6:00, 37 degrees outside. good morning, this is "nbc 10 news today." i'm tracy davidson. >> i'm vai sikahema. >> it is cool but we have a glorious weekend coming up. let's get right to nbc 10 first alert meteorologist bill henley. bill? >> we have clouds riding through on those winds. this is a live view from center city. a blustery morning. the winds now gusting in philadelphia to 32 miles an hour. those wind gusts are reaching the shore, 29 mile-an-hour wind gusts in wildwood and 30 miles an hour currently in allentown. that's giving us wind chills in the single digits, teens and most of the area feels like it's in the 20s. 25 is what it feels like in philadelphia. 23 degrees in wilmington and with that wind at wildwood, 28 degrees. nowhere does it feel warm this morning. it will be one of those days that feels cold all day long. the wind will be blowing, 22 miles an hour at 11:00. by 2:00, we'll see more sunshine. the clouds will finally break and the temperatures will peak

at 40 degrees. not a huge warmup. there are changes ahead for the weekend. your neighborhood by neighborhood forecast when i'm back in ten minutes. it's a friday. jessica boyington watching your first alert traffic. >> we have an overturned tractor-trailer right now on 78 westbound around 309 southbound. this is just brand new in to our systems and no police activity on the scene yet. no word of exact road closures since there are no police on the scene. right now no word of injuries. we do know a few vehicles were involved and now there's an overturned tractor-trailer on scene as well. we'll keep you updated on 78. expect delays. in ocean county, new jersey, another overturned vehicle on route 309 southbound blocked at mathistown road. watch out for police activity there on the scene. that's been out there for quite some time. the pa turnpike, no problems there. we are still in the green. 22 minutes westbound or eastbound from route 1 to valley forge. now to breaking news, a germantown restaurant is

destroyed after fire ripped through early this morning. flames shot through the roof and it took firefighters about an hour to put it out. >> nbc 10's drew smith is live on west chelton avenue this morning. the flames appear to be out but they're still spraying it. is that just hot spots? >> it took about an hour for them to get it under control. it's been five hours where they've been out here keeping an eye on the restaurant, dousing it with water. they've got two trucks out here still and they're concentrating the effort on the back en"ç of the building. those heavy flames ripped through the roof at the house of gin restaurant beginning around 1:00 this morning. the smoke billowing out into the air at the corner of west chelton and pulaski avenues. we saw the firefighters smashing windows at one point trying to get access to the fire inside. nobody was hurt. the fire marshal left without commenting to us. the fire department is out here

on west chelton street. they have this section of the road blocked off. if you are heading out in this area of germantown, it may be a good idea to avoid it. live in germantown, drew smith, nbc 10 news. >> donal, donald, relax. >> i'm relaxed. you're the basket case. >> another heated republican debate last night. while there were five candidates there, these three took center stage for most of the night. with donald trump fresh off large victories in south carolina and nevada, marco rubio and ted cruz took the gloves off last night. >> it was the final debate before next week's critical super tuesday contest. the gop candidates battled each other in last night's gop presidential debate in houston, texas. the pressure is on with the multistate super tuesday primaries and caucuses coming up in just four days. so marco rubio and ted cruz took aim at front-runner donald trump. he fired back. >> you say crazy zealots.

are you talking about you, crazy zealot? give me a break. >> i watched him repeat himself five times four weeks ago. >> i saw you repeat yourself five times five seconds ago. >> john kasich and ben carson stayed out of the fray and most of the picture for most of the time. now to the next showdown for the democrats. >> hillary clinton and bernie sanders will compete in tomorrow's presidential primary in south carolina. clinton capitalized on her advantage with african-americans in south carolina. she wrapped up a day with a town hall meeting in north charleston. bernie sanders focused his attention on key battleground states in the midwest. he made stops in ohio and michigan at this rally in chicago. sanders says he's not writing off any of the deep south states. our local primaries are still months away, pennsylvania or delaware, april 26th. if you live in new jersey, your primary day is june 7th.

