take it slow as you head out the door this morning. as you take a look at 95, a first alert is in effect because of fog creating dangerous conditions in our area. and in philadelphia's west oak lane area, residents are forced to evacuate. shipping out. its days are numbers. it's 4:30. good morning. i'm tracy davidson. let's talk more about the fog and reduced visibility outside.

bill? >> good morning, tracy. as a result of the rain and warm air still pushing through the area, dense fog, reduced visibility and it could lead to flight delays. so far, so good in that department but that could change as the flight times come around. right now we're seeing improved conditions in coatesville. still dense visibility for quakerstown. you'll find pockets of fog. most of delaware is fine and improving conditions in wilmington. temperatures not bad at all. 40s and 50s. notice northeast philadelphia, 58 degrees. thick fog to start with. by 9:00 we're looking at cloudy skies and a little bit of a breeze out of the northwest. that's going to get rid of the fog and bring in drier air and breaks of sunshine. we come back with your

neighborhood by neighborhood forecast. jessica boyington is also watching for fog. jessica. >> that's right. bill. we are finding them. this is right around route 202. it's hard to see a car when it drives through. the intersection. i picked this camera specifically because you can see through the street lights. you can hardly see them. they look like a blur of light. not a lot of backups. but with that comes potentially dangerous driving situations. here we go. not sure if this is why this accident scene was caused but it very well could be. this is upper county and pottsville. if you're heading out the door on the p.a. turnpike, no problems there. all work zones inactive this morning potentially because of the fog situation. westbound/eastbound, a 20-minute forge. we continue to watch breaking news and we just got some new information. ptw workers are trying to fix a

gas leak. crews dug up a home. we learn ten families have been evacuated. the red cross is on scene just as a precaution. they hope to get them home soon. we'll keep you updated. nbc 10's katy zachry and her drive out to wayne. how was it? >> not good. as we headed off south 76 was just packed with fochlgt we had little visibility. it was even less visibility. so i would say at most a quarter visibility in these parts if not less. i've been hearing from bill henley in coatesville and pottstown and chester and montgomery county, you have visibility down to zero. it's so foggy out.

what are things you can do. you can leave early. on our drive we were going in some parts 30 miles an hour when the speed limit was 55 or 60. you're going to want to have extra time. you can't use your high beams. you want to use your low beams or fog lights. as jessica pointed out it helps when there are bright street lights and a number of them that helps brighten your way. but if you're in a rural area, one of our colleagues, she was watching the white line on the side of the road just to get her bearings because she couldn't see anything else around her. where our cameras are, i can't get over there. if we zoomed out, i can tell you the storm andre is pretty loud from all of the overnight rain and the melting that occurred with the snow. so there is a lot of water in these storm drains. flooding is not the bigger of the two issues this morning. right now it is the fog. but we're going to keep our eye

on flooding in the areas. right now it's the fog to be aware of. reporting live, katy zachry, nbc 10 news. >> catholic leaders are joining casino leaders in their fight for better job pay. yesterday they marched with their union members to show their solidarity. this comes as city representatives meet. they're cracking a bill that will outline state intervention. some call it a takeover of the cash strapped city. union members say they hope the deal provides the workers more stability. >> we've dealt with hurricanes, we've dealt with floods, we've dealt with closures and where the city is on the verge of bankruptcy. the workers just want a stable environment to do their work in. >> a bill will be drafted and voted on by next thursday. a new report will be released today how college students are spending their financial achltd it turns out

they spend a large portion of their financial aid on textbooks. students at rutgers university camden will prevent their detailing findings. they surveyed 5,000 students from 130 schools. they prove textbook costs are a serious threat. this video shows a group of young men going into and out of a building on campus on january 29th. the vandals spray painted the floors and walls and broke mirrors and computer monitors. police are still looking for all five men. today we'll find out what will the future hold for the "ss united states." it will not be rescrapped but redeveloped. they say they will reveal an exciting future for the ship. it's 4:36.

a few spotty showers. most of the rain has ended. just a few sprinkles in montgomery county and bucks county. there's chance we'll see late-day fog today. fog will ease from allentown and pocono. mt. holly, 57 degrees today. many of these temperatures, not a whole lot warmer than it is right now. 54 in cape may with some fog. vineland and dover into the upper 50s. thick fog to start with in wilmington, drexel. it does not last long at all. seven-day forecast when i'm back in five minutes. >> thanks. we issued an alert because of the fog. jessica boyington has been this morning it with all of her cameras, what she can see. we're starting to see fog

around the blue front. you can see a lot of fog in the distance and clearly the roadways are still a little bit wet, so potentially slippery and reduced visibility. that's a really dangerous situation. we also have a disabled truck over here into the right-hand corner. cars obviously allowed to pass that. not a lot of volume out there this morning. we also have an accident scene in upper potts grove, 4:22, one of the fogiest places. you can see our drive times are still okay. that doesn't mean you have to speed out there and go that fast. still slow down and give yourself extra time. you don't want to come up on anything too fast. eastbound from 25, schuylkill expressway, where they should be at least. tracy. >> 4:41. first came trouble in the air for donald trump. we'll explain that. and then a special honor. what the presidential candidate is now being considered for. next, $63 million at stake.

