"nbc 10 news today" starts right now. >> this is nbc 10 first alert weather. >> an icy commute. a live look here at i-95. the girard avenue exit in philadelphia. road conditions are making it a dangerous drive for drivers this morning. >> let's show you a live look at the ben franklin bridge. in addition to the messy roads, we have fog because of the warmer temperatures moving into our area. >> you're looking at the nbc 10 first alert weather radar. you'll be getting more than rain later this morning and that means the threat of flooding, of course. good morning and welcome to "nbc 10 news today." i'm vai sikahema. >> i'm tracy davidson. it is 5:00 a.m. we've issued a first alert today because of the dangerous and icy commute to work and school this morning. we have you covered with everything you need to know. meteorologist bill henley is in the first alert weather center with an update. bill? >> we'll see slowly improving conditions you can expect to find still many icy spots this morning as the temperatures were
hovering right around freezing and still are in some areas. an icy morning, not everybody will see the ice but we'll all see a big warmup. warm air is surging into the area. that will melt the ice but it's also giving it dense fog this morning. it's coming ahead of heavy rain. later this morning and this afternoon, that will be bringing a flood threat. wet weather is all to the west right now. it's a mix of sleet and rain and snow. but we'll only get rain as the temperatures are rocketing up this morning. 51 degrees right now in philadelphia. look at wilmington. still pockets of cold air for northern delaware and into chester county. the numbers are just above freezing in westtown. it's 42 in chadds ford. the warm air hasn't reached chester springs, phoenix just yet. this is where you'll find icing continuing to start with this morning. the wind will blow the temperatures up. we'll see afternoon temperatures near 60 degrees. much of the warmup happens this morning. 51 degrees at 7:00.
by 10:00, 54. look at those gusty winds bringing in rain, winds of 23 miles an hour with higher gusts at 1:00 this afternoon. take a close look at the fogç that's also creating problems when i come back with a neighborhood by neighborhood look in ten minutes. right now, jessica boyington has first alert traffic. >> bill, we are watching 95 right now. this sign approaching island avenue on that side. north or southbound on 95 right now, no real problems. we do have speed restrictions on most of our majors, including 95. down to 45 miles per hour. it includes the schuylkill expressway, the blue route, roadways in new jersey like the new jersey turnpike, over in delaware on 495 as well. parts of the pa turnpike, 202, pretty much every major you'll hit when you go out the door this morning, expect to go slower, down to 45 miles per hour.
vai? >> nbc 10's matt delucia is out in malvern, chester conte. tell us where the roads are where you are. >> we were driving into malvern, 202 here. it was slushy. a lot of the major roads are looking okay but the side streets and parking lots still need works. there have been plow and salting crews that have been out here in this wawa parking lot, trying to get everything safe. a lot of slush is remaining in a lot of areas. there are quite a few issues if you are heading out the darr this morning and you've got to walk down some steps or through your driveway, it can be icy. i spoke with a couple people who are driving in this. this. they talk about how the conditions are right now. take a listen. >> it's a little dangerous, slippery. it's warming up.
it's a lot more dangerous. >> the back roads are not too grade, parking lots, sidewalks, really icy. main roads are pretty good. take it slow and easy. >> right. >> you'll get there. >> i want to show you something here. we talk about black ice all the time. this is really what you'll see. you have shine here. this is how slippier it çis. you roll that like a hockey puck out here. you see this and you start slipping and sliding. it's easy to take a tumble. be careful as you're heading out today, especially those untreated areas, the back roads as you heard from that woman there, it really is very slick. be careful. at least temperatures are starting to warm up a little bit. they've seen and felt like the temperatures are warming up out here where we are. hopefully we'll get melting and all this will wash away with the rain later on. for now it's a good idea to take it slow. live in malvern, matt delucia, nbc 10 news. we'll help you get prepared for the messy commute all

just about 5:06. two roommates are facing charges in an lsd bust at villanova university. the drug sent several students to the hospital and led to the arrest of two freshmen over the weekend. justin yim is charged with having lsd and thousands of dollars of cash in his dorm room. his roommate who police say was high on the drug, allegedly attack a woman on campus and fought with public safety officers. >> some people are still doing it. but i mean, it has consequences just likeç anything else. >> we want parents to be aware that just because your child might attend villanova, that this just isn't an inner city issue. >> the students were treated an released from the hospital. university officials believe this was an isolated incident. new this morning, police are investigating shots fired near temple university. nbc 10 was on the scene near cecil b moore and 11th street. the window at the nearby view at montgomery apartments was
shattered around 1:00 this morning. temp did notify students about the situation. no one was hurt. also new, philadelphia police are investigating a shooting in center city. gunfire wound a man near 15th and locust streets around 1:00 this morning. we're working to find out the victim's condition. and today, philadelphia school reform commission will vote on a dozen politics for new charter schools. the commission will hear from each applicant and the public before making its decisions. this final step in the process follows a series of public hearings. if you'd like to speak at today's meeting, you must register ahead of time. we have the information on how to register on nbc10.com and the nbc 10 app. the number of speakers will be limited, however. police in delaware are being trained to save lives in a different way today. many of them will learn how to recognize a drug overdose and inject narcan. narcan can stop the effects of heroin and reverse an overdose. 120 people die every day in the united states from drug overdoses. norovirus is to blame for
hundreds of sick students at ursinus college. montgomery county health officials say test results confirm the cause yesterday. the college canceled classes an closed its dining halls. classes resumed yesterday. norovirus is a common cause of stomach inflammation. now your nbc 10 first alert weather with meteorologist bill henley. >> temperatures are warming up but there's still many icy spots to be found especially in the northern and western suburbs. the slippery conditions will ease as warm air comes in. but that's creating thickç fog this morning. that's happening right now. happening later this morning and into this afternoon, heavy rain with a flood threat for low-lying areas. right now it is dry. nothing falling from the sky. but what's on the ground is still going to be frozen in allentown at 34 degrees, even though it's just above freezing. thick fog there.