remember, download the nbc 10 app for everything you need to know about decision 2016. it's a free download. and new information this morning in a deadly mass shooting in kansas. this morning, police areç sayi five people are in critical condition. last night that number was double. four people are dead and a total of 14 hurt after a shooter went on a shooting spree about 30 miles north of wichita. nbc 10's matt delucia has been checking on the new developments from overnight. he's got details. >> reporter: i've been checking in with our nbc affiliate in wichita, kansas, to get updates on what has happened. there's a massive police presence outside the excel industries plan in the heston, texas after a gunman entered the complex and opened fire. witnesses say the suspect, an employee of the plant, was armed with an assault-style weapon and handgun. four dead, including the gunman, all of them and most of the wounded were shot inside the plan the. the suspect also shot three

people while en route to the facility. >> people were screaming, people were crying. we just didn't know what to do. >> they describe a chaotic scene. now to what happened overnight. police searched the home of the gunman, early reports from neighbors led authorities to believe that more victims were a possible second shooter could be inside the home. teams eventually forced their way inside the home to find it unoccupied. the sheriff late last night spoke about the efforts to stop the shooter in the plan. that man was finally shot and killed by a police officer. >> it took fire. he went inside of that place and saved multiple, multiple lives. a hero as far as i'm concerned. >> and more details are coming out of kansas. we're also learning more about the suspect and the victims. we're expecting more information throughout the day. tracy? 6:07. new this morning, one man is in the hospital, another in jail after a shooting. police tell us they're brothers. investigators say just before midnight they got into a fight and one shot the other in the

chest. this morning, dogfighting is at the center of an animal abuse investigation at a home in germantown. the spca found seven dead dogs at the house on tuesday. when nbc 10 crews arrived on the scene yesterday, we discovered even more suspicious conditions across the street. so we tipped off the spca and they searched the area and found three more pitbulls dumped in plastic bags. officials made animal cruelty arrests at this house in 2013 and 2014. they believe the vacant home is still being used as a venue for dogfighting. >> animal fighting and the breeding of these dogs, it's big money in it. okay? a lot of money in it. >> officials founded two dogs alive at the home. the pennsylvania spca is taking care of them. now your nbc 10 first alert weather with meteorologist bill henley. >> eight minutes after 6:00. cold is making acomeback this morning. it's riding in on some gusty winds.

we've seen winds of more than 30 miles an hour this morning. it feels like it's in the 20s. this weekend, though, we'll get a warmup. on track with lots of sunshine, too. today starting off with clouds or right now, doylestown, 29 degrees. philadelphia is at 34. that's a bit colder than it was when when went on the air at 4:00 this morning. down to 36 degrees in millville. you can see the wind blowing the flag in center city. that really hasn't changed much this morning so far. and i don't expect it to change much during the day. the temperatures down to 29 degrees in doylestown. 34 in wilmington and 34 degrees in toms river. in bucks county, just above freezing for levittown. in warrington, 31, 30 in perkasie. bundle up this morning. you'll need your sunglasses at some point. we won't be able to ditch the winter jacket. the future gusts at 7:00 this morning, wind gusts of 27 miles an hour in philadelphia. they'll stay with us right into the late morning hours and not

much relief from the wind at 4:00 this afternoon. winds gusting to near 30 miles an hour in the pocono mountains and just shy of 25 miles an hour in philadelphia. that what's doing for thus morning is blowing clouds in and those are coming from snow showers that are in central pennsylvania. watching a few spots in northeastern maryland which might see a flurry or two. but those snowflakes are falling into dry air. most of them are evaporating before it hits the ground. sunshine, it won't make for much of a warmup, bethlehem, 34 degrees, 36 degrees in fleetwood and pennsburg. the wind will be blowing in new hope, morristown, just barely up to 40 for smyrna, millville and ventnor city. wind chills, temperatures near 40 in wilmington, philadelphia and berlin, new jersey will feel 10 degrees colder during the day today. big changes ahead for the weekend. the seven-day forecast and the

timing of the warmup when i'm back in ten minutes. 6:11 this friday morning. looks like we have an accident in first alert traffic center. >> first alert traffic reporter jessica boyington has details. >> it's in the lehigh valley, involving an overturned tractor-trailer. a few other vehicles involved as well. we first checked in with this scene, there was no police activity on the scene. not a lot of details surrounding it except that it's at 78 westbound right around 309 southbound. so no word yet of closures there. we will keep you updated for sure. here's 295 in west deptford in new jersey, route 130, no problems in either direction. delay, southbound from the 42 freeway, headed to the delaware memorial bridge. once you are in delaware, new castle county, this has been in effect since yesterday because of flooding, airport road was closed, remaining closed between 95 and 202. a philadelphia police officer says he was threatened while just sitting in his cruiser.

