this is nbc 10 news first alert weather. snow is already falling in delaware and south jersey. if you don't see snow outside your window just yet, you will later today. and that is just the first weather threat. first alert meteorologist bill henley is talking about changes coming tonight. it is back to school today for students at ursinus college

after a stomach bug spread through student body there. it's presidents' day. a look at the blue cross river rink this morning. this is "nbc 10 news today." i'm tracy davidson. >> i'm vai sikahema. it is a first alert weather day because of the icy weather we could see later tonight. let's get to meteorologist bill henley with the presidents' day forecast. bill? >> it's going to be changing during the day today. this morning, we're starting off with cold temperatures, in the teens. it's a first alert weather day, first for accumulating snow. some areas seeing that, delaware into south jersey, light snow of 1 to 2 inches. this evening could turn icy. as the snow warms up, changes over to rain, the ground will still be frozen. we could see icing, especially north and west of the city. by tomorrow, heavy rain. there's a threat of flooding for the low lying areas and streams

that are already high. this morning, very light snowfall. steady in delaware and into south jersey. but we're stillç really waitin for the first snowflakes in philadelphia. this light snow accumulating so far, just a dusting and beach avenue in cape may, it will be on and off this morning, steadier snowfall this afternoon. the temperatures are slowly climbing. not much but it's up to 19 degrees. warmer than it was earlier. mt. pocono is even colder. it was at 0 when we went on the air. that will continue to climb throughout the day. we'll see the temperatures climbing, 16 at 8:00. by 11:00 a.m., 26 degrees with light snow. the steadier snowfall this afternoon but that will still be light. again, i'm only expecting an inch or two in philadelphia but this evening, the potential for icing. we'll go through the forecast neighborhood by neighborhood when i'm back in ten minutes. jessica boyington has first alert traffic.

>> if you're just tuning in, we do have police activity to watch out for on 95. this is right around cottman avenue. you can see right in here, traffic is moving along. this is where the police activity is. it's on to the right-hand shoulder. you can see a vehicle in front. the lights approaching this camera are making it difficult to see. with them flashing. you can see there's no big delay behind it in either direction north or southbound. definitely something to pay attention to in the next half an hour or so, we might be able to see delays there. 295 at sloan avenue around hamilton township. no problem either direction there. on 295 if you have to get to the new jersey transit train station, you'll be just fine. no delays for new jersey transit, amtrak, d.a.r.t. is okay. septa is running on a weekday/holiday schedule. patco running on a special schedule. check before you go. warmer than this time yesterday, a little bit. now again we're getting snow and

later freezing rain as bill told us. >> as we heard meteorologist bill henley telling us a few moments ago, this could make for a dangerous mix. matt delucia live in lansdowne, delaware county. how's it lookingç right now? >> it is dry at the moment here at lansdowne avenue. penndot, they're being prepared anyway. the biggest concern they have is ice. the d.o.t. trucks are not the only ones out. private salt crews have been out in parking lots. one thing working in their favors with that fewer cars were on the road on account of the presidents' day holiday. >> i'm mainly worried about ice and we're trying to be more pro-active here, cabana's contracting, laying the salt

below the ice comes. >> at the moment it is as i mention dry here in delaware county, penndot says they'll be tracking the radar throughout the day and night so they can react once that snow begins changing over to snow and ice. we got an update from deldot a few minutes ago. crews have been treating the roads. the accumulation is not enough to begin plowing right now. we'll continue gathering more updates throughout the morning here and wait for that snow -- within the past couple seconds we see flurries here in delaware county. just a few right now. now we're live in lansdowne. >> classes will resume at ursinus college. last week, more than 200 students came down with a mysterious stomach virus. it forced the montgomery county

school to close down the cafeteria and temporarily suspend classes. wawa, wegmans and others handed out food on campus while the cafeteria was closed. >> i stayed in my dorm, didn't go to the dining hall, didn't go to the library. >> the montgomery county health department hopesç to have an answer as to why it spread so quickly within a week. the body of a woman found stuffed in a recycling bin in lehigh county. it was found yesterday afternoon in the parking lot of an apartment complex on east tilghman street in allentown. she was wearing pink nail polish and blue stockings. investigators are calling her death suspicious. in philadelphia's point breeze neighborhood, two men posing as utility workers burst that a home and attacked a woman on sunday woman on south mole street.

