i'm christine romans. three violent inmates escaped from jail and the woman who helped them is in court today. the three are in custody now. one turned himself in on friday and the last two were arrested after someone saw their van in a whole foods in san francisco. we get more from dan simon. >> reporter: christine, they say if you see something, you should say something. that came into play here at the ashbury neighborhood in san francisco. someone in the area recognized the two fugitives and called police. >> i knew it was more than a homeless person. >> someone saw something and notified an officer. that notification led to the apprehension of the suspects. >> i can say this morning the entire state can breathe a sigh of relief because we have the other two dangerous individuals back in custody where they should be. >> reporter: authorities offered a $200,000 reward for information that led to the fugitives capture. the sheriff in orange county says the witness deserves part of the reward. >> dan simon

christine romans from cnn money joins me now to really put some reality checks on this. because i read the piece that cnn money did today and my head was spinning. there is a possibility here, if you crunch the numbers, that this kind of a plan -- just for the health care, could add to deficits between 3 and $14 trillion? >> right. so the campaign says they're going to be able to raise taxes on, for example, investors and on high net worth individuals and on the middle class, raise taxes for everybody, and be able to pay for this. the number crunchers at the committee for responsible federal budget says no. best-case scenario, there is a $14 trillion hole. and here's what's so interesting about this. you're talking about a top tax rate of 85% for the richest americans. 85%. which even some liberal economists say that starts to -- that's not great for the economy to have such a high tax rate there. >> because the rich folks who say you're taxing me at 85%? i'm out of here. i'm going to stop working or i'm moving to the bahamas. >> also the taxes on investment income. just

romans is calling a bear market. so christine the bell is about to ring. >> if we see the weakness we expect this morning the nasdaq will officially enter a bear market. what does that mean? it means it would be down 20% from it's recent peak. last year. 20% decline for tech stocks. look at names like amazon and others, they are down 25%, 30%. some of the big names likely in your portfolio. it is not a bear market yet though for the s&p 500. so the blue chip stocks likely in your 401(k) are down about 13.5% so far this year. what is the problem? real concerns of europe, slowing growth in china, european bank stocks down sharply and energy stocks down big. maybe you don't care if energy stocks are down but they are probably in your portfolio and they make up a chunk of the s&p 500. so all of these factors still brewing here. i'll say carol it is not one brand new factor this morning. it is this fear that has been spreading around the globe over and over again since the beginning of the year. watching the closing bell

christine romans is here to tell us why. >> it is a milestone for the unemployment rate, no question. the lowest since february 2008. the dark, dark days of the financial crisis, in the months to come after that. let me show you numbers. 151,000 net new jobs added. slowing job growth from the great pace of late last year, but 151,000 net new jobs, jobless rate belew 4.9% approaching full employment when you see numbers in the 4% range. another good sign in the report, wage growth. 2.5%. people had more hours, bosses giving them more hours and more pay in january. look at the trajectory of the unemployment rate. down, down, down, 4.9%. how far it's come since the worst days of the financial crisis. look at job growth over the past year. you see from the chart how things slowed from a very brisk end of last year. slowing job creation. economists saying that's okay. reaching a point where you're getting full capacity in the labor market if you get waging continuing to rise you'll start to get people coming out of the sidelines and actually more people coming into the labor market. where

christine romans is here with the numbers. what do they look like? >> the first headline, unemployment rate. the unemployment rate down to 4.9%. lowest unemployment rate since february 2008 before the big financial crisis. so that jobless rate ticking lower now, and making kind of a milestone here. let's look at jobs added, though. a very strong end to the year. remember, with hiring? it slowed a bit in january. 151,000 net new jobs added. a drag from energy. lost energy jobs. manufacturing has had four or five months of tough going there, but still very strong finish to the year, and 151,000 net new jobs created this year. what i can say overall about this report is a lot of folks were expecting all of those global headwinds to maybe dampen hiring a little bit at the beginning of the year, and that looks like it's happening, but there's still enough hiring to keep pushing the jobless rate low are, alisyn. >> thanks so much, christine. >>> all right. here we go with the five things to know for yeoh "new day." hillary clinton and bernie sanders exchan