it's 6:15. 35 degrees and look at this video. police watch the your help to solve a deadly drive-by shooting caught on camera. this is delaware county and you can see the van pull up to the car on third street in chester. this happened wednesday. you see the gun being fired from the open door. the victim died at the hospital. if you recognize the van or the gunman, call chester police. from our delaware bureau now, 25 state troopers are now wearing body cameras. it's part of a pilot program to

evaluate different types of cameras. the goal is to enhance transparency and accountability and maintain public trust. that's exactly what police in tampa are hoping to do by releasing new body cam video. >> the tampa police department has released a collection of clips to show the public the different challenges officers face on a daily basis. one clip shows a foot chase that started with the suspect running straight through a plate glass door. another shows a driver constantly flick iing ashes on officer during a traffic stop. >> i've got him cornered. >> i got you. i got you. >> in this clip here showing an officer and perfecteding a different kind of suspect, a baby alligator. the department says that when you see body camera video on the news, it's often collected -- connected to something negative. they want to have people know

those are rare incidents that don't capture the majority of the policeç work they do. to see all the police encounters go to the nbc 10 mobile app. new information about a crash at philadelphia international airport nearly two years ago. and the ntsb says it was pilot error that caused the u.s. airways to crash. a passenger shot this video after the incident in march of 2014. according to the ntsb, the captain took off but once the plane was airborne, he realized that was a mistake. procedures had not been followed and a key piece of information had been inputted incorrectly, ultimately investigators blamed the pilot and co-pilot. a spokesperson for the airline says it has made changes to procedures and training programs. 6:17. we continue to watch that problem in the lehigh valley on the roads. >> jessica boyington bring us up to speed. >> we have a few accidents to talk about this morning. the lehigh valley accident scene, we'll update you on that in just a minute. in limerick, accident on west

cherry lane and limerick center road, now over to 78 in the lehigh valley, an overturned tractor-trailer involved with a few other vehicles there as well. that's headed westbound around route 309 southbound. no word yet exactly where. you can actually see on 78, no big delays behind that at this point. lanes could be getting by. earlier when we checked there was no police activity on the scene. we weren't exactly sure of those lane closures. it's definitely there. because there's an overturned tractor-trailer, there probably are significant impacts to your morning. schuylkill expressway, no problems either direction. still in the green. from the blue route to the vine street expressway, 13-minute trip. new jersey, some construction will be on until 1:00 p.m., until this afternoon on the garden state parkway southbound between the ac expressway at exit 3le and north field at exit 36, the right lane will be closed. more updates on these scenes when i come back in the next ten. now your nbc 10 first alert weather with meteorologist bill

henley. >> 19 minutes after 6:00. it's a colder start this morning. we have clouds moving through the area. there's a chance you'll see a flurry most of the day. it will be dry and in fact we'll get sunshine. you see we're in twilight right now, sunrise in less than half an hour. we'll get sunshine this afternoon. it will be a cold one today. the wind blowing making it feel even colder. here's your hourly forecast. at 8:00 this morning, 32 degrees. warm to 38 by lunch time. it doesn't go much warmer than that. when you factor in the steady wind that will be blowing all day long, it's going to feel like it's about ten degrees colder through the day. by 6:00 this evening, the wind chills are back in the 20s. in the pocono mountains, skies are nice and clear. a few scattered clouds, making snow, taking advantage ofç the cold. it feels like it's in the single digits in the mountains, 5 for mt. pocono, 18 is colder than at 4:00 this morning. 19 in trenton, philadelphia feels like 24 degrees, now in

the low 20s for feels-like temperatures in burlington county. wildwood, the wind stronger there, temperatures cold enough, feels like 22 degrees right now at the shore. here are the clouds, they're starting to break. you see that on the camera from camelback and the sunshine breaking through. we'll see more of that as the day goes on. if you're looking for snow showers, a few of them in northeastern maryland, if you're heading down 95, you might see a flurry or two. the snow showers have been tapering off even in central pennsylvania. we'll see clouds to start with. they will break for sunshine an a little bit of a warmup. look at the wind, still there at 22 miles an hour. 11:00, bright sunshine at 2:00, 40 degrees. that's as warm as it will go in philadelphia today. tomorrow, more sunshine. the seven-day forecast has a cold morning. but a big warmup in the afternoon. 45 on saturday. if that's not warm enough for you, maybe you'll enjoy sunday. 60 degrees the high temperature. the mild weather stays with us in spite of a chance of a shower

others plan similar rallies around the country. here in philadelphia, a committee called monitoring hollywood met last night at temple university. journalists, actors 'filmmakers talked about the philly perspective on how african-americans are underrepresented in hollywood. they reacted to this year's oscar nominations and called for changes. >> the academy needs to be more die veshs. and i know they're making efforts to make it more diverse by 2020. why can't it be done next year? >> we have to continue to talk about this on aç regular basis. this issue can't be something that can only come up during awards season. >> organizers of monitoring hollywood say it's also important for the academy to diversify its membership to include more african-american filmmakers. >> 6:22 and 35 degrees in philadelphia. felony sexual assault charges pending against him, bill cosby dropped one of his civil defamation lawsuits for now. we'll tell you who that lawsuit was against and why his lawyers say it's a strategic move.