the woman suffered cuts to her head send aexpected to be okay. today is presidents' day, the day the u.s. pays tribute to george washington and abraham linco lincoln. valley forge national park will host a party for george washington's 284th birthday starting at 10:00 this morning. children will be able to make berth day cards, play 18th century games and meet the general and mrs. washington. if you're looking for something to do in philadelphia, head over to the blue cross river rink. they're extending the hours from 11:00 to 11:00. warm up in the lodge with hot cocoa, some hot chocolate and fill up with tasty treats. >> now your nbc 10 first alert weather with meteorologist bill henley. >> might have to be submerged in the hot chocolate to warm up this morning. we're back in the teens this morning. the temperatures have been climbing as light snow moves

into the area. i'm tracking very light snow, manly in delaware and south jersey. we've seen a few snow flakes in philadelphia. it's this evening that could turn icy. it won't be snow all day. the atmosphere will be warming, the snow changes over to rain. the ground is still frozen. freezing rain is an issue this morning. by tomorrow it's heavy rain which could bring a flood threat for parts of theary.ç especially low-lying areas that tend to trend naturally. reading is cloudy, 15 and wilmington is 18 degrees and cloudy. snow coming down on beach avenue. it is very light in cape may. as far as philadelphia is concerned, see scattered light snow, very light. it's steadier to the south and central delaware, especially in the dover area. you'll see more accumulate in central and southern delaware and into south jersey, then the

rest of the area. at 12:15, snow will be falling in new jersey for salem, glassboro and tabernacle. here's the issue. as it changes over to rain, that's rain falling while the temperatures are still cold at the surface. tabernacle, glassboro, sail ellell -- salem. the same threat for areas north and west, become and montgomery county. a light snow is coming down. here comes a narrow band of sleet and the potential for freezing rain. that's 6:00 this evening as we go into the 7:00 hour. the temperatures are just below freezing. we could see icing and not just on roads and sidewalks, but also on power lines and on cars. the good news here is we'll get snow ahead of time. that usually doesn't help the power line situation. this evening is one to watch. during the day, 20s for allentown, reading and quakertown, light snow falling

during the daytime hours. trenton, mt. holly and norristown. at the shore it starts off as snow and changes to rain as the temperatures climb into the low 40s for atlantic city, cape may and rehoboth. a light snow falling in wilmington and swedesboro and philadelphia. that's through most of the afternoon. it's late this afternoon. we'll be watching for the potential for icing. seven-day forecast with a look ahead toward the weekend. you'll want to see this when i'm back in ten minutes.ç 6:10. i think i can make out the blue and red flashing lights with police activity behind jessica there. >> along 95. jessica boyington has a look. jessica, what is it? >> always 95 first. we're right around cottman avenue, definitely police activity there. still no actual reports of this accident scene anywhere. this popped up into your camera, picked up on it. 95 around cottman avenue. we do have a vehicle in front of it pulled over.

it is over into the shoulder. that's the good news, not as much added traffic and volume this morning because of the holiday. we may not see huge delays behind this scene right now. accident in montgomery county and lower moreland. moving over into new jersey, no problems around runnemede, new jersey turnpike, a five-minute drive time, northbound from 55 to the walt whitman bridge. a new jersey native, supreme court judge antonin scalia left a lasting impact locally. >> we spoke to a new jersey judge who recently spent time with scalia. he described it like spending time with your father. >> it was just a tremendous day. and former new york governor eliot spitzer was once dubbed the love gov. now he's facing more trouble. the nypd is investigating

it's 6:15. and here is a live look at cape may where there's already a dusting on the ground of snow. it's been falling there for a few hours. first alert meteorologist bill henley is tiracking the timing f the snow as is moves across the area. his updated forecast in just five minutes. scalia's body arrived at dulles airport late last night. he died saturday of natural causes at a texas ranch. the late justice is being remembered as a legend of the legal community. yesterday, we spoke to retired

new jersey judge mike donio who met with scalia last november after writing him a letter. now the battle over who will replace him is on in washington. president obama says he will nominate a new justice and expects the senate to consider his choice fairly. some republican presidential hopefuls are questioning president obama's authority to nominate a replacement during the selection season. >> there is no way the senate should confirm anyone that barack obama tries to appoint in his last year in office to a lifetime appointment. >> these are responsibilities i take seriously as should everyone. they're bigger than any one party. they are about our democracy. >> if the president gets to seat this third justice, that would change and makeç the court mor liberal. only three u.s. supreme court justices have died in office in more than 60 years and only one has been confirmed during an election year since 1940.

