partly cloudy. highs will be in the mid 40s. winds north 15-20mph. a cold front is very slowly moving through the region today. a weak area of low pressure will form along the front as it moves offshore through the afternoon. this will help to keep the rain going today into tonight. localized tonight, but rain will continue behind it. we'll see the rain wrap up tomorrow morning. it could end briefly as a rain/snow mix, but nothing would stick. then we'll dry out through the day. we'll be dry on saturday. most of sunday looks dry now. however, a very strong area of low pressure will form a few hundred miles offshore. this may bring some precipitation to northeast north carolina or perhaps a stray shower to the rest of the region. this will have to be monitored carefully. if the storm changes track just a little to the north or west, then it could bring a wintry mix closer to the region. stay tuned for updates. much colder by the middle of next week.

her. the comic's lawyers say they will appeal. this morning technical problems are to blame if you are having trouble filing your taxes. the i-r-s says it stopped accepting electronically filed tax returns because of a problem with one of its computer systems. that's going to delay you from filing online and getting your return. the outage could affect refunds, but the i-r-s said it did not anticipate "major disruptions." we continue our coverage at 4-30 with new information about a deadly accident in norfolk. tonight, loved ones will gather at moyock elementary school to remember a 9-year-old boy taken from his family too soon. lucas ballard died in serious crash on west 27th street and llewellyn avenue monday night. his best friend, a 7-year-old boy, survived. police say lucas was wearing a seat belt. rico bush joins us in our newsroom with more on this difficult story and tonight's service. rico - brandi, don, family and friends are expected to

moyock elementary school at 6 tonight, where lucas was a student, to honor his short life in this world. family members say lucas is dancing in heaven - they plan to remember the big kid with a big personality. according to police, on the day of the crash, when a pickup truck collided with their vehicle at the intersection of west 27th street and llewellyn avenue. the impact threw both young boys from the car. paramedics rushed the boys and the driver to the hospital - lucas died a short time later. police say keion fought hard to stay alive - he is out of the hospital and is recovering at home. this morning, we hearing from loved ones about the young life lost and how the plan to honor lucas tonight. c0002 - amanda joy hernandez - lucas' cousin 4812 he was always there for that hug or that pick me up 4813 or that, you know whatever happens, type, i love you type, saying, you know...most kids don't give you that 4918 butt to 4624 it hurts so bad

happening today, there is a meeting tonight about recalling a local city treasurer. a group called the citizens recall committee started a petition to get norfolk city treasurer anthony burfoot out of office.

burfoot on federal perjury and public corruption charges last month. earlier this week - a grassroots group filed the paperwork to start circulating a petition. they want to have burfoot recalled before his trial starts in a few months. c1 20:01:53 - we really would like for him to resign or we would like for him to take a leave of absense. that would be in the best interest of the entire community in norfolk. c1 19:56:01 - there's too much of a cloud over his head. burfoot has said since the beginning he will not step down. the citizens recall committee said it will hold a meeting tonight at 7:00 at pretlow library in ocean view. happening today in portsmouth, you'll have a chance to meet with city leaders as they talk about the budget process. the city manager and superintendent will be on hand to answer your questions. the meeting is tonight from 6:30 to 8:30 at i-c norcom high school. this is video of last month's community budget meeting. residents told 10 on your side their main concern was safety and the school

developing news as congress tries to get to the bottom of the water crisis in flint, michigan. the state's department of enivornmental quality cannot guarantee the water is safe to drink. lawmakers launched their own investigation into whether or not any criminal act was made during the crisis. the acting water chief for the e-p-a said federal officials urged the state to treat the water for corrosion-causing elements, but were "met with resistance." a professor from virginia tech who helped uncover the high lead levels, testified before congress. (sot/ rep. sheila jackson lee /(d) texas :37 - :43) "would you say that there are criminal activities or results of this inaction?
