>> we're getting new information from witnesses at the scene of a police investigation in chester, delaware county. what they say they heard as it all went down. plus, this -- >> it was so, so, so, so, so cold. you couldn't even imagine how cold it was. >> three bucks county boys are recovering this morning after falling through the ice. this morning we're tracking rain and snow but the big concern right now is shore flooding. we'll get your first alert forecast coming up in mere seconds. good morning and welcome to "nbc 10 news today." i'm vai sikahema. >> i'm tracy davidson. it is 5:00 a.m. 38 degrees in philadelphia. let's begin with meteorologist bill henley. in the first alert weather center. bill? >> it's a windy one, especially at the shore. the wind could produce flooding as the day goes on. this say live view from cape may, beach avenue at this hour is dry. between 6:30 and 7:30 this morning, that's when we'll see high tides, could see flooding. the winds are steady at 16 miles
an hour in atlantic city. gusts above 20 miles an hour. the temperatures are above freezing but colder air is waiting for rain showers. that's another system. that's the system that's producing the strong wind. it's likely going to produce snow showers for ocean county to the north, some minimal accumulation later this morning. right now it's offshore and dry. it will stay drive through the morning commute for philadelphia. clouds and some breaks in the clouds are possible during the day. it's a mostly cloudy day. 37 degrees at 7:00. by 10:00, 40 and 41 degrees at 1:00 this afternoon. dry this morning but i'm tracking some rain and snow showers for later today. we'll go through the forecast hour by hour when i'm back in ten minutes. katy zachry is watching your first alert traffic. >> as you know, fortunately, roads are dry right now for the morning commute. if you're making your way to work or school soon. that's good news on this monday. a live look outside at 95 right at girard avenue where we're seeing lightç increased volume especially in the southbound
direction. no issues to report along 95, though, there are areas of long-term construction i'll highlight in ten minutes. just so you know to avoid them. they're not tieing anything up right now. a look at drive times, 76 eastbound as you make your way into center city philadelphia, the drive time between 476 and the vine street expressway, 12 minutes, 95 southbound, things are moving smoothly and the blue route, everybody is in the green light there. take a look at the garden state parkway. this is north of the cape may county toll plaza. light volume out there. i'll keep my eye on it. we're just getting new information out of chester. there's a large police presence and ongoing investigation. nbc 10's matt delucia is live at the scene. just in the past half hour you spoke to witnesses. tell us more about that. >> reporter: tracy, yes, i spoke with a woman who claims to be the sister and cousin of people who were in the vehicle here, people who were apparently shot. we're on the 1200 block of keystone road in chester.
i'll step out of the way. you can see a large police presence out here right now. chester police, we've been trying to get information from them. they are not telling us solid details right now about what happened. we're still working on that. we also have video of the scene. we got very close up to the scene initially. nbc 10 was first on the scene this morning, this happened around 2:00. the witness tells me she heard the whole thing on her cell phone. her brother, she claims, called her to tell her that they were being chased. and she explains what she heard over the phone. take a listen. >> the next thing you know, they tell me they love me again. then you hear over 100 shots ring out. >> all right. i did listen to a recording that they claimed to have made where i did hear several pops, similar to those of gunshots. i asked if she knew why this was all going on. and she did not know the reason, that chester police, again, they're not confirming anything right now. we don't know specifically who
was shot, who did the shooting. and exactly how many victims thereç are or what their condition is. those are, again, things we're trying to confirm with police. what i can tell you, the delaware county crime scene unit, the district attorney's office is out here right now. we're trying to get more information minute by minute as this scene unfolds. for now, live in chester, delaware county, matt delucia, nbc 10 news. three boys are recovering from hypothermia after falling through thin ice in bucks county. colin orr was one of the boys that needed rescuing near pipers place in chalfont yesterday. the ice cracked under their weight and fell in. david bennett was one of several neighbors who came to the rescue. he and colin describe the ordeal. >> so, so, so, so, so cold. like you couldn't even imagine. >> trying to get them, a couple other neighbors came over. we were able to get one out with a branch. >> neighbors saved one boy, a
rescue boat picked up the others. all three are now out of the hospital. 37 degrees. today a judge will sentence a bucks county woman for her role in the beating of two gay men in center city philadelphia last year. a jury acquitted kathryn knott of felony charges in december. she could still get jail time for her conviction on lesser charges. two other defendants are serving probation after pleading guilty in the case. philadelphia police are looking for three carjackers who made off with a rental car. police tell us three masked men with guns carjacked a victim at 9th and west luzerne streets just before 9:00. they got away in the victim's rental car. it's a black chevy cruz with ohio tags. if you happen to have any information, you're asked to call philadelphia police. in camden, police are looking for a killer. someone shot a man to death yesterday afternoon. the victim was in his early 20s. now to decision 2016.