6:16. today pope francis will visit chiapas. yesterday pope francis sell brighted imagination for hundreds of thousands of faithful in a crime-ridden suburb of mexico city. the pontiff told the people, there can be no, quote, dialogue with the devil. speaking out against the drug trade and associated violence is a central theme of his visit to mexico. he stopped at a pediatric hospital in mexico city where he blessed and kissed dozens of sick children. one of the young patients gave him a handmade valentine's day card. pope francis told the children to pray for the doctors and nurses who take care of them. eliot spitzer is denying claims that he assaulted a woman at a new york hotel. police are investigating allegations that he choked a woman in her mid-20s at the plaza hotel. no charges have been filed at

this time. you might recall, spitzer resigned from office in 2008 following a prostitution scandal. the fbi is investigating after a someone dropped off a rental car with a bomb attached. avis aren'tal car employees spotted the explosive device while checking in cars at the albuquerque, new mexico airport. police tell us the car was drod off there but rented somewhere else. travelers trying to pick up cars were delayed for hours as the bomb squad disabled the device. no flights were delayed. heavy snow is being blame for this massive pileup on an indiana highway, the 40-car crash left 40 people hurt yesterday. interstate 65 was closed for about five hours for cleanup. it happened in the town of lebanon. now, it's eerily similar to our own pileup saturday in lebanon county, pennsylvania. three people were killed there, more than 07 others hurt in this pileup on i-78.ç roads relatively clear this morning, if you're working today on this holiday at 6:18.

let's take a look. >> jessica boyington is actually going to take that look for us, first alert traffic center. >> hi, vai and tracy. good morning, everyone we're starting out in west deptford, 295. 22 minutes southbound from the 42 freeway up to the delaware memorial bridge. average speeds still in the 60s there. you head out the door for your morning commute, out in princeton, new jersey, up north. watch out for an accident scene. pretty major closure, route 206 closed in both directions from mountain avenue to princeton avenue. they have a detour working around that scene. follow that to be just fine. out in lower frederick, watch out for an accident scene on spring mount road and north gravel pike. this is around cottman avenue where we have police activity. the lights coming towards us makes this camera bright and difficult to see. we do have police activity over into the right-hand shoulder.

now can see north and southbound traffic still able to move by that scene nicely. 6:19. i want to show you a live picture, a driving picture. this is from washington, d.c. you can see the snow on the edge of the roads there. it is already coming down in delaware. we just got an update from deldot, also in south jersey. first alert meteorologist bill henley is tracking the snow and the changeover to rain that will happen later this evening. bill? >> you can see how light the snow is coming down. every so off innocent lights here, catch a glimpse of the few snowflakes. there go a few. it's very light snow. not going to see a lot in the way of accumulation this morning. snow at philadelphia international. that's the same light snow, 19 degrees. the temperature is climbing, though. it's still very cold outside, cold enough for anything that's falling from the sky to be all snow. that will change during the day. we'll eventually see rain movinç in.

that will bring another problem. right now, d.c. right on the edge of that snow. it's falling in delaware and into south jersey. there, just a few light snowflakes moving through philadelphia into montgomery and bucks county. the steadier snow comes in this afternoon. you'll see it at 1:00 this afternoon. by then we'll have an inch or so on the ground for philadelphia, wilmington, into south jersey. the accumulation will continue into the afternoon hours, 1 to 2 inches for philadelphia and wilmington. see a bit more in allentown and reading. but as we go into the evening, that is rain that's moving in, atmosphere is going to warm up significantly with this storm. the ground will still be frozen and that could lead to icing. a big threat for this evening. then tomorrow, the threat will be heavy rain. temperatures will be way above freezing. by noontime, look at the rain moving in from the west.

they'll sweep through during the afternoon hours. 1 inch, 2 inches or more of rainfall and that could lead to localized flooding. for today, you'll see snow developing and then a brief period of sleet and the potential, the threat of freezing rain late this afternoon and into this evening. the temperatures will be climbing. they'll be in the lower 30s today. they warm up overnight tonight and tomorrow, look at that, 56 degrees with heavy rain coming through in the afternoon. the flood threat is gone. by wednesday we have sunshine, 46 degrees wednesday afternoon. breezy and cooler on thursday. we'll be back below freezing thursday morning and warming to just 39 degrees thursday afternoon. stand by. there's a warming trend that will be timed perfectly for the weekend. mostly cloudy skies, friday, 44 degrees, near 60 degrees on saturday and lots of sunshine and a pretty nice one at 56 degrees sunday afternoon. >> that's crazy temperatures.

