metro got a call about a man screaming for help inside one of these apartments. neighbors also reported hearing gun shots. officers say they tried to talk to the man inside his apartment -- but he refused to come out. metro's swat team was called... and nearby neighbors were evacuated from their apartments. some stayed in a local school's gym -- while others slept in their cars overnight. it wasn't until just before 9- this morning when police arrested the man... and people were allowed back into their homes: ((nisha shepherd // lives in the neighborhood: yeah, it was kind of inconvenient but i'm glad that everything is settled now. now that i'm able to get back into the house i can conduct my life as usual.)) police say no shots were fired in the incident. in the last hour... swat teams were seen leaving the area. metro says now they're detectives are investigating. right now... there's no word on why this man decided to barricade himself... or the potential charges he may face. michael... what type of charges is this man

especially since he s accused of stabbing a k- nine. ? kirsten... when asked... police wouldn't go into detail about potential charges... however, they did say there are specific charges they could file for hurting their k-9. ((kirsten joyce)) > two 15 year old girls are dead, after they were shot at a high school in a phoenix area suburb... just before eight this morning. from the commission's decision to raise rates. kirsten... a new rate structure went into effect january 1. now... the p-u-c is considering modifying that decision. n-v energy had proposed to grandfather exisiting customers into the system for 20 years... but one of the commissioners has proposed a rate phase-out over 12 years. hundreds of solar customers... employees... and supporters chanted held a rally outside the building for several hours this morning. the goal... organizers say... is to make their voices heard... because they say the p- u-c hasn't been listening to them up until this point. to focus of the demonstrators has shifted away from n-v energy... and onto the p-u-c. i spoke with one solar customer who says there should also be some pressure on governor brian sandoval... because the commissioners are appointed... not elected. everybody, every country, every city, every state should be promoting alternative energy, and our governor is turning his back on the future.")) ((patrick walker)) the latest proposal calls for a phase-out of the net metering rates that were in place last year... over a 12-year period. a p-u-c spokesman tells me the rebates rooftop solar customers get will gradually go down over that time period. new rooftop solar customers would get the current rate at the time they apply to get into the program... they would not get the rates that were in place in 2015. that stood at about 12 cents per kilowatt hour... according to an n-v energy vice president. ((patrick walker)) a p-u-c spokesman told me earlier that this will wrap up today with a decision. public comment will end at 2:30... then commissioners will deliberate. kirsten... ((kirsten joyce)) > today marks one year.. since tammy meyers was shot. police say the mother of four was gunned down in a case of mistaken identity. she died on valentine's day... two days later. the i-team's george knapp sat down with the victim's husband, robert meyers. in a candid interview, he opens up about his family's struggles. (( ((robert meyers - victim's husband: george knapp: financially, you've had a rough time. robert: oh, horrible time. george: is it hard to concentrate going to work or... robert: well, you cant really, you know. how do you, you know? i've got, like when my season starts this trial starts.)) meyers also details the moments when he heard his wife had been shot and the last words he said to her.

day. ......... meanwhile cold air is in place across the midwest and great lakes... and especially the northeast with gusty winds. nice 70s have returned to today... but colder air is coming again for the weekend. ............ some high clouds moving through the west... and we could see a few of those today with likely even more tomorrow. the ridge will flatten just slightly into saturday and that will allow the northerly winds to set up along the river gusting to 30 mph or higher. .......... the cold snow is blowing again across the east... and icy conditions are keeping the east in the deep freeze. even wind chill warnings in place through the weekend and freezing spray off the lakes. ..........meanwhile we'll keep april like weather through the holiday weekend and even into next week with a slight chance of showers late next week. < ((weather toss))>
