 100% of the -- of the federal and civilian government. we are working aggressively with the owners of these systems to increase their security. in september, dhs awarded a grant to the university of texas san antonio to work with the industry to identify a common set of best practices. forlly, i think congress passing the cyber security act of 2015. ins is a huge asset to dhs our fiber security mission and we are in the process of implementing this new law now. turning to immigration and border security. as i explained it to both democrats and republicans, immigration policy must be two
sides of the same coin. the resources we have to enforce immigration laws are finite and they must be used wisely. aspect ofue of every law enforcement and it is referred to as prosecutorial discretion. with the immigration enforcement resources we have, isis focused more on public saftey. those who are apprehended of the border are top priorities for removal. we will enforce the law with accordance of these priorities. accordingly, over the last several years deportations have gone down. but an increasing percentage of those deported are convicted criminals. and an increased percentage of in immigration detention are in the top priority for removal. focus ourntinue to
resources on the most significant threats to public safety and border security. in furtherance of our public safety efforts, in 2014 did away with the controversial communities program and replaced it with a new priority enforcement program, or pep. pep fixes the legal controversies and allows us to take directly into custody the most dangerous criminals. pep was created, cities and counties that previously refused to work with secure communities are coming back to the table. of the 25 largest counties who refuse to work with ice before, 16 are now participating in pep. in 2016, we want to get more to participate and because we are asking ice immigration enforcement officers to focus on convicted criminals and do a job
that is more in line with law enforcement, last year we reformed their pay scale accordingly. now, these immigration officers are paid on the same scale as the rest of federal law enforcement. we have prioritized the removal of those apprehended at the border. we cannot allow our borders to be opened to illegal migration. over the last 15 years, our nation across multiple administrations has invested a lot in border security and this investment has yielded positive results. which are an, indicator of total attempts across the border illegally, are a fraction of what they used to be. in 2014, overall apprehensions increased as we saw a spike in the number of families and unaccompanied children from central america. during the spring and summer of 2014, the overall number of apprehensions was 479,000. we responded aggressively to this surge and the numbers fell
sharply.. in fy15, the number of those apprehended on the southwest border was 331,000. with the exception of one year, sinceas the lowest number 1972. in july of 2015, the number of migrants from the central america began to climb again. in january, i announced a series of focused actions to take into custody and remove those who have been apprehended of the border in 2014 or later and then ordered removed by an immigration court. this made a lot of people i respect very unhappy, but as i said, we must respect the law in accordance with our priorities and enforce it. overallry, apprehensions on the southwest border dropped 36% from the month before. at the same time, the number of unaccompanied children
apprehended dropped 54%. and the number of families dropped 65%. so far in february, the numbers have remained at this decreased level. this six-week decline is encouraging, but it does not mean we can dial back our efforts. we will continue to enforce the the consisting with priorities for law enforcement. then, there is the other side of the coin. the new enforcement policy the president and i announced in november 2014. it makes clear that our limited resources to not be focused on the removal of those who have committed no serious crimes, have been in this country for years, and have families here. under our new policy, these people are not priorities for removal, nor should they be. i fact, our president and want to offer for those who have
lived here for at least five years and have committed no serious crimes the opportunity to request deferred action on a case-by-case basis. the shadows, get on the books, and be held accountable. we are pleased that the supreme court has it read to hear the -- has agreed to hear the new policy our immigration and enforcement priorities and the new deferred action policy are among 10 executive actions the president and i announced in november 2014 to fix our broken immigration system. we have also issued a proposed rule to expand eligibility for hardship waivers of the three that qualifybars for a waiver. we are now preparing to issue the final rule of provisional waivers. we have published new guidance for public comment on the
extreme hardship requirement. the comment period is closed and we plan to issue final guidance very soon. we are about to publish a final rule to strengthen the program that provides optional practical training for students studying at u.s. universities. we finalized a new rule that allows spouses of workers here in the united states under h4 visas to apply for authorization. we are working with the department of labor and other urgencies to ensure the protection of workers and the consistent enforcement of federal, labor, employment, and immigration laws. we are increasing access to citizenship through the new white house passport on new americans. through of september 14 september 21, we help the citizenship campaign. in that one way, it uscis
naturalized 40,000 people. we now permit credit cards as a payment option for naturalization fees. our overall policy is to focus our immigration resources more effectively on threats to public safety and border security and within our existing legal authority. as we can to fix the broken immigration system. we are disappointed that congress has not been our partner in his effort by passing comprehensive immigration reform legislation. finally, we recognize that more border security and deportations may deter illegal migrations, but they do nothing to overcome the push factors that prompt desperate people to flee central america in the first place. we are preparing to offer vulnerable individuals fleeing the violence in central a safe and legal alternative. our refugeeding
admissions program to help former rebel men, women, and children in central america who qualify as refugees. we are doing our part to address the syrian refugee crisis. uscis in conjunction with the department of state is working hard to admit at least 10,000 syrian refugees the end of this fiscal year. we will do this carefully, screening refugees in a multilayered and intense screening process involving multiple law enforcement, national security, and intelligence agencies across the federal government. over the last year, director joe clancy of the secret service has