a live look at the first alert radar. the real trouble we'll have later tonight is when the snow changes to freezing rain. the search continues for this missing airman in delaware. no one has seen him in more then a week. plus, this morning, what caused a stream of rushing water in the streets in north philadelphia. >> morning on this presidents' day's monday. welcome to "nbc 10 news today." i'm vai sikahema. >> i'm tracy davidaon. 6:30 and 19 degrees outside. it is a first alert weather day because of the change we'll see later today from snow to rain. so the timing, let's check with first alert meteorologist bill henley. bill? >> we're starting off with very cold temperatures. this morning and for most of this afternoon all we're going to see is snow. it will be accumulating snow. it will be light, an inch or two in philadelphia. the problem comes when things actually get warmer, that will change snow over to rain.

but the ground is still frozen, so that rain comes down and freezes on impact, it will make for a very icy evening in parts of the area. tomorrow, all rain but a heavy rain brings the threat of flooding, especially the low-lying areas. the snow we've seen so far has been light, moving through philadelphia, a few snowflakes. it is a dusting of snow in south jersey and into central delaware getting steadier but it's going to take most of the morning to really get going. this morning, the light snow this afternoon, it's going to be rain for the shore. big warmup ahead for points right along the coast and eventually that moves into the rest of the area. the temperatures are slowly claiming, 3 degrees in the pocono mountains, an improvement from when we went on the air and it was zero. 19 degrees in philadelphia. here we can see a few light snowflakes coming down in center city. scattered light snow showers at 8:00. light snow at 11:00. the steadier snow will be

leaving philly, six lancelations and headed to philly, eight cancellations. not too many but check before you go. since it's presidents' day, there are fewer cars on the road. >> road crews are prepping for when they will see that icy changeover. >> reporter: we've seen a few flurri flurries in lansdowne, delaware county. we do know penndot crews are hitting the roads with some 200 plows and trucks. their biggest concern is ice. private salt and plow crews, they have been salting the parking lots this morning. one of those drivers says he is busy pretreating and expects to be busy throughout the day. he says that ice will likely be a big issue. one good note as vai mentioned, there are fewer cars on the road

because of the presidents' day holiday. deldot says crews are treating roads following a bit of light snow overnight. many roads in sussex and ken the couldn -- kent county have a light coating. live in lansdowne, delaware county, matt delucia, nbc 10 news. a leaking fire hydrant sent waters gushing into the street in north philadelphia. the high dran hydrant has been philadelphia firefighters in frankford doused thisç smolderg auto body shop with water yesterday and with below freezing temperatures, that water quickly turned to ice. in north philadelphia, another sign how hard it is for firefighters working this bitter cold. they have ice on their coats and poured salt on the ground to

make sure they didn't slip. firefighters say dealing with fires in weather like this is a real challenge. >> the most difficult part is us trying to stretch hose lines, obviously icing immediately as we're trying to move into a house, the steps freeze right away. our footing is compromised. >> everyone made it out of that home safely. four people hurt in this fire in brooklyn. flames tore through three buildings just before 10:30 last night. the fire department tweeted they finally had it under control. more than 140 firefighters worked to put out that he's flames. hundreds of temple university students are back in their dorm rooms after a burst pipe forced them out into the cold yesterday. students returned to the 1940 dorm hall late last night. frigid temperatures froze a steam pipe causing it to burst. nearly 500 students spent much of the day keeping warm in other buildings on campus. students tell us it was a rude

