a viewer sent us. this is on shore drive near little creek road in norfolk. dispatch says the break happened around 2:30. you can see that water just shooting into the air. crews closed off shore drive heading towards virginia beach so they could work to fix the problem. as soon as it opens back up, we'll let you know also new this morning -- state troopers responded to two crashes right by each other on i-64 westbound. we got this video as it happened around 11:30 last night. the crashes were in norfolk -- at military highway and northampton boulevard. dispatchers couldn't say whether anyone was hurt or charged. look for more information when we get it on wavy.com. things may get worse in taiwan. nine buildings have already collapsed after an earthquake...and five more could fall at any moment. that's according to the national fire agency. since we first told you about this on wavy news 10 at 11...four more people have died. the 6-point-4

they say the break-ins may be connected to five others reported in the gale avenue area-- where a gun was reportedly stolen from a vehicle. we've learned more about the charges against a richmond police officer accused of murder. david cobb faced a judge earlier this week. in october -- police say cobb was off-duty when he shot and killed an unarmed teenager. the defense says paterson brown junior got into cobb's car at a car wash. cobb identified himself as an officer, and told brown to get out of the car. they say brown didn't cooperate. prosecutors say cobb pointed his gun at brown for 3 to 4 minutes...and that brown was never a threat. they plan to use surveillance video to back up their claims. the friend of the 13-year-old allegedly murdered by a virginia tech freshman says she was concerned about the girl's relationships online. blacksburg middle schooler kari cook was a friend of nicole lovell. lovell's body was found in surry county last

18-year-old virginia tech student david eisenhauer is charged in her murder. cook says lovell regularly talked to guys online....and police have said it appears lovell and eisenhauer were in some kind of relationship. cook says she became concerned when she saw a picture of lovell with a guy who looked older than 18. she went to a school resource officer and that officer said they would look into it. but then lovell disappaeared. were dating and they were just posting screenshots of how they were a couple and how they were great missed a day of school. yeah i thought it was because of facebook." authorities say the murder was pre- meditated -- and that eisenhauer was worried because lovell was planning to expose their relationship. only on 10 -- school

dollars to post security guards at elementary schools in portsmouth. the proposal comes after officers arrested two elementary school parents for comitting crimes in schools since october. right now, the district has security officers placed at the high schools and middle schools. under the new plan, the district would spend more than 600-thousand dollars for full-time guards at all 16 elementary schools. ((c3 6:07-6:22)) "is a certain level of security." the superintendent will finalize his budget by the end of the month. the city council is scheduled to approve a final budget for next year in may. we have been hearing about problems in flint -- but some cities in pennsylvania may have it even worse.

trying to figure out who shot and killed a man at mall in florida. it happened around 7:30 last night near the entrance of the j-c penney store at a mall near orlando. police say they found the man dead in his car. another person was hurt in the shooting. their injuries are life-threatening. police have not said anything about any suspects. the coast guard is still looking for two planes that crashed into each other off the coast of los angeles. officials say somone on a boat saw one of the

afternoon. the f-a-a says two planes were involved, because flight radar showed the two disappear around the same time. officials believe three people were onboard. resucuers haven't found any survivors. s/capt. jennifer williams/u.s. coast guard :18 "well, we know that we're searching in the right location because we have found a debris field. but when you're working on the water, you have to take into account wave action, swells, winds, and with that typically the search area will widen, and we'll continue to wideour search patterns throughout the night." the coast guard says they have recovered part of a plane's tail and a flight log. they say the debris field is "a couple of miles wide" and nearby waterways are closed while they search. people gathered in utah to remember the arizona rancher killed in an armed standoff in oregon. the f-b-i shot and killed lavoy finicum last week after what they describe as a "trafiic stop." several church for finicum's funeral

stop -- showing finicum's hand reaching into his jacket... right before agents shot him. more help is on the way from hampton roads for the water crisis in flint, michigan. the newport news sheriff's office is joining other organizations to collect bottled water. employees gave 300 cases-- and residents dropped off 160. this supports a drive hosted by new beech grove baptist church. you can still drop off donations at the the church on tabbs lane-- between 9 and 5, today the water will be given to catholic charities in flint for distribution. flint isn't the only place with lead in the water. the pennsylvania department of health released a study that shows 18-cities in the state have higher levels of lead exposure than flint. however, the source of the problem is different for the pennsylvania cities. lead paint chipping away from older, deteriorating homes is tied to the problem. four cities in particular, lebanon, york, lancaster, and harrisburg all have

connected to the one the town is now infamous for. police in manitowoc say someone shot and killed 52-year-old kor yang yesterday investigators say the shooting happened while yang was home with his five kids and stepkids. this comes as some in the manitowoc community say they have anxiety over negative attention brought on by the netflix series "making a murderer." that series follows the case of steven avery and shows alleged questionable practices by investigators. someone also called in a bomb threat to the manitowoc court house last week. however, police say this murder has nothing to do with that, and the community is still safe. a richmond-area man has pleaded guilty to his role in an alleged race war plot. he's one of two men investigators say wanted to shoot and bomb conspiracy and gun crimes yesterday. prosecutors say doyle and the second suspect are white supremacists who bought guns and explosives from undercover agents. investigators also believe they planned to rob a business -- and use the money to start a race war. doyle's sentencing is set for may. on the online battlefield -- twitter is fighting terrorism. the social media company says it has suspended 125-thousand accounts, over the past seven months. twitter says it targeted accounts that either threatened or promoted terror attacks. it says most were associated with the islamic state, or other terror organizations. twitter says it has added staff to watch for signs of terrorist activity. 10 on your side is looking into claims that

a woman who documented her struggles with asperger's syndrome online is dead. police in mesa, arizona shot and killed 24-year-old danielle jacobs thursday morning. last year, shew uploaded a video showing her struggle's with asperger's. it shows her crying and hitting herself while her dog comforts her. that video went viral. someone claled police after jacobs made threats about harming herself. police say she had a knife. police in indiana say they busted a drug ring responisble for the spread of h-i-v in their community. police arrested 10 people including the alleged ring leader, bennito rodriguez, and his girlfirend, brooklyn mack. police say the flooded scott county, indiana with meth and painkillers. they say they spread of the h-i-v came as people would crush up the pain pills, and inject them using shared needles. 188 cases of h-i-v have been reported in that county in the past year. that's compared to the previous average of 10 per year. all 10 people indicted face anywhere from 10 years to life in prison. 20-16 marks the jubilee year of mercy for the catholic church. to mark the occasion, the bodies of two saints were brought to saint peter's basilica. the embalmed bodies of saint pio and saint leopold mandic were brought in by monks from southern italy. thousands of faithful followed the procession. it is the first time saint pio's body has been taken and displayed in the vatican. he passed away in 19-68.