in the legal fight over a court order requiring apple to break into an iphone. good morning and welcome to "nbc 10 news today." i'm vai sikahema. >> i'm tracy davidson. let's get right to meteorologist bill henley with his first alert forecast. >> it is a cold morning. you'll need to bundle up today. the wind is blowing in and riding in on that wind is the cold air that will stay with us all day. what will also be happening is the clouds that are overhead right now? they'll be clearing out, already seeing sunlight this morning. 32 mile-an-hour wind gusts and everybody is feeling it this morning. that's giving us wind chills in the teens and 20s. 18 is what it feels like in allentown. 25 degrees in philadelphia and look at the cold across delaware and south jersey. you'll have to bundle up today. we'll see more and more sunshine as the day goes on. no huge warmup, 37 degrees at 11:00. by 2:00 this afternoon, bright sunshine and 40 degrees. that's about as warm as it's going to get. some areas will get warmer than others. i'll go through the forecast neighborhood by neighborhood

when i'm back in ten minutes. jessica boyington has your first alert traffic. >> that's right, bill. we have several things actually starting to happen. i think i got ahead of myself when i started to say fridays are some of our easier days. right now we are looking at 95. this is right around street road on the southbound side. you can see several vehicles involved here in an accident scene, headed southbound. a lot of traffic actually being blocked off at this point. only one lane getting by. you can see we have ambulance on the scene and several vehicles involved there as well. also getting word out in delaware county, in chester township, actually where skyforce 10 is approaching the scene of concord road and incinerator road due to a downed pole and wires, making that road completely impassable right now. we'll have more when i come back in the next ten with our skyforce 10 over the scene and our live cameras. a germantown restaurant won't be opening today. flames jumping through the roof,

lighting up the sky in germantown this morning. >> nbc 10's drew smith is live in germantown right now. firefighters have been there for more than five hours now. >> yes. it has taken a long time to try to make sure that the remains of this restaurant here don't reignite. as you can see now, this is all beginning to shift intoç a cleanup operation. the sun is coming up. you do have a better look at the destruction here at the house of jin. firefighters had to break the windows to get water inside while this fire was raging after 1:00 this morning. flames were burning through the roof when the fire trucks pulled up. we're told this fire spread quickly and it took a full hour to get it fully under control. the fire marshal's office used a nearby deli to conduct brief interviews. right now we're not sure what caused this. the good news here this morning is that no one got hurt.

we're live in germantown, drew smith, nbc 10 news. >> thank you. philadelphia police officer tells nbc 10 about coming face to face with a man who threatened to blow his head off. the man approached his cruiser wednesday night at a park in south philadelphia. officer michael edwards says shareef haines tried to barricade him in the car. >> at that moment he pushed my door shut with his body weight with both of his hands still in his pants. i didn't know if he had a weapon, a nice or a gun. >> the officer managed to get out of his car, draw his gun and confront haines who made a shooting gesture with his hands. that's when police say a backup officer arrived on the scene and tasered the suspect. the officers arrested him. this case comes about six weeks after a gunman shot philadelphia police officer jesse hartnett at pointblank range. three bullets hit hartnett in his arm and he's had a number of surgeries since then. police say the man who allegedly carried out the assassination attempt had pledged his allegiance to isis.

that suspect, edward archer remains in jail without bail. he's charged with attempted murder. a hospital in atlantic county is warning dozens of patients they ma may have been exposed to hiv. shore medical center in summers point sent out letters to 213 patients last week. the center warned them they could have been exposed to hiv or hepatitis through contact with the blood of a former employee. we spoke to a patient who got a letter urging her to get tested for hiv and hepatitis b and c. >> hysterical. i called my daughter crying. i says you're not going to believe this letter i just received in the mail. >> authorities arrested frederick mcleish for allegedly taking morphine out of vials administered to patients and replacing it with saline solution. the risk of eninfection is low. they're just asking patients to get tested out of an abundance of caution. 6:35. bill cosby is dropping his defamation lawsuit against supermodel beverly johnson.

cosby's lawyer says he's letting the suit go for now to focá] o the criminal charges he faces in montgomery county. he's charged with drugging and sexually assaulting a temin university employee at his home in 1994. his attorneys plan to refile the case. a camden county forth graurder is behind an effort to help the people of flint, michigan during the ongoing water crisis there. >> i was able to get washed, brush my teeth and drink clean water. there are kids in flint, michigan, that cannot do those things. >> kinicki thompson is her name. she made that video and posted it on to her youtube channel. several businesses in deptford helped her cause out by donating water and printing flyers. kinicki and her father drove the water hundreds of miles to flint after her father got permission from his employers.

