developing right now, hampton police are searching for a missing teenager. take a good look at this picture officers tweeted out of 17-year-old jarrett ellis. they say he was last seen around 5:00 friday on evelyn court. that's in the southwestern part of the city near where mercury boulevard and jefferson avenue meet. police say jarrett suffers from a social disability. call hampton police at 727-6111 if you've seen him. a former sailor already serving time for rape in norfolk is expected to learn his fate today for another attack. amin garcia has a scheduled sentencing today for assaulting and attempting to rape a former army officer at a camp in kuwait in 2010. he is currently serving a life sentence for raping two norfolk women in 2008. according to

attorney's office, garcia attacked his first victim, and then attacked the victim's daughter later that year. norfolk police worked with n-c-i-s to connect garcia to both portsmouth's new police chief will begin her role. the swearing-in ceremony for tonya chapman will be later this morning at portsmouth city hall. she worked in various positions across the state, including most recently as the deputy secretary of public safety and homeland security. today's ceremony is open to the public. it begins at 10:00 in council chambers on the sixth floor. and also happening today, practice for airshow season. nats from airshow you're looking at video from last year's airshow at nas oceana. pilots will begin rigorious training starting today and last until the beginning of march. so if you hear more noise from nas oceana, that's why. a naval station spokeswoman says

apple is coming under fire from the f-b-i after the company refused to help decrypt the iphone of one of the san bernardino shooters. f-b-i director james comey says it owes it to the victims to gain access to the cellphone used by gunman syed farook. he said the agency cannot look the survivors in the eye or themselves in the mirror if it doesn't follow this lead. a judge in california ordered apple to help, but the tech company believes this comes down to a privacy issue. it does not want to create a backdoor to open the locked iphone that potentially could fall into the hands of criminals, putting all customers at risk. director comey says this case is not about setting a precedent for these types of actions. he says it's

rolling stone article that alleged a gang rape at the university of virginia. the woman at the center of that now debunked article is expected to go to court. a u-s district judge order the woman, who is only identified as jackie in the article, to answers questions as part of a civil lawsuit. she's set to be deposed april 5th. according to newsweek, her court appearance is part of the on-going lawsuit, an associate dean at uva filed against rolling stone. nicole eramo is suing the magazine for defamation. she says the article depicted her as insensitve to claims that a student was sexually assaulted. new this morning, tragic news out of michigan. investigators say a family of six died because of carbon monoxide poisoning. a relative discovered the bodies of a couple and their four children in fenton township, just outside of detroit. the relative went by the family's home after they couldn't reach

this morning, people in fiji are trying to clean up after a deadly cyclone blew through the island nation. take a look at this video of the damage. the storm killed at least 18 people and left 80-precent of the country without power. meteorologists say its was one of the most powerful storms recorded in the southern hemisphere. strong winds and torrential rains cut communications and water service. the government declared a 30-day state of emergency. schools are closed and there's a nationwide curfew in effect. the prime minister has ordered police and military to help with rescue

happening today, fire officials say they will discuss a series of meth lab busts in newport news. the department says it wants to spread awareness to the community about the potential risks from in-home meth labs. later today, firefighters will give us a closer look at the dangerous situations posed by the drugs: from suspects, to neighbors, and first responders. improper handling of meth labs can result in explosions and at its worst, the loss of life - this is why a officials want get their their safety message out to the community. in the past week, police have raided three different meth lab operations in newport news - two on middlesex road and the latest friday on sidney place. three people face felony charges in

in today's session, fire officials say they won't discuss the specifics of the current cases, but instead will give us a look into how they respond to the busts and handle the hazardous materials. police in hampton say a possible meth lab bust last week is connected to those in newport news. wednesday we told you officers found items consistent with making meth on cynthia drive. investigators sent the substance away for testing. so far police have not made any arrests. sunday morning police in norfolk busted a meth lab. they say it started as a domestic situation. police say two men lived in the second floor apartment on west 27th street. one of the men went to police - claiming his partner assaulted him. when police went to serve a warrant, they say they found an active meth lab. officers evacuated the building, blocked off the street and sent a hazmat crew inside. the fire marshall said the home is unsafe. both men in custdy this morning as police figure out what charges they face. 10 on your side is tracking all the local

police in kalamazoo say jason dalton shot at least eight people during a seven-hour shooting spree saturday. six people died. two others are still in critical condition. cnn reports a source told them the suspected shooter picked up and dropped off passengers in between shootings. the big question this morning, is why? police have not found a motive and believe the shootings were random. investigators do not believe there is a connection between dalton and the victims. saturday night's situation of a gunman on the loose led a man and his family to get an uber ride saturday. the man realized later his decision put him in the passenger seat right next to the accused killer. (s/ voice of: derek/ uber passenger) "and i kind of jokingly said to the driver you're not the shooter are you? (:06) and he gave me some kind of no response like he shook his head or he said no and and i said are you sure? (:08) the family realized the

the suspect. police say dalton did not have a criminal record. mourners laid flowers outside the restaurant yesterday where police say dalton shot several victims. a 14-year-old girl was seriously injuried. michigan state police said doctors believed the girl was dead for more than a hour before she squeezed her mother's hand. troopers said it happened moments before doctors got ready to harvest her organs. coming off the south carolina republican primary and nevada's democratic causus, presidential candidates are looking ahead to super tuesday. next week, voters in 13 states, including virginia will head to the polls. it's a close race and many of the front- runners have their campaigns focused on hampton roads. tomorrow senator bernie sanders is scheduled to hold a rally at scope in norfolk. later this week donald trump and senator ted cruz will both visit regent university in virginia beach. trump will speak wednesday and cruz on friday. if you'd like to see any of the candidates heading

com's homepage. this morning, bill cosby's wife, camille, is scheduled to give her deposition in a defamation suit against her husband. the comedian's attorneys are still fighting to stop it, but the deposition is this morning in springfield, massachusetts. eight women sued cosby, claiming he portrayed them as liars when they publicly accused him of sexual assault. cosby denies any wrongdoing. he faces separate sexual assault in pennsylvania. today, the supreme court will resume hearing cases since the death of justice antonin scalia. the nation's highest court is now evenly split ideologically among the eight members. four liberals and four conservatives. president obama said he plans to nominate a replacement soon. that's over objections from many republicans who say the next president should make the appointment. cities in hampton roads are failing to use a law that could make better use of your tax dollars. it

where extra services such as fire & rescue need to respond. investigative reporter chris horne has a preview of his special report "failing to fine". when police make a dui stop, sometimes they're not the only ones who have to respond. it could require an ambulance, tow truck, or city repair crews if public property was damaged -- all on the taxpayer's dime. but when retired officer ronald mcclenny was still on the force in franklin, he got a law passed that changed that. now the dui offender would pay the city for reimburse the city for the time spent. and they could use that money for something else but we found several cities large and small that either have the law and don't use it - or don't have it on the books at all. c 1 9:13 ronald who has comitted a crime, you have an offender who's been convicted of a crime, but yet they don't have to pay the penalty because those reimbursements cover city expenses, they can end up saving some tax dollars.