done a tremendous job performing his agency. including hiring a chief g officer from outside the secret service, altering the structure and management of the agency, wrapping up efforts to hire new members, and expanding training opportunities. in 2016, we will continue to work on areas that need improvement. with the help of congress in 2016 we will continue to rebuild the coast guard fleat. this year, congress has provided funding for a ninth national security cutter, design funding for the operational control and productions of our fast response cutter. as reflected in the budget request, we also seek $150 million for the design of a new and heavy icebreaker in recognition of the expanding commercial activities in the arctic. since 2012, our law enforcement
training center has trained more than a quarter of a million local law enforcement agents. we continue to update the curriculum to address the latest challenges of law enforcement to include training for active shooter situation's, in cyber forensics, and human trafficking. continue toa will do an extraordinary job to supporting people recovering from various disasters. fema will continue to focus on efforts to enhance litigation efforts before disaster strikes, to prevent loss and save lives. we continue to promote lawful trade and travel. we will continue to pursue the high-level economic dialogue and the president's beyond the border initiative with canada. we are implementing a single
window, which by december of 2016 will enable the private sector to use one portal to transport information to 47 government agencies about exports and imports, thereby eliminating over 200 different forms and streamlining the trade process. last week the secretary of commerce and i joined the president of mexico to open a new six lane bridge near el paso that will replace a 78-year-old two lane one. next week i will join the mexican security of finance to inaugurate a free inspection pilot in texas. conclusion -- [laughter] icording to "time magazine," have probably the hardest job in america. that is not true. the president has the hardest job in america, but i may rank top 10.
i have a lot of challenges, a lot of problems, and a lot of headaches. there is far too much partisanship in washington. politics has become a blood sport in this town. ten, people work to score political points, rather than achieving policy on behalf of the american people. through it all, i still of public service and i am dedicated to serving the american people, protecting the homeland, and serving our president. i find inspiration in the amazing stories of our workforce i told you about at the beginning of this speech. i also find inspiration and strength in the weekly batch of letters i receive from the american people we serve. particularly from the school kids. here is one from a young man named brett shepard, handwritten in pencil. "to jeh johnson, i just wanted
to say, i think you are doing a good job. i ran for class president in my government class. i ended becoming the secretary of homeland security, which honestly, i would rather be. president is not all it is cracked up to be. at this moment in the life of our nation there is nothing i would rather be than secretary of homeland security. it is and always will be the highlight of my professional life. in the time left to me in office, i pledge all of my energy to continue to protect the homeland and leave the department of homeland security a better place than i found it. thank you very much. second question and then, we will take a few more. my question is this. we have been predicting fo r years that there could be bombs on airplanes. we have fortunately foiled many plots. though in two cases, there have been bombs on airplanes. the first one was an ejection airliner that blew up and crashed over the sinai. and the second one was in somalia just a week or so ago. it looked like an airport employee -- in fact, we have video -- brought a computer onboard that was in fact, a bomb. he died and everyone else miraculously.ula' what additional details can you give us about how intensely you of focused on the issues
airplane carriers and others bringing bombs on airplanes? >> the good news is, we have a very proactive tsa administrator . and i think, a very proactive secretary of homeland security when it comes to aviation and homeland security. we are focused on airport security, as i said in my prepared remarks. we have reduced domestically the number of access points will stop we have more continuous screening of airport personnel. just two days ago tsa issued further guidelines to build on that. right after the crash of 268 we, within a eouple days, put in plac security enhancements at certain
airports in the region. i won't identify precisely which one. around, things brought on airplanes, we sent inspectors to these airports, not just the specific one, but a number of them in the region. i am concerned about them not just responding to the last event, but the potential future event, which will not be identical to the last event. and so, we are doing all this. we are focused and we are considering more that we should be doing with respect to overseas airports. we have the ability through airlines, through the relationship we have with other countries, to put out by fines that influence the behavior of airport authorities at overseas airports. in particular, the last point of departure airports. those are mostly in europe. some are in the middle east. we regulate those carefully and the security at our last point
of departure airport is pretty good. as i said, i want to send our customs officers on the front end of the flight. that is what is referred to as preclearance. where we have this setup it is very effective. here is overall point that in anything we do in aviation security and airport therity, you have to strike right balance between the appropriate level of physical security and not overburdening the american public, the traveling public in making the lines unduly long. because of the enhancements that we have imposed over the last the wait times have gotten longer. i think the american public appreciates and understands. >> first, let me say, secretary
johnson, great talk and great survey about what has been going on. i know director clapper testified that there might be more violent jihadi's in the world than there ever have been. we have begun to see in san bernardino and paris, what i sometimes call crowdsourcing terrorism. people who are not necessarily trained in the country, but are inspired over the internet to carry out attacks. those are generally low signature. it is not easy to catch as a large plot. i wanted to hear if you could expand a little bit on what we are doing with state and local government and law enforcement and with the private sector to help them deal with this new model. we might not have catastrophic terrorist attacks, but we could have multiple mid-level attacks in various places, sequentially, or at the same time.
