pennsylvania and now faces $2 billion budget deficit. that is not a democratic factor or a republican fact. is just a fact. it is a fact supported by standard and poor's, an independent rating agency. they agree pennsylvania faces a massive structural budget deficit that will only continue to grow if we fail to address it responsibly. this deficit isn't just a cloud hanging over pennsylvania's long-term future but a time bomb ticking away right now even as i speak. if it explodes the people in this chamber, if you allowed to explode, pa. experience a fiscal catastrophe the likes of which we have never seen. please understand we are not talking about the long-term budget projection. pennsylvania failing to meet its basic obligations, and we are talking about pain that can be felt across the commonwealth. if the general assembly, a responsible plan to solve this crisis every pennsylvanian, every pennsylvanian will suffer the consequences and those consequences will be real. they will be immediate and they will be severe. three quarters of

most importantly, the people of pennsylvania. this will not be an ordinary governor's budget address. usually this speech is an opportunity to lay out an ambitious agenda for the year ahead. under ordinary circumstances i would outline my 2016/2017 budget proposal, a proposal full of ideas to move the commonwealth forward. i talk about new measures i'm proposing to ensure that every child in pennsylvania has a world class education that starts before kindergarten and goes all the way through college. i talked about the new partnerships we can create between the public and private sectors to help create jobs and grow our economy. i would talk about the new innovations we can build on our progress to help state government so that it works better and costs less. and i would talk about long overdue steps that we can take to fulfill the promise of economic security and fulfillment for all, including the lgbt community, a raise in the minimum wage and criminal justice reform that will bring fairness back to our criminal justice system

the people of pennsylvania need you to do the right thing. i'm not asking people in this chamber to give up their political beliefs. i am asking that you join me in mustering the political courage to meet this head on, i'm asking that they do their job to uphold the constitution, the oath that we all took, the oath to defend the constitution. this doesn't require anyone to walk away from his or her principles. it merely requires that each of us declare that our highest principal is the responsibility that each of us has to the people of pennsylvania. the people of pennsylvania deserve schools that teach. jobs that pay. and a government that works for them. they deserve leaders who are willing to work hard and sacrifice to build a better commonwealth. because that is what the people of pennsylvania do every day to build a better life for their families. their strength, their resiliency. their spirit, illuminates our path forward and gives me hope that when i stand in this chamber to give my budget address next year it will be under far happier

pennsylvania lovefest, i'll turn to david skiel who is from the pennsylvania university of public law, he is an author of many different books and he's a leading thought thinker, frequently quoted in the press, and as important to his contributions to public policy, he's distinguished in the classroom as well. he's won several teaching awards including the harvey levin award three times for outstanding teachers and robert gorman award of excellence in upper level teaching so hopefully we'll all learn something today. so, with that, it's my pleasure to join this great panel. i thought we'd kick it off, antonio, with you. you and the secretary were down on the island last week. you've put -- you've been at the forefront of this issue for quite some time. set the table for us. what's going on today in puerto rico and where do things stand here in washington? >> well, aaron, first, thank you. and thank the bpc for organizing this event today and bringing greater attention to this crisis. very simply and this is a question of 3.5 million americans. had is an american crisis. this is also a

it's a vision for promise for pennsylvania. you know the old saying, you can lead a horse to water, you can't make it drink. i think the governor put that vision forward for whatever set the reasons, the legislature has not decided it's time to cut that deal yet. i think as they hear hopefully from voters who say that's common sense, we should do that, that we'll finally see it broken and some progress happening. >> if you were to be successful in your run here, you would have to work with republicans. what did you learn from that experien experience? >> listen, i do think there are plenty of republicans out there, and the governor demonstrated that just before christmas. there was a majority of republicans in the senate and a large number in the house that were ready to go. there were a few holdouts. unfortunately, they were able to bring the process down. but in my own experience, this is something i think is important. i have had the privilege of working in government, but i've also has the privilege of working in business,