the air temperature's above freezing, the ground is still frozen as matt delucia showed us in malvern. 40 degrees in northeast philadelphia. 53 in atlantic city. that's the warm air that will be surging into the area. this is what it's creating, thick fog. that's shawnee in the pocono mountains. zero visibility in coatesville, dense fog in lancaster, allentown and mt. pocono, all dealing with the fog this morning. the temperatures have been sliming. south jersey, philadelphia international reporting low 50s. there are colder spots. 35 degrees in central and northwestern bucks county right at the freezing mark for doylestown, furlong and chalfont. perkasie and er kintnersville a3 degrees. by 9:00 this morning, bucks and montgomery counties, 48 degrees. that will be quickly melting
what's on the ground, especially with the rain that will be sweeping in at noontime with temperatures in the 50s for limerick, doylestown and newtown. getting even warmer as we go into the afternoon hours. it's coming ahead, all this moisture, snow, freezing rain and rain. it's only going to be rain for us as it moves into the area today. seven-day forecast with a look at when we'll finally dry out when i'm back in ten minutes. 5:10 this tuesday morning. we can't overstate the fact that it's icy out there. be very careful when you're going to work or school. >> first alert traffic reporter jessica boyington has been making the point, if you see it, it looks wet, it could be icy. >> good advice there as well. we're seeing spots where the areas are colder. it's more of anç ice mix. we're seeing spots with more slush. this is in new jersey on route 47 in dennis township at 347.
one of the first spots yesterday morning that we were starting to see snowfall in our cameras. so right now, doing okay. it looks drier than most of the areas. mostly outside of philadelphia where we are seeing a lot of those bad cameras. here's a list of reduced speeds. this is for added drama almost. the schuylkill expressway, 95, just to show ju a big list of all the majors so far that have the speed restrictions, the blue route, vine, 202, 422, 100, 309, the pa turnpike, the new jersey turnpike and 495 in delaware all reduced speeds to 45 miles per hour. you'll take longer to wherever you have to go this morning. give yourself that extra time. a major health impact on neighborhoods in philadelphia. we'll tell you why a new report from environmentalists says low-income neighborhoods in the city of philadelphia are being endangered. plus, a rich ride. we'll tell you how much a

just about 5:15 right now. here's a live picture from stormforce 10 in bucks county. this is the scene of an accident and road closure at worthington and stump roads in plum stead township. we've been getting live updates all morning long we have a penndot representative on gene blomm is live on the phone. thanks for talking with us this morning. tell us about road conditions. >> thank you, tracy and vai. there may be slush and icy spots, even on the major highways we urge motorist to travel in slow conditions. there could be an icy spot. we still have trucks out placing salt on the roadways to negate this freezing rain we've been battling for a number of hours. slow down. speed restrictions are still in place on the major expressways.
