against richland county's penny tax program today - the south carolina department of revenue is accusing the program of wasting away millions of dollars. sam bleiweis has more. sam? the dor claims it has uncovered millions of dollars in potential fraud, waste and abuse - and it's giving the county 30 days to bring the program into compliance. the agency is accusing the program of misusing penny tax dollars for programs that have nothing to do with transportation tax projects, failing to conduct audits that are required by the county's own ordinances, as well as excessive payments to pr firms that were involved in efforts to pass the penny tax in the first place. in it's report to the county - the dor says that the penny tax program as it exists today, quote: "...fails to comply with state law and is full of wasteful expenditures and conflicts of interest created by inadequate procurement safeguards. as a result, millions of dollars of penny tax revenue is being spent improperly." a portion of the statement just released from the
says quote: "the public trust is tantamount, and every effort must be taken to safeguard that trust. our commitment to the integrity of the program is the main reason why county officials have fully cooperated with the sc department of revenue and its in-depth audit of the program." this report comes three months after a state audit found evidence of illegal activity by individuals and companies associated wtih the penny program. that led to charges against county council member - kelvin washington- and city of columbia council member -brian newman. if the county does not take action, the dor letter states that the department is prepared to enforce the state's tax laws. the democratic primary in the palmetto state is tomorrow. and bernie sanders and hillary clinton square off ...battling it out for votes. clinton is holding a rally at s.c. state university. and sanders is speaking with supporters at claflin university. that's where we find billie jean shaw. bernie sanders will host an hbcu stop and rally at claflin university in orangeburg. he'll talk about making college

officials sayayanser died at the scene and an autopsy showed he died from suffocation due to a crushing injury. the richland county coroner's office and osha continue to investigate. new jersey governor chris christie endorsing donald trump's presidential bid is making headlines. christie says there is no one better prepared to lead the country in the republican 2016 race. the endorsement gives trump a boost as he heads into super tuesday. as we take a look at the democrats' race to the white house there are many similarities among the top contenders - hillary clinton and bernie sanders. itt's their differences that seem to divide democratic voters. on the issue of guns, sanders says he believes in the 2nd amendment and that gun control should be a state issue. clinton, however, takes a harsher stance and says if congress won't act -- she would take executive action to require citizens selling guns to abide by the same rules that apply to gun stores. clinton also takes a hands-on approach to foreign policy. she believes america should take lead to make the world safer. sanders however says america should not police the world, although he agrees with destroying immediate threats like isis. on saturday, democratic voters in south carolina will see not two, but three names on the ballot.
