nbc's kelly cobiella is in london with more. kelly, good morning. >> reporter: sheinelle, good morning to you. it is now dark in tainan and more than 800 soldiers are helping to search for the missing. they were in the huge apartment building. some infants. the apartment building is 16 floors and basement. people who got out say they could hear their neighbors calling for help. >> reporter: one after another, rescuers pulled babies and children from the collapsed concrete. mothers too. clearly injured and in pain. this was the 16 story apartment building. more than 80 families living inside. now the focus of the massive rescue effort. the bed shook. everything toppled this woman said. she and her husband made it out on their own.
7:04 am
many did the same. the quake struck when people were sleeping. >> i was awakened by the violent shaking of the whole building. the quake began before 4:00 a.m. my 7-year-old was in a different room. we could hear her crying for us and we could not get out of her beds to walk to her. >> reporter: the 6.4 earthquake was strong and shallow. by dawn, its impact clear. multi-story buildings tilting. cars crushed under balconies. dozens hurt. dozens more trapped. this morning, the biggest rescue effort is here at the wegwan building. rescuers pulled more than 200 from the rubble. even family pets. they are still searching for survivors here and across the city. already, there are questions if builders cut corners on the high-rise. the focus is now on recovery efforts.

it. meanwhile, today, sanders and clinton have a busy day of campaigning ahead. >> kristen welker, thank you. >> alice jordan is here with us. kornacki is here with us as well. good morning to you. >> steve, let's start with yourt with donald trump. a commanding lead in new hampshire. some polls show him flipping nationally. he skipped the debate inbut expected to be on the stage tonight. let's talk about what he has to do. is new hampshire a for trump? >> i think it pretty much is. the 13--point lead, the eight day stretch is the most volatilet days in american politics. you remember hillary clinton and barack obama, she was trailing at this point in new hampshire by double e back and won on primary
7:12 am
the cliche is a lot can happen in a short period of time in that is true this week. we have seen marco rubio starting to move up significantly in the polls here. donald trump is maybe sliding back a not growing. if you are donald trump and lost iowa and turn around and follow it up with a loss in new ially after leading, it is really hard to see how he can jump start his campaign in later stages. he needs to put wins on they or seen to be beating expectations steadily to stay viable in the later contestse out with a win tuesday or he is in trouble. >> alice, steve mentioned marco rubio. up six points in a recentu have the outsider candidates or so-called outsider ted cruz and donald trump going after him tonight. you also have kasich and christie and governor bush as
7:13 am
how big is the bull's-eye on marco rubio's back in the debate tonight in new hampshire? >> he is the one they have to he is cutting into the vote margin. especially for christie and kasich. it is make or a poor showing. he is probably out. kasich has about 2.5. doesn't look good for him. kasich has put all resources in he does have the best ground game of anyone. he could surprise a bit. >> and steve, let's talk about moment. enjoying a commanding lead in new hampshire. new hampshire has been kind to the clintons. with bill clinton in the past. his illary clinton in 2008. so is there any sense that support will perhaps turn out on tuesday and give clinton aise victory? >> i think there is an expectation this will tighten. you have polls showing betweennts for sanders. most people think that will tighten. when you look at the clinton
7:14 am
coming back and winning in 2008, but the other one was bill clinton in 1992. we remember new hampshire as the state that made him the comeback what we forget is he actually lost new hampshire that night by eight points to paul at is how he called himself the comeback kid. that is something to keep in mind. i think the clinton campaign would like to get out of they would like to drive the deficit into single digits. they like to close with some momentum. they like to be able to tell the media, look, from next door. he is from vermont. a huge advantage there. there is not a huge advantage to being from vermont here inire. that is another story. they will say that. they want the media to put an asterisk on it. to say we beat expectations. >> elise, quickly. after new carolina primary. hillary clinton doing very well
7:15 am
do very well around the south as well. after new hampshire, is there a path for>> i think it just depends on how successful bernie is at expanding his message beyonite voters and if he can reach more diverse audiences. so far, he hasn't been successful. >> it is exciting to watch.e and steve, thank you for talking with us this morning. several authorities are holding a michigan man who they say was plotting terrorist attacks in the name of ederal complaint alleges the 22-year-old planned attacks on police and area church. he has been under since may with agents following his gun purchases and social media accounts where he described acts of terrorism, including he is in custody on weapons and drug charges. excitement is building in

that could kind of storm. the snow just dumped on rhode island and this is in rhode island and connecticut saw steady snow. we had higher elevations in connecticut and massachusetts pick up nearly a foot of snow. really seen this driving conditions all that much this winter. it was tough for the cars to get used to that and getting used tohe snow. we will see a lot of the snow melt away. we have the ridge in the jet stream to start to build in and help temperatures warm above we should get into the 40s and 50s especially as we go into the next couple of days before the next storm system begins to work
