road - this is where it ended up. where it ended up. today nc-12 in kitty hawk is passable. sections were closed down after this morning's high tide to cleared - but for the most part debris, sand, and water caused only a few driving hazards. as the sun came out people came to the beach to see what it looked like - and as they expected - the dunes that once stretched toward the water, now dropped off sharply. but, the mayor of kitty hawk says the important thing is that nc12 held - even where it normally falls. he credits the short nature of the storm - saying if it lingered for several hours - it would have been a different story. and he fears - the dunes are beginning to drift south - which could create more problems in the next storm. mayor gary perry/kitty hawk 14:56 if you look at of south and there's no

12-45 this afternoon. the sheriff's office says they are not looking for suspects. 10 on your side's liz palka is headed to the scene. look for the latest here on air and on wavy dot com. police in norfolk say a man was found dead around two-thirty this afternoon. these are pictures from the scene. the man - believed to be in his 80s - was found on york street near brambleton ave. that's close to the scope arena. police say his death does not appear to be suspicious. new at 4 -- republican congressman randy forbes says he's leaving his district --- to run for a different one. he wants the seat congressman scott rigell will leave open at the end of his term. it's a move some have criticized. 10 on your side's erin kelly sat down with forbes after the announcement. congressman forbes launched his bid with the support of congressman rigell. he gave a live facebook address from his campaign headquarters in virginia beach -- that's district 2. for more than a decade, though, forbes has served the 4th district -- which is in chesapeake.

with his elderly mother and refusing to come out. police tell us the man came out of the house with out any trouble and will under go a mental evaluation. we're told his mother is. 10 on your side has learned a portsmouth school bus driver is hurt after a situation on the bus this morning. the bus was headed to douglas park elementary when the driver first called about two students fighting. a school spokesperson says the driver then called and said they were hurt and needed an ambulance. we're working to learn more about the extent of the driver's injuries. investigators are working to find out what sparked a house fire in portsmouth. it happened around eight a-m at a home on heather road. no one was inside when the fire started. the fire department says when crews arrived they found flames and heavy smoke in the garage. no like this one to report it at wavy dot com. we put them together in a slideshow on the website. norfolk police have identified the city's latest homicide victim. police say someone shot and killed 21- year-old kevin green outside his home on
yesterday morning. detectives spent several hours on the scene investigating and knocking on doors for information. investigators haven't released information about a possible suspect. 5 boaters are safe thanks to the norfolk-based u-s-s dwight d. eisenhower. the ike got the distress call around 7 last night from the coast of miami. the boat had a broken mast and smoke in the engine room. a helicopter launched from the eisenhower rescued the crew of five. sailors checked out the boaters before handing them over to a coast guard station in florida. dominion virginia power is building a solar farm in chesapeake. the 250 acre site is off ballahack road and 17. sunenergy1 will install more than 91- thousand solar panels. they will generate enough energy to power five-thousand homes. in september --- 10 on your side reported the installation of more than three- thousand rooftop solar panels at western branch high school in chesapeake.
electricity to power more than 250 homes. dominion also has a solar partnership with landstown high school in virginia beach and o-d-u. from solar power to help with heating. virginia beach homeowners can get financial assistance replacing their defective heating system equipment. the emergency home repair program provides low- and moderate-income homeowners with a grant or affordable loan. the money can be used for things like correcting electrical, gas and plumbing hazards. the program is not intended for making routine maintenance repairs to systems or equipment. the emergency home repair program runs through may 15th. we posted more information on wavy dot com. some hampton roads residents can get free tax help at t-c-c. tax students under the supervision of an accounting professor will offer tax preparation assistance for low and moderate income residents in february and march. tax returns will be reviewed and filed electronically free of charge. the tax help is available

battering the united kingdom. the huge waves are reaching second floor windows of homes close to the shore. sea swells stirred up by strong winds and high tides are soaking coastal towns. quick snow showers are responsible for some last minute changes for some kentucky schools this morning. a few snow showers were in the forecast --- but some parts of the state got more snow than expected. the snow started falling fast just as the morning commute was getting underwway. by then, most school buses were already on the road. some counties delayed the start of school by two hours. it's also snowing in massachusetts. this is the second winter storm in less than a week. several inches of snow and gusty winds are in the forecast. many schools closed today. the governor is telling people to stay off the roads.

tonight we're getting business leaders reaction to a major proposal going before norfolk city council this week. friday 10 on your side confirmed the senior business development manager has requested funds for economic development downtown. and that growth would be in the form of a fortune 500 company heading this way. adp processing would add thousands of jobs. primary. you can do it in person, online, or submit your forms by mail. however, any mailed forms must be postmarked with today's date. you'll find a link to get the necessary forms, on wavy-dot-com. the virginia presidential primary is march 1st. and, new this year, you are not required to sign a party affilation statement to vote. president barack obama is asking congress for more than one-point eight billion dollars to help fight the zika virus. the white house says the emergency funding would be used to expand mosquito control programs, speed development of a vaccine, develop diagnostic tests and improve support for low-income pregnant women. zika virus disease is mainly spread by mosquitoes. most people who catch it experience mild or no symptoms. but there are suspicions that the virus causes a rare birth defect that causes brain damage and an abnormally small head. obamacare open enrollment is over. and the numbers are in.
health and human services says 12 point seven million people signed up for 2016 coverage through the health insurance marketplaces. more than nine-point six million came through health-care-dot-gov. that includes more than four million new enrollments. more than 421-thousand signed up on the site here in virginia. three-point-one million selected through state-based marketplaces. rescue crews in taiwan continue to pull survivors out of the rubble, two days after the 6-point-4 earthquake. just this morning crews pulled out a person who shouted "here i am" to rescuers. here you can see rescuers in a crane, pulling the survivor to safety. over the weekend, rescuers hoisted a baby girl out of the debris. they believe there are more than 100 people still buried. a high-rise apartment toppled over in the earthquake. the process of getting to survivors is precarious because the rubble is unstable. in some cases it's taking rescuers eight to 10 hours to reach one person. right now the death toll

