cuba are charter flights. soon commercial airlines could start bidding for 110 u.s. cuba flights a day. some will likely be from this airport. the airlines are bidding over the next two weeks. last year nearly 74,000 people traveled from tampa to cuba. i'm also digging deeper to figure out how the upcoming election could change our relationship with cuba. republican presidential marco rubio and ted cruz have cuban roots and vow to cut cuban ties if elected. they say they have seen no change in cuba's oppressive regime. president obama said cuba is making big strides. today we'll learn if the flight to cuba could coincide with the

i'll be back with that part of the story at 6:30. senator ted cruz is responding to donald trump's threat to sue him calling a lawsuit frivolous. trump is upset over an ad being run by cruz saying donald trump is pro-choice. >> if you want to challenge this ad file a lawsuit. >> in a statement trump said he is pro-life and would not support taxpayer funding for planned parenthood. south carolina governor nikki haley was born from immigrant parents and they would be proud of her backing marco rubio. marco rubio is behind trump and cruz in recent polls. the pope is on his way to the vatican after wrapping up a

he delivered a blunt message of solidarity with migrants by urging people to put a human face on victims instead of thinking of them as statistics. apple has refused to comply with a court order to unlock the i-phone belonging to one of the san bernardino killers. google is siding with apple in a series of tweets saying the move could set a troubling precedent. >> i would be outraged if in the future it is used in other ways. but this is an investigation into a terrorist attack.

killed seven people in the terror attack. in a few hours tampa city council will be discussing decriminalizing marijuana. this isn't just about recreational users. >> reporter: that's right. this is about 20-grams of marijuana looks like. it is the most this proposed ordinance would allow before it becomes criminal. councilman says this could be a big help for people who use weed for medicinal purposes.

he was arrested last week in his involvement in the armed standoff. this indictment is because bundy owes a million dollars for fees and penalties for letting cows graze illegal on his nevada ranch. the military is falling short in treating war-related stress. that's according to a new study just released. researchers found a third of troops with ptsd are receiving sessions. v.a.

suicide hotline after a report shows some callers weren't getting immediate assistance. in 2014 the crisis hotline received a 40% increase. some centers tried shifting staff peek call times between 10:00 a.m. to 10:00 p.m. relief could be coming from homeowners in ybor today. several of them begged city council for help with a large number of sex offenders living close to their home. today city council members are talk about a new ordinance to spread sex offenders to other part of the city and forcing sexual predators to live a thousand feet from police stations and fire stations. a reminder that hackers can attack anyone.

michigan governor says it will take a month or so to figure out which pipes are connected to homes in flint. snider is hoping once the pipes are identify they can be replaced. the mayor of flint says she expects pipes to be replaced next week. flint has been under a state of emergency after corrosive water enters the water supply. babies are likely to be miserable when their teeth are coming in. it should not make them sick. a sight rise in body temperature is a common symptom with teething. anything over 100.4 is considered too high. look at this 11-year-old dangling 30 feet above the ground from a ski lift. he started to slip and was hanging on by his arms. this is in british columbia a couple days ago. after six minutes he fell into

i don't know what i'm doing. i can't find anything just when i think it's just not going to work. this woman that works there comes over and asks can i help you? and he was so happy, to do it amazing right? i never would have expected would have thought that anyone would find that do that. make that go out of their way for me. right then, right there i couldn't believe it he was so helpful i know it's such a small thing little thing. simple thing but it made me smile made me happy made my day share your story.

cuba at the same time as the president. >> reporter: that's right. we already seen significant things in tampa like these charter flights being taken off to cuba. they put up the signs a couple months ago to advertise the new flights. what is more significant is that the tampa bay rays could be the first team to play in cuba since 1999 and we are finding out they could be there at the same time as president obama. what we know about the rays is they are planning to go on march 22nd. they are going to play the cuban national team. they were chosen at random when an mlb commissioner chose a ball from a bin. the rays are excite about the extra visibility this will give them. we should know in a few hours what president obama's travel plans will be. a white house official confirms the trip will happen in mid march. that's why we are thinking it could be around the same time,

get on a flight to cuba at some point and see this country that's foreign to so many of us they are going to extend more cuban flights. these are just charter flights. all the commercial airlines are bidding on 110 flight a day to bring you there more easily. two giant tech companies are questioning the government's court order to break into the i-phone of the san bernardino killers. apple and google say the invasion of privacy could have negative consequences. republican presidential canidates say apple should comply. apple plans to file an appeal next week. pope francis wrapped up a

the pope visited some of the country's most poorest and most dangerous areas. today city council could take steps to make tampa the next city to give out fines instead of jail time for marijuana. 10 news reporter emerald morrow is live at tampa city hall. tampa police are also involved in this effort. >> reporter: this morning we are expecting tampa police to give a report on how this proposed ordinance will affect the city. the legal department drafted an ordinance. we expect tampa police to hone in on what resources an ordinance like this will require as well as how to make it work without conflicting with state or federal laws. the big picture is how will giving out civil citations instead of jail time impact our criminal justice system.