>> they didn't have a wawa around the corner when washington was president. that's the problem. the problem this morning, it is cold once again. a frigid start. we're tracking light snow and much of the day, light snow will be coming down. but later today as the atmosphere warms, the ground will still be cold. we could see an icy evening as rain comes down and freezes on colder surfaces. but then it changes over to rain for tomorrow. in fact, potential for heavy rainfall, 1 to 2 inches of rain. some ace lighted spots could see more. 19 degrees, light snow in philadelphia, cloudy in reading and wilmington. both in the teens to start with. temperatures warm up today. in spite of the clouds an a little bit of a breeze and the possibility of snow developing, not only this morning but especially this afternoon. there you can see light snow moving through montgomery, bucks county, into south jersey. delaware seeing the steadiest snow in central and southern delaware, into the cape may area. we're not expecting a lot of

snow, 1 to 2 inches possible. by noontime, into the noon hour, that snow is falling, temperatures in the upper 20s for glassboro and tabernacle. the numbers will be climbing in the upper atmosphere while it stays cold on the surface. this is 5:15 this afternoon. rain cowl be freezing on contact, an icy evening. it will warm up so the threat will ease during the later evening hours. 12:15, light snow in limerick and norristown. during the evening hours, we'll see a band of sleet and rain coming down with temperatures below freezing. we could see icy accumulations north and west that will continue into the later evening hours. today, snow, falling allentown, reading into the upper 20s and 29 degrees for quakertown. 1 to 3 inches for the allentown% area. just an inch or two in doylestown, trenton and mt. holly. the rain changeover will take

15 minutes before 7:00. taking a live look at cape may. we've been watching this picture throughout the morning and there's a little bit more snow on the ground than when we first went on the air at 4:00 a.m. the other side of your screen is first alert radar. later today as temperatures warm up, snow will change to rain. it could create icy conditions. first alert meteorologist bill henley is back in just a few minutes with the timing of this changeover. 6:45. volunteers will gather later this morning to search for a missing delaware airman. senior airman keifer huhman was last seen on super bowl sunday. he didn't report for duty at dover air force base on monday. state police found his truck and had to towed from a bridge over the chesapeake and delaware canal. volunteers will search at nearby

st. george's bridge in new castle county. now to decision 2016 with less than a week to go before the south carolina primary.ç ted cruz releases a new campaign ad. >> it targets trump and planned parenthood. >> they treat it like another form of currency, yet some politicians still defend them. >> planned parenthood serves is a good function. >> the ad slams planned parenthood and donald trump's comments that the organization provides necessary services other than abortion guidance. the ad ends by saying, quote, donald trump is just plain wrong. cruz made the same charge against trump during saturday night's republican debate. trump fired back, questioning cruz's honesty. >> he supports federal taxpayer funding for planned parenthood. i disagree with him on that. that's a matter of principle. >> you are the single biggest liar. you probably are worse than jeb bush.

brilliant sunshine yesterday, it's going to be a cloudy day today. it's going to turn snowy. we've seen light snowflakes falling in that view from center city. philadelphia international, 19 degrees with that very light snow. a steadier snow has been falling at the shore. it is a little bit snowier than it was firstç thing this morni in cape may. the light snow will be accumulating during the day. eventually it changes over to rain. it's cold enough that everybody from this storm system is seeing snow right now. it's a bit steadier for dover into cape may, atlantic city is seeing light snow and philadelphia, a few snowflakes have pushed into bucks county. it will be on and off this morning. the steadier snow at 1:00. most of the area will be seeing snow with accumulation of about an inch for philadelphia and wilmington. it will run 1 to 2 inches by 6:00 this evening. the atmosphere is warming up,

eventually we get rain. that will bring another problem because the ground will not be warming as quickly as the atmosphere. here's what that means. snow at 12:15 today, temperatures in the 20s. as we go into the late afternoon for delaware and philadelphia, delaware county and philadelphia county, that's rain moving in but the temperature still below freezing. this is when we could see icing in philadelphia. that continues into the evening hours. by 8:00, the temperatures finally start to warm up, the threat will be easing by then. during the day today, though, light snow, then sleet, then the biggest threat for later today will be the freezing rain. the warming that happens late this afternoon will continue overnight tonight and tomorrow we'll be lacking at all rain. bucks and montgomery conte, the snow is coming down at 4:00 this afternoon. the evening hours, that is rain. finally warmer temperatures for

tomorrow with all rain in the area. the heaviest rain in the afternoon. that could produce flooding in low-lying areas. by wednesday, sunshine and a gusty wind on thursday. the temperatures drop a bit thursday afternoon. friday, 44 degrees, 58 degrees saturday afternoon. with lots of sunshineç we'll b well into the 50s again on sunday. >> those are crazy temperatures. >> jessica boyington within give us an idea what it looks like out there. >> it looks empty, like we predicted. the accident scene still aaround. it's a little ways back here. no problems in either direction. you can see we're doing okay so far on most of the majors. in lower frederick, san accident in montgomery county, spring