polls show republican donald trump and democrat bernie sanders both with double digit leads. volunteers will be canvassing neighborhoods and calling voters across new hampshire to get support for their candidate.ç nbc 10's george spencer is in new hampshire and he find people focused on the election, even more than football. >> i love football but politics is much more exciting to me than football. >> more exciting even than the super bowl? >> absolutely. >> this has been going on for a while, the hype for it. it's a big deal. >> manchester will be the political hot spot in new hampshire today. at least nine campaign events are scheduled there. meantime, hillary clinton's narrow marge an of victory in the iowa caucuses is shrinking. a review by state democratic officials found new errors in the original count. clinton's win over bernie sanders is down to a fraction. just a quarter of a percentage point. sanders has yet to concede the iowa results. right now, nbc 10's george spencer is in new hampshire for

henley. >> 5:09. tracking rain and snow for later today and a possibility again tomorrow. this morning, and this evening, a coastal flood threat. this weekend, it's going to be a frigid weekend. temperatures plummet saturday and sunday. 33 right now in reading. upper 30s in philadelphia and cape may. look at the wind blowing. that steady wind will be with us through the day. could produce minor flooding at the shore. isolated spots are also possible. atlantic city, 24 mile-an-hour wind gusts, high tide between 6:30 and 7:30 this morning. clouds are overhead. it will be a mostly cloudy day. some thinning of the clouds, one system is going to produce a few showers for central new jersey right along the coast. this is going to miss most areas in our area, part of new jersey getting light snow, gone by afternoon. then we're watching for

you weather warnings as they happen. you can also follow radar and check out live cameras. >> live cameras trained on major roads throughout the area. >> including 95 and katy zachry has a look at that right now. >> we have anary of construction to tell you about if 59 95 is p of your morning commute. the on ramp from girard avenue avenue to northbound 95 is closed and will be closed for most of this year. there are plenty of detour signs in place. it's part of a long-term construction project there. those signs will get you back on to 95 a little bit north -- or south really, of that exchange right there. moving into new jersey, this is a live look at route 73 at the atlantic city expressway. the garden state parkway is free and clear of any issues. that was in uppertown. moving into wilmington, delaware area, if you're on 95 and headed northbound between 295 and 495, that drive will take you 11 minutes. if you're going in the opposite
direction, that drive will take you ten minutes. a quick look of the area bridges, the ben, the betsy, walt, the burlington bristol, the tacony palmyra, no issues to report on the stretches of those bridges. 12 minutes past 5:00 right now. the owls want their own football stadium. a special meeting is scheduled to discuss plans for the $100 million football stadium for temple university. this time, the school is extending the invitation to attend the meeting beyond the student body. and planning for the future, we'll tell you about a new program, the philadelphia archdiocese is rolling out and what it means for parishes.ç
it's 5:15. today, philadelphia's former police commissioner starts a new job. charles ramsey will help law enforcement officers in wilmington as a public safety consultant for the city. ramsey signed a seven-month contract to help wilmington get a handle on gun violence. chicago handled ramsey in a similar capacity. today, fire investigators in norristown plan to interview a family of a 12-year-old killed after running back into his burning house to save his dad. with the cause still unknown, authorities cannot say how or if the fire could have been prevented. yesterdays volunteers from the red cross went door to door, trying to help other families learn from the tragedy. >> you should create a safety plan so when you do get out of
the house you have a meet place. >> 12-year-old sanford died after run back inside the house to save his dad who he thought was trapped inside but his father who was recovering from hip surgery had escaped the flames by jumping from a second floor window. five local parishes are entering a new program to help determine if they have enough parishioners and money to stay a afloat. the goal is to help decide how each parish will operate in the future and whether merging or partnering with another parish would make them more successful. the enunsiation of the bless blessed -- sacred heart in clifton heights and st. charles borromeo inç drexel hill will participate. one of the survivors was shielded under the body of her husband. both were rescued from a toppled