were you knocking on the door of chipotle around lunch time today? chipotle employees were getting a food- safety pep talk. that's why restaurants opened late. the chains' more than two-thousand restaurants closed for four hours. restaurants opened at 3 today instead of the usual 11 a-m. chipotle talked to 50-thousand employees about food safety issues, and the food-borne illnesses that have put a major crimp in its bottom line. the feds say electronic gear shifters in some newer fiat chrysler suvs and cars are so confusing that drivers have gotten out of the vehicles while they are still in gear. the issue is blamed for more than 120 crashes and 30 injuries. the investigation involves more than 856-thousand 2014 and 2015 jeep grand cherokees and 2012 through 2014 dodge charger and chrysler 300 sedans. the national highway traffic safety administration is not

there is a portion of the virginia beach student population that has the attention of school administrators. leaders are looking for ways to address the discipline problem involving african american male students. 10 on your son your side's brandi cummings is live with more on the new initiative. the virginia beach school division has created a school discipline task force. their job is to make recommendations to the school board that will address several disciplinary problems with students. those three things include a suggestion on how to reduce the number of suspensions, how to maximize instructional time in the classroom for all students and how to close the gap in the number of suspensions and expulsions to
students. the task force is made of school administrators, teachers and members of the community. the task force has created a list of five recommendations that include training for school administrators, increasing school psychologists and a mandate that mediation be a first step in discipline guidelines for students. officials say this is an initiative created under the leadership of dr. spence - ensure all students - doors feeling welcomed, believed in and loved. sot - rashard wright, virginia beach schools - clip 2 4:25 im a believer in all children. i think as focused and strategic as we have to be with every child, we need to make sure that none of our subgroups are left behind.4:35 the division is asking for community input. there is an e-town hall website created for anyone to read about the recommendations and
working to put a link to it on our website wavy.com. coming up tonight on wavy news 10 at 5:30, we'll tell you just how wide the gap is between the number of african american male students in the division and what percentage of them make up the total number of discipline cases. it may surprise you. live in virginia beach im brandi cummings 10 on your side. two local high schools are among 25 in the state participating in a safety campaign to keep teens from speeding and to make sure they buckle up. the four-week campaign is called mission:possible. the campaign will be organized by student groups at woodrow wilson high school in portsmouth and heritage high school in newport news. a variety of educational programs, social media messaging, and other creative ideas and activities will try to convince teens to buckle up and drive the speed limit. the mission: possbile campaign started this week and ends march 4th.
nags head leaves two homes with some major damage. we're told crews responded to the fire on south old oregon inlet road around one thirty sunday morning. crews say the wind blew the fire to the house next door. the people inside got out and are ok. the cause of the fire is under investigation but is not believed to be suspicious. a northbound stretch of i-95 in connecticut is shut down because of a bus crash. the charter bus rolled over on the snow covered interstate this afternoon. 30 passengers went to the hospital with injuries. they aren't threatening. police in mississippi are searching for suspects in gras event. two people died. four others are hurt. it happened near gulfport as people were leaving a parade area. this is one of the largest mardi gras events along the mississippi gulf coast, drawing thousands of people from the region. divers are still looking for wreckage after two small planes collided off the coast of southern yesterday crews recovered two bodies and parts of
the medical examiner is now working to identifiy the victims. crews started looking for the planes friday after the two planes disappeared from radar. a four-year-old died and two other people are in the hospital after an apartment fire. it happened over the weekend in kansas city. investigators say one of the injured is an 18-month old. all the families who lived in the 11-unit building have been displaced. firefighters have not said how the fire started. denver bronocs fans are probably still celebrating their 24 to 10 win over the north carolina panthers. however some took it a little too far. denver police said they made a handful of arrests last night for minor offenses. you can see the officers here dressed in full riot gear. they even used a handheld chemical agent to disperse the crowd. police say there were no reports of injuries or significant property damage, however someone did break
the california highway patrol says a driver crashed into the back of the car north carolina governor pat mccrory was riding in shortly leaving levi's stadium after the super bowl. the governor's press secretary says mccrory's car was totaled. police say the governor complained of pain, but declined treatment. after the crash --- governor mccrory got into another vehicle and went on his way. after the game the governor tweeted, "we are so proud of our carolina panthers for an amazing year. showed the u-s-a what north carolina is made of." a virginia woman is heartbroken. she left her purse at a northern virginia dunkin donuts. inside it was a bank envelope with 10- thousand dollars for her daughter's college tuition. surveillance video shows a woman looking around and slipping the purse inside her own. maria esteves and her 18-year-old daughter stopped at the falls church dunkin donuts before driving to penn state. esteves knows getting her money back is a long shot --- but she is holding out
"in my heart i know that maybe something will happen...i hope i can get my money back. i just hope someone will recognize her and call the police." the woman and her daughter were gone for five minutes before realizing they forgot the purse. when they turned around --- it was gone. a royal caribbean cruise ship is headed back to cape liberty, new jersey after a rough ride. the anthem of the seas got caught in a storm off the coast of north carolina. these waves are 25 feet tall holy mackerel look at this, 75 mph winds passengers showed their experiences riding out the storm on social media. they posted video and pictures of the rough water, toppled furniture and other damage on board. passengers say the weather forced people to stay in their cabins as items flew across the rooms. the storm stirred up around three yesterday