criminal justice system for a small amount of marijuana for the first time is overly harsh. there ought to be a way to move toward a more compassionate and smarter way of dealing with people. >> reporter: right now penalties start at $75 for the first offense and go up from there. if you don't pay within 30 days you'll be back in the court system officials were trying to keep you out of. if this moves forward within city council this could become law in the city as early as april or may. live in tampa city hall emerald morrow 10 news wtsp. a local road rage run in leads to gunfire. a river view couple tells 10 news their wednesday morning commute took a terrifying turn. the man cut off the couple's car. when they confronted him he opened fire. bullets hit the side of the

>> i said hey you almost hit my car. he rolled his window down. he never said a word. he just shot three times. then i ducked and said oh my god he is shooting. >> deputy spotted him a short time later and found the gun in his car and arrested him. coming up on 6:35. one person is dead. two people are recovering in the hospital after a bizarre accident in the los angeles area. the driver of a pickup truck was watching two other cars get in a crash before slamming into the power pole. three transformers came down on the truck killing the driver. the power in the area was shut off. a school bus caught on fire in mobile, alabama. at the time there were 15 student on the bus. they were able to get out on time. no one was hurt. fire started in the engine. when the driver noticed smoke coming from underneath the hood he was able to get everyone off

new evidence this morning on the zica virus shows the virus can infect a fetus. researchers detected the virus in the amnomic fluid of two women. law enforcement in d.c. says gangs of teenagers are to blame for a string of recent attacks at metro stations and bus stops. there have been eight attacks since november. some have been violent.

saying four teens set out smoke bombs. cleaning crews in nasa disinfected bags holding thousands of pounds of cargo. this was a precaution after test found common black mold on two bags. nasa is investigating the source of the mold. this morning there is a battle on the beach over tax money. legislations are looking to take bed tax. people want to keep the money for marketing and beach renourishment. >> when our visitors come here they pay more than a bed tax. they pay a sales tax. the more visitors that come the more sales tax is paid. >> last year a record amount of bed taxes were collected in pinellas county totaling over $39 million. babysitting used to be a job to pick up a few extra bucks. it is becoming a big business. >> sitters are earning an

is on scene there. i will get you an update once i find out the severity of the yours. so far so good on the roads. live look at sky 10 on i-275 in hillsborough county. this is at fowler avenue. we are picking up for morning rush hour. you can see lots of head lights and stop-and-go traffic into downtown tampa from the apex down to i-4. you are at 20 minutes for a drive time. about a five minute delay right now. the rest of our majors i-75 is slow going south toward s i-4. also the veterans expressway down to 24 miles per hour passing gunn highway past linebaugh avenue. looking in sarasota county things are quiet. a drive time for you on i-75 from i-275 to university parkway you are still holding on to 13 minutes. speeds 68 miles per hour. that is a good drive time. if you have a problem on the

a patch or two of fog. this is wesley chapel. great visibility out there this morning. clear skies. you can see that on the satellite picture here. that means we'll have a lot of shine. you'll want the pack the sunglasses in the car. you'll need them after 7:06. there is the forecast model today. it is another quiet weather day out there. north easterly winds. the temperature difference from the land to the water it is a surge offshore. boaters we have 50 knot winds offshore. that will come down during the day. this afternoon we'll have better boating conditions. for everybody else on land we are looking really good. we'll start in the low 50s and go to 74 degrees for a daytime high today. beautiful one. yesterday we were about 73. we are in the same ballpark. we'll keep the northeast winds 5 to 10. tonight we'll fall back down through the 60s for the evening hours. then into the lower 50s and upper 40s again tomorrow

the air mass stays relatively dry. i don't think fog will be an issue for friday morning. could see more by saturday and sunday morning. 76 on saturday. we are talking mostly sunny. same thing on sunday. 77 degrees. lows will come up a little bit over the weekend. the warmer air is back out to our west. that's what is going to be moving in. it is building in parts of the desert southwest. especially in texas and oklahoma the next couple days. it warms up in the northeast. by monday and tuesday we are warm. late into tuesday night and wednesday another front comes through. that will push the cooler air here. that will take these 70s away. we end up back in the 60s for wednesday and thursday of next week. look at that. between now and monday and the weekend upper 70s to near 80 degrees away from the water.