a few scattered clouds. the clouds have started to break. that's a good sign. we'll see that continuing. we will get sunshine today. look at the steady winds, 23 mile-an-hour winds in allentown, 20 for philadelphia and wilmington. and that's giving us wind chills in the teens. the wind gusts at noontime will still see the gusty winds. they really won't die down during the afternoon. it's overnight tonight that the wind speeds will finally come down, this time tomorrow morning we'll have an 8 mile-an-hour wind. right now we're watching clouds blow through. there were snow showers in central pennsylvania. snow flurry or two this morning in chester county. you can see northern chester county and southern chester county. those will be clearing the area. we'll see sunshine and the temperatures will climb a little bit today. 30s forç fleetwood, pennsburg d morgantown. sunshine this afternoon. the steady wind will be blowing in souderton, morris and norristown. rehoboth beach at 39 degrees.

just up to 40 for smyrna. sunny skies after morning clouds for malvern, philadelphia and berlin, new jersey. high temperatures fairly steady this afternoon with those winds still with us into the afternoon hours. but the warmup is still on track for the weekend. i'll have the timing of those warmer temperatures when i'm back in ten minutes with the seven-day forecast. 20 minutes before 7:00. it was a rather quiet morning, suddenly it got hectic on the roads. >> 95 an accident, 95 south. jessica has been watching that. >> a lot of things going on on 95 actually. right behind me is 95 northbound around girard avenue. up ahead, we have a vehicle accident in here with police activity on the scene. that's why you can see the major delay even headed northbound. watch out for the off ramp on 95 northbound, that's also closed for construction. added volume as well. the vine street expressway to

woodhaven road, a 23-minute trip. on the southbound side around street road, emergency personnel on the scene and we do have two lanes moving by but there are big delays behind this. southbound from woodhaven road to the vine street expressway, we're only just a little bit slow with a 19-minute trip there. speeds in the 40s. behind this point, we're slow. out in the lehigh valley, there's an overturned tractor-trailer. this trailer is over on its side on 78 westbound around 309 southbound. one lane getting by. 20 minutes before 7:00 right now. people knew him as an honor student who was active in his high school. >> police arrested him saying he's an impostor. what he's charged with and who police say he really is. a mansion burns down in historic newport, rhode island. we'll tell you about the philadelphia connection to this mansion and which first lady spent the day before her wedding at this home.

in one corner it's tech giant apple and in the other, the federal government. a lot of people are interested in the fight becauseç it could set the tone on privacy issues. >> now the legal battle is intensifying. nbc 10's matt delucia is live in the digital operations center. matt, apple fired back against that court order. what did the company say? >> they expected this, tracy and vai. the tech join the accused the federal government of seeking dangerous power through the courts and trampling on the company's constitutional rights. apple filed its objection yesterday against the order requiring the company to build a tool that would bypass the pass code of one of the san bernardino shooters. apple says being forced to do that would violate their first and fifth amendment rights. federal authorities want april toll unlock the device. they want to see what's on that phone. james comey says the battle with

before starting your day. >> drew smith is live in front of a restaurant destroyed by fire. good morning, drew. >> good morning. take a look at what's left of the house of jin restaurant. you can see all the glass shattered out front. while you can see the walls, the roof is actually all gone. the fire burned right through it. firefighters spend an hour trying to get it under control this morning and several more hours separating the building with water as it kept reigniting. fire investigators are trying to figure out what caused this. the restaurant will not open today. it is ruined. drew smith, nbc 10 news. good morning, i'm matt delucia live in the digital operations center, following the developments in kansas this morning. four people are dead and more than a dozen injured after a mass shooting at an industrial plant. witnesses say the suspect who was an employee of the industrial plan the where this all happened was armed with an assault-style weapon and handgun. four dead, including the gunman. all of them and most of the

wounded were shot inside the plan. the suspect also shot three people while en route to the facility. the police searched the gunman's home overnight. we'll be keeping an eye on the details as this investigation continues. live in the digital operations center, matt delucia, nbc 10 news. taking a look at some of the other top stories. a harrisburg high school honor student was actually a 23-year-old ukrainian national using a fake i.d. police say his visa expired and was able to get his hands on a pennsylvania license. he's charged with identity theft and tampering with public records. a philadelphia police officer tells nbc 10 about coming face-to-face with a man who approachedç his car and sa i should blow off your head. the officer managed to confront the man, then a backup officer arrived and tasered the suspect. shore medical center in summers point is warning more than 200 patients they could have been exposed to hiv or hepatitis. they're asking them to get tested as a precaution after