first of all, i am proud of the fact that mike and i, for the good of homeland security, have a struck a very good bipartisan relationship. last year at exactly this time when it we were trying to get funding for our department and we were looking at a government shutdown of their department, mike and tom stood with me at an event where we highlighted the need to keep funding homeland security for the american people. i do really appreciate the bipartisan friendship we have. that is one. inspired actorst makes for a more complex, and security challenge. identifyy difficult to this city over that city that could be at risk of an attack from a terrorist inspired
actor. through ournow, grantmaking we provide a lot of assistance to state and local law enforcement. we provide state-level grants. we provide urban area security grants. we provide urban area grants, which we will be announcing for 2016. as i see this thread evolve, i with our relationships state and local law enforcement are becoming more and more important. i have made a point -- and it saw that in the graphic -- of highlighting active shooter training. active shooter training works. have seen it work. i have seen videos of our very own personnel responding to an event and responding on impulse with how to -- what to tell the public.
you ask them, why did you respond so quickly? they say, we had active shooter training. i have been making a point of highlighting this. to the new i went york city and miami events. i will be doing more of this. when i spoke to the major county sheriff's yesterday, i said, if you are not doing active shooter training, you need to be. the key to active shooter training is very often, because of the rapid response, it is going to be multijurisdictional and multidisciplined. in the miami training last weekend, you had a collection of police forces, first responders, who all converged on an event at a particular moment and we need to do more of that training and we need to support that kind of training. of course, you know about our cde. it is most always the case that when somebody self radicalize s, there was somebody in a
position to know about it. the more we build bridges to communities, muslim communities in particular, the better off i think we will be. when i do these, i always want to bring state and local law enforcement with me because they are the ones who, more than the federal government, have their finger on the pulse of the community. >> on the subject of bipartisanship, i have often won't check our party registration before they blow us up. there are many questions and no time, so we are going to do a lightning round. the girl in the green dress, the man with the red tie, and in the back, the person in glasses. you. those are the three. please ask one short question. >> thank you. recently, president obama for 2017.4.1 trillion
that includes more than $40.6 million for the department of homeland security. that is less than 2015. does that mean your department is facing less challenges in confronting terrorism? also, according to the new york isis is going to attack the u.s. this year. >> that was three questions. >> my answer is. >> no, we are doing it all at once. >> we did not at all de- prioritize terrorism, but we have to live within our edgy gaps. >> the homeland security is not listening to me. >> i am from the middle east
research center. mr. secretary, could you delve into some of your results-based testing and your achievements from all the programs you described and specifically, how close you are getting to improving the test on the catastrophic tsa test on weapons coming through last june and the requirement of your present to test ther environments. and the term that all containers should be prescreened before coming into america and of course, how successful is our social messaging of culture -- >> excuse me. i think that is patrick, is that who it is? yes, it is. >> thank you to the wilson center. there is a new emphasis on cyber security in the budget. is there evidence that the used toata is being
access government systems with the intent of destroying or manipulating that data so the government can no longer a rely on its integrity? >> you get the price for one question. [laughter] the answer is, i am not sure i can comment publicly. we are always extremely vigilant and looking for such a thing. question, metrics. metrics in terms of scanning, cdp in my judgment is pretty sophisticated about how we go about scanning. legal there is the mandate, which i think you referred to. i have had conversations about this with many members of congress to ge. i have committed to a plan to get to a better place, to raising the percentage of what
we havelly search, but a pretty sophisticated method for identifying high-risk cargo and applying extra examinations orts.at at p in terms of border security, as a mentioned in my remarks, i want to get to a better place and how we measure border security. we have an initiative that now that i happy finish before a leave office. >> we are slightly over time, but the subject is fascinating. at the wilson center we have something we call cyber boot camp. and that is a class that we run for congressional staff, bipartisan bi-cameral to teach them about cyber. it is a very public it is subject and i am very good at it. toant to give out a shutout the director of the project. it will be a test in about 10
minutes on everything the secretary said. i just have to say, this i guess is the last of the homeland, um, extravaganzas by this homeland secretary and as you said, je everyonethanked else for your service. on behalf of the wilson center and on the behalf of so many in congress i have intersected all these years, i want to thank you for your service. it is extraordinary.