ammon bundy. a grand jury indicted bundy and others. that indictment is sealed for 24 hours so we won't learn about the details until it's unsealed. the occupiers were arrested last week, prevented federal officers from doing their work at the refuge. now to decision 2016, the race is heating up on the republican side in new hampshire. ted cruz unloaded on donald trump after trump accused cruz of cheating and fraud during the iowa caucuses. cruz accused trump of losing it after trump fired off. cruz says trump's insults are getting more hysterical. trump adds cruz delivers insult s. >> it seems his reaction to everything is to throw a fit. >> cruz and trump will participate in a republican debate saturday night in new hampshire.

plane had to make an emergency landing in tennessee yesterday. the plane reported emergency trouble before making an unscheduled stop. a trump campaign spokesperson said after delay due to minor mechanical issues trump continuicontinu continued on to little rock, arkansas. trump's name is being mentioned for the next nobel peace prize. someone nodded him, quoting vigorous peace through strength ideology. just because he received a nomination doesn't mean he's in contention for the award. nbc george spencer picks up our coverage of the presidential race this week in new hampshire. you'll see his report starting sunday night right here on nbc 10. it's 4:47. president obama made a historic visit to a baltimore mosque to try to correct what he called a

distorted impression of muslim americans. it's the first time the president has visited a mosque in the u.s. he spoke about the discrimination and threats that muslim americans faced and he warned that the growing antagonism against the muslim community tears at our nation's fabric. >> you've seen too often people conflating the horrific acts of terrorism with the beliefs of an entire faith. >> he also talked what he called inexcusable rhetoric against the muck limb faith. well, someone could be a big lottery winner and not even know it. a winning california lottery ticket worth $63 million has not been cashed in. it was bought in 2011. if no one comes forth by 5:00 today the money will instead go to california schools. >> take a look at this video. a car landed on the roof of a

garage in california. the driver suffered a medical emergency and crashed into a car which launched him onto the roof. the fire crews pulled him out and he was treated at the hospital. crews used a crane to remove that car. first alert traffic reporter jessica boyington is monitoring the fog with all of her cameras. jessica? >> yes, tracy. we're looking at fog everywhere. you can look at the blur. you can also see the roadways are particularly shiny. they're still wet and damp. so reduced visibility, slippery conditions. go a little slower. give yourself an extra five or ten minutes. the falls bridge is closed since

monday for rehabilitation work. your alternate is to take the city avenue bridge. we're seeing a lot of foggy conditions there. if you're headed northbound or southbound, speeds are in the 60s. 18 minutes at the most but a typical drive of 15 minutes on the southbound side. ten minutes before 5:00 and it is not cold outside. that's the good news. the bad news is with that warmer air is coming a lot of moisture. we're seeing some sprinkles and some widespread fog. as jessica mentioned, 54 degrees at international. the fog extends into the pocono mountains. look at blue mountain. that is socked in this morning. you'll find dense fog and some sprinkles around but not the steady and heavier rainfall we saw yesterday. that's now offshore. scattered showers to start with. and then a break from the rain during the day.

at 9:00 a look at the sky from allentown and reading. clouds will linger at the shore. noontime sunshine will break through. philadelphia, wilmington will remain in the 50s. temperatures are pretty steady through the day. as we go into the evening hour, the rain offshore, some of it. showers into the late evening hours. overnight, a chance for rainfall mixing in as it gets colder by tomorrow morning. that's by the shore. but temperatures are expected to be near or above freezing, so any accumulation will be limited tomorrow at the shore. for today the fog will slowly disappear. morning fog and mild this afternoon. in fact, mild all day long with temperatures in the 50s today. internal wind at 12 miles an hour to help dry things out. a slight chance and then sunshine in the afternoon. 46 degrees t high on friday. dry this weekend. partly sunny on saturday. sunday we'll see lots of sunshine and though the mornings

good morning, everyone. i'm jessica boyington with your first alert traffic. northbound on vine street expressway there's a disabled on the ramp to the vine street expressway. you can see the police activity there on the scene. traffic is still moving through. we'll have more on the fog when i come back in the 5:00 hour. >> thanks, jessica. federal health officials are trying to take steps to avoid the spread of the new zika virus in the u.s. meantime an indian biotechnology firm says it's working on two vaccines to fight the virus, both of which are to enter preclinical trials in two weeks. the world health organization believes 3 million to 4 million people in america will be infected with the virus next

year. to raise an awareness about the event they want to get as many people talking about it. world cancer day is trending on twig jeer earlier this week the white house hopes to spend $1 billion to fund its moonshot initiative in search of the euro for cancer. joe biden launched the plan last month. the institute has been a pioneer in immunotherapy in which the patient's own immune system is deployed against cancer cells. it was a notorious case and yesterday one man at the center of it went back in front of a new jersey judge. an appeals judge is hearing arguments in the case of da roon ravi. ravi's attorneys want the conviction tossed out but the state says ravi's sentence was too lenient.

he used a webcam to spy on clemente's intimate encounter with another man and clemente committed suicide. for at least the next ten years, seen yours will not have to take the keystone exam to graduate. will said there have been problems implementing the test in the past and too many students are failing even after taking them twice. they also require other ways to test students to make sure they're ready to graduate. they met to discuss getting more resources for schools. the mayor said last night's meeting helped the city learn what the principals need. for example they told the mayor putting more nurses and guidance counselors in schools would free up teachers to focus on the classrooms. mayor kenney plans to hold similar meetings throughout the school year. and your small dogs and cats