high-rise apartment building. it was one of several buildings which collapsed during saturday's 6.4 magnitude earthquake. at least 37 people died and 100 more are still missing. so far, rescuers found more than 170 survivors. yesterday, family and friends said good-bye to the wall street worker killed in a crane collapse in new york. david wicks was crushed to death when a 15-story crane crashed on to a lower manhattan street. three others were hurt. the cause of the crash has not been determined but new restrictions on construction cranes take effect today in new york city. the changes include new operating restrictions when wind conditions exceed 20 miles an hour. failure to safeguard a crane site will result in a $10,000 fine. there will also be increased enforcement of pedestrian safety near crane sites. time to get a check on
traffic. >> katy zachry has that. >> tracy and vai, very few problems. taking a look at 76 behind me. this is spring garden, if you're accessing 76, this is the ramp to do so. your westbound drive times are really good between the vine street expressway and the blue route. it will only take you 12 minutes to do that trip. about 12 minutes if you're coming in the eastbound side. no issues, again, to report along the schuylkill expressway in that area. i told you about construction affecting things 95 northbound. 95 southbound, the ram foreign policy aramingo avenue to 95 south will be closed and will be for the next few months. plenty of detour signs in place. this is all part of a long-term construction project. you can access 95 north or south of that. this is really affecting a lot of commuters in our area. the falls bridge has been closed for the last week, week and a half. it will re-open in april.ç the city avenue bridge is an
alternate route. we're hearing that things are backed up in that area. definitely allow for extra time if the falls bridge is part of your morning routine. moving into new jersey, a live look at the 42 freeway at the new jersey turnpike, traffic is running smoothly, picking up a little bit. we'll take a look at route 55 when i see you in a bit. now your nbc 10 first alert weather with meteorologist bill henley. >> 19 minutes after 5:00. clouds are overhead, the wind is blowing. temperatures are above freezing but it feels much colder with the wind. 38 degrees right now in philadelphia. winds are out of the northeast at 17 miles an hour. and pocono mountains, still plenty of snow on the ground but the temperatures will be running mild, above freezing in the mountains today. feels, though, like it's 29 degrees in philadelphia. wind chill of 28 in trenton. mt. pocono, 17 degrees. you'll need to bundle up. you probably don't feed your sunglasses today. clouds are overhead. it will be a mostly cloudy day.
we're watching two systems, the first one mainly stays offshore, central new jersey along the coast, that is rain offshore. it will be cold enough for snow inland. the next one is coming in from the west and that could bring snow to the delaware valley as early as this evening. 3:00 today, a little bit of snow on the ground for new jersey, northeastern new jersey stays dry in trenton, philadelphia and wilmington. during the late afternoon and evening hours, a mix of rain and snow by 11:00 tonight, light snow. look, very minimal accumulation, less than an inch falling by tomorrow morning at 5:00. when, again, we'll see rain and snow showers. rain to the south, some scattered light snow showers during the morning hours. by then, an inch possible in reading and lancaster, up to an inch in wilmington. we'll likely hit an inch in philadelphia as well. 1:00 in the afternoon, that's a mix of some rain and snow. now what happens late in the day is still a big question mark here. this computer model showing just

offshore could produce flooding. it's producing gusty winds between 6:30 and 7:30 this morning. we're about an hour away from the potential for minor flooding at the shore. the winds have kicked in. they're steady at 16 miles an hour. that same storm system may produce light snow in central new jersey along the coast. then it's moving out of here. later in the day, there's a chance of some showers. look at these temperatures, above freezing. we'll stay above freezing during the day today. right now, 38 in philadelphia. south philadelphia, fifth and warden, down to 35. 36 in roxborough. there's the wet weather we're watching at the shore. there's a winter weather advisory in effect for ocean counties and to the north with the potential of some snow. that is just rain offshore. it's moving in to colder air. philadelphia, it stays dry this morning. 37 degrees, mostly cloudy at 7:00. by 10:00, 40 and 41 degrees by 1:00 this
