hospital after being stabbed in the head multiple times. k-9 nicky was assisting metro during a standoff situation this morning. he was wounded while taking down the suspect. thanks for joining us... i'm dave courvoisier. ((denise valdez)) and i'm denise valdez... in for paula. 8 news now reporter karen castro is live near desert inn and maryland parkway with more on the dog's condition. karen. ((karen castro)) metro says k-9 nicky was seriously wounded and rushed to the hospital where he is now recovering. nicky was brought in as a last ditch effort to get the suspect to surrender after 12 hours of failed negotiations. ((kyle matthews - neighbor: this whole thing is very irritating.)) ((karen castro)) it was a long friday morning for residents on this block after being forced out of their homes thursday night. ((sunny louthi - neighbor: we're hearing somebody yell 'help, help me', you know what i mean. he yelled it a few times.)) ((karen castro)) sunny louthi was one of the neighbors who called police after hearing commotion in her apartment complex near desert inn and maryland parkway. when officers arrived shortly before 9 thursday night, they found a broken window in the
police say the suspect inside did not comply with the officer's demand. that's when nearby residents were asked to evacuate. ((sunny louthi - neighbor: we only have our clothes on our back so we just want to get back in our place. we all missed work.)) ((karen castro)) displaced residents were allowed inside a nearby school... but some slept in their cars, while others sat and waited on the sidewalk. ((kyle matthews - neighbor: we've been up cause you can't sleep when something like this is going on i'm tired, i didn't-- i was fresh off work when it first happened and i didn't have no sleep. )) ((karen castro)) after almost 12 hours of swat negotiating with the suspect... a k-9 unit was called in to take down the suspect. ((jesse roybal - metro pd: the suspect was bit numerous times and the k9 dog was stabbed by the suspect numerous times about the head.)) ((karen castro)) k-9 nicky... pictured here with his handler... was rushed to an animal hospital and underwent surgery. ((sunny louthi - neighbor: i am sorry he went and stabbed the dog but honestly, he didn't - he didn't, i dont know. he didn't seem that way but you
((karen castro)) the suspect is in custody. metro has not specified criminal charges against the man... but it is a felony to injure a police dog. again, k-9 nicky is recovering at an animal hospital. reporting live, karen castro, 8 news now. ((karen castro)) they did not provide a specific reason but they did say they wanted to take the suspect into custody uninjured. they say during the entire duration of the standoff, officers did not fire their guns. ((denise valdez)) > rooftop solar customers are upset after the public utilities commission adopted a plan that would not grandfather in better rates for net metering customers. instead... commissioners adopted a plan to phase in new rates... over a longer period of time. patrick walker is live outside
((patrick walker)) demonstrators out here were vocal... and hoped to make their voices heard. however... the p-u-c went in a different direction than what solar supporters had hoped for. < ((patrick walker)) the solar showdown continues... between the public utilities commission and the rooftop solar industry. ((crowd chanting)) ((wil bailey/solar employee: "it definitely has been a roller coaster, it's upsetting for all the customers and takes away the security of the employees too.")) ((patrick walker)) existing solar customers had been holding out hope for a plan to continue last year's rates for the next 20 years. customers were allowed to "bank" excess power generated by their systems and use it at a later time... ((chairman david noble: "all those in favor, say 'aye.'" "aye.")) ((patrick walker)) now... solar customers will transition to the new rates over the next 12 years. ((sarah abraham/solar employee: "what sandoval has done, and what the puc has done, it's not right.")) ((patrick walker)) according to the p-u-c... all current and future rooftop solar customers are placed in their own rate class...
calls the cost of providing service. now... n-v energy pays solar customers per kilowatt hour at close to the same amount as the utility sells it for... according to one local solar executive. the p-u-c says the change to a rate that accounts for "the cost of generation, transmission, and distribution" will happen in four steps... over the next 12 years. one sun solar electric owner louise helton says while she's disappointed with the ruling... it buys more time to lobby lawmakers. ((louise helton/owner, one sun solar electric: "it will give us time to make our case with our legislative representatives, etc. to make sure we get a better shake going forward.")) ((sarah abraham/solar employee: "we're going to win this, if it's going to take a month or a couple of months, we're going to win this.")) > ((patrick walker)) this could end up on the november ballot. also today... governor sandoval issued a statement regarding the decision... saying the p-u-c did not reach the outcome he hoped for... and it doesn't go far enough to protect solar customers' interest. sandoval appoints the members of the p-u-c...

((denise valdez)) during the last 3 day weekend, so many people went up the mountain, traffic got jammed up and dozens of cars had to be towed. 8 news now anchor paul joncich says they're hoping not to see a repeat.
up there, see all that beautiful snow and immediately park their cars on the side of the road so they can get out and play. it clogs up emergency lanes... and that's when they have to call out the tow trucks. with good snow and perfect weather, they're expecting a big crowd in the spring mountains the u.s. forest service reminding people areas. if you block emergency lanes your vehicle will be towed. during the last holiday weekend, a total of 48 were towed. many of for blocking emergency lanes, and more than a few had run out of gas.