>> gene, matt delucia tweeted out a picture, a map of showing where all the penndot trucks are. what's the biggest challenge? this storm was a little bit differe different. >> it was with the long period of freezing rain. we got the salt application down, the salt solution the pavement so when the freezing rain and sleet began to fall, it wasn't bonding instantly. freezing rain is difficult to combat. it's a continuing salting operation to keep that chemical on the pavements to prevent the ice from sticking and obviously that can cause major problems as we've seen in the past. >> all right, gaen, thanks gene much for the update. >> my pleasure. thank you. community activists will release a report on how they say oil trains are endangering lower incomes in philadelphia. the report claims minorities and the poor face an excessive risk
of health and safety problems from trains carrying crude oil through their communities. activists say the problem could grow worse if plans to expand the pes refinery in south philadelphia go through. the refinery is a distribution point for oil coming by rail from north dakota. it's 5:17. 47 degrees at the airport. #reezing around much of the area. the coast guard will question the owner of the el faro today, the freighter ship sank last fall off the coast of the bahamas as you know and killed all 33 people on board. today, the u.s. coast guard is holding the first of two hearings to look into whether misconduct or negligence were to blame. top officials with the company that owns the ship will testify about el faro's history, former crew members and coast guard personnel will also speak at the hearing. the el faro set sail as a powerful storm that would become hurricane joaquin churned offshore. in florida, turns touched
down yesterday, about 45 miles north of pensacola and at least ten homes were destroyed. in mississippi, a suspected tornado destroyed at least one home and students had to seek shelter in a school when the storm hit. officials say although there is severe damage, only minor injuries have been reported. >> 5:18. there are speed restrictions issued throughout the delaware valley. now we get a check on the traffic including the vine street expressway. >> nbc 10 first alert traffic reporter jessica boyington has her eye on the roads this morning. jessica? >> we are watching the vine street expressway. just a little bit outside of center city right now. this is where it comes in line with the schuylkill expressway right in here. this traffic where you see the taillights headed this way are going to the schuylkill expressway headed westbound. we have speed restrictions dunn to 45 miles per hour on the vine and the schuylkill expressway. you'll see more of a slushy mix in this area at least until you
start getting headed westbound in that area. that's where you'll start to see more of the slippier spots. we do have some of the secondary roads looking slippery as well. this is torresdale avenue around cottman avenue. you can see slippery areas in the intersection. you can still see snow over into the grassy areas that are not on the roadways, of course. that is from yesterday's snowfall. we do have the slippery conditions in theç intersectio and the speed restrictions. no speed restrictions surprisingly on any of the area bridges this morning. the pedestrian walkway on the ben franklin is close. more updates for you when i come back in ten minutes on these slippery conditions. now your nbc 10 first alert weather with meteorologist bill henley. >> well, the rain has ended, the freezing rain has stopped. but it is still on the ground and frozen in many areas. that as warm air is surging into
the area with gusty winds that will continue through the morning hours. right now, what we're looking at are clouds over philadelphia. those clouds will produce rain later this morning and this afternoon. before the rain arrives, the temperature warming up. that will slowly melt the ice and slush that's on the ground that's creating slippier spots this morning. as the warm air comes in, you can see it's creating light fog in cape may. the worst of the fog, though, is in pennsylvania. 32 degrees. that's where it's colder. doylestown, pottstown, 33 degrees. warming up in blue bell, 43. the colder areas, collegeville. expect to see icy spots this morning and count on finding ice in pottstown at the airport and gilbertsville. the temperatures haven't budged just yet. the wind is calmer but those
gusty winds that are already in south jersey into philadelphia will push the warm air to areas north and west. we'll slowly see improving conditions by 9:00, 10:00, much of the ice and slush will be gone. especially as the next round of wet weather moves in. it's the same storm we had yesterday but this time returning as heavy rainfall. hour by hour forecast shows 8:00 this morning. it's inching toward us. look at the heavy rain in central pennsylvania. that's due in at 1:00 this afternoon. reading, allentown, wilmington, philadelphia, into south jersey for cape may and delaware, lewis, but by 4:00 this afternoon, that rain is quickly moving out of here. we'll be dryingç out by then. that will wash away any of the snow, sleet and salt that's on the road this morning. heavy rain due in later this morning, gusty winds, we're already seeing them, temperatures peak in the middle 50s to near 60 degrees this afternoon. tomorrow we'll be drying out. cooler, 32 in the morning, 45 in
the afternoon with partly sunny skies on wednesday. bright sunshine, a little bit chillier on thursday, high of 40 degrees. by friday, clouds start moving back into the area. we could see a late shower on friday ahead of a warmup for the weekend. look at that. saturday afternoon, near 60 degrees, partly sunny skies. mild weather continues for sunday and monday. >> temperatures rising, rain rolls in later this evening, this afternoon to wash -- the problem that creates is a flood threat. >> we could see anywhere from an inch to inch and a half of rain, isolated spots could get 2 inches of rain. still snow covered ground especially north and west may lead to flooding during the late morning and early afternoon hours today. >> goes without saying. be careful as you drive this morning. just ahead on "nbc 10 news today." suspicious death, find out what investigators in the lehigh valley will be doing today after finding a woman's body in a

25 minutes past 5:00 right now. wall street will be back in business today after being closed for yesterday's holiday. will the markets capitalize on friday's big gains? susan lee is here with more in this morning's cnbc business news. good morning, susan. >> good morning to you. the markets may start the holiday shortened week with the los of green arrows. futures are pointing higher at this point and stocks could add to friday's gain, which did see the dow up more than 300 points boosted in part by a jump in oil prices. crude is up again today, above $30 a barrel as officials from saudi arabia and russia are meeting. the saudis, russia, wevenezuela and qatar agreeing to freeze levels. the dow raising 313 points on friday. we're sitting at 15,973. the nasdaq up 70.