and the showers, looking more impressive in western pennsylvania than in central pennsylvania at this point. it won't be heavy to begin with but during the late afternoon hours, probably right around commute time, that's when we'll see heavier downpours in the area and thatç could lead to se flooding. by 11:00 this morning, barely any rain coming down in philadelphia. just a light rain for pottstown and doylestown and still light showers in the allentown and reading area. but as we go into the afternoon, by 2:00, now we're seeing more significant rainfall. more than half an inch on the ground at that hour in reading while still very light rainfall in philadelphia. and then the heavy rain rolls through during the afternoon commute, 5:00 today. look at the rainfall coming down in philadelphia and into south jersey and delaware. by then it's already clearing out for areas north and west. by 7:00 this evening, the heaviest rainfall is pushing offshore. but we could see some flooding due to not only the heavy rain but melting snow and some snow is still on the ground and that's going to

it's why i did the walk against pennsylvania. i held up my combat boots in front of independence hall. every day as i walked the miles, i did an event for seniors. when i was in congress i was called the most productive congressman of my class by the majority leader. 19 pieces of bipartisan legislation we passed that helped our seniors and helped cut education cost. all this time i focus on one thing, people. they'll reward you if they believe you're accountable to them. >> if we think about the primary fight you're up against right now, it's fedderman and mcbeginty. from where you're sitting, some observers see fedderman has traction. is he the stronger of opponents? >> again, when i was doing the walk across pennsylvania, i said anybody who wants to get in should. for me, again, to me it's not a horse race. this is about people. and i mean that. i stood in front of independence hall and said we're in a fight for the soul of america, we, the people. i believe that every day. we just drove here from allentown. i leave here to go

this is coming from snow showers in central pennsylvania. we won't see the snow showers today but we're not going to see the warm temperatures today. we'll get cold gusty winds blowing through the day and afternoon temperatures will be running colder than yesterday, 26 to 29, and the wind will be stronger so it will feel even colder than. winds out of the northwest at 20 to 30 miles an hour with gusts 30 miles an hour today. less windy with mostly clear skies. we'll get colder. 18 degrees in the city and a high of just 31 degrees in the afternoon. and then the real cold arrives. another blast of cold for saturday. we'll actually be warmer in the morning. that's 22 degrees. that's the morning temperature with the cold winds blowing and gusting to 45 miles an hour on saturday. will cause the temperature to drop to 13 in the afternoon on saturday. and look at sunday morning down to 2 degrees. that would tie the record low for valentine's day. >>> sunshine sunday, clouds move in monday. we could see some snow late on monday and then a chance of

pennsylvania families and small businesses pay enough taxes. the government's proposing $3 billion more in taxes. and the governor's locked these folks in by attacking them with mail and television campaign ads, a lot of times paid for by union money, which got him elected. and it's really locked in even southeast republicans, let alone the more conservative republicans in the western part of the state. i do agree that reapportionment is sometimes an issue on the national level, but not in this fight. and the governor's doubled and tripled down on that with a speech the other day and his budget address that was really offensive to a lot of republicans. told them, "if you don't want to do your job, then go find another one." well, they think they're doing their job 'cause they're hearing from their constituents. "we don't want higher taxes." so, they're sticking to their guns. >> wolf got booed during his speech. >> but at the end of the day, all of these folks take an oath of office, and they don't take an oath of office that says, "i'm gonna p

here's another example from pennsylvania. dionna, a parent, tells us and i'm closing in part here, she said each month with two children in day care, our payment exceeded our mortgage payment. so not the second highest cost, but the highest cost in her household. dionna goes on to say some months we pay for day care with our home equity line of credit. it took us two years, two years to pay off the debt we acquired. parents with young children are really struggling. it's a no-win situation. unquote. that's what dionna, a parent from pennsylvania tells us. christina, another pennsylvania pennsylvanian, a parent told us of the cost of day care -- quote -- "day care is bringing us straight to foreclosure because we cannot afford our mortgage, groceries, diapers and gas for our one car." unquote. so this is the real world and this is the real life of families struggling, but especially struggling even with, even in a recovery with the cost of child care. so let me talk for a moment just about the component parts of the act. the c

and there are some snow showers in western pennsylvania. some of them could make it over the mountains, especially into some of the northern and western areas and the poconos later today. this is the radar estimated rainfall. you can see quite clearly the line of heaviest rain. last night we saw these thunderstorms going right up the same line called training. and this is the result of that. some very heavy rain from lower bucks county through portions of philly and camden and salem counties down into delaware. and the radar estimates of 2.5 inches of rain. a lot of that came in a relatively short period of time. 2.7 inches in part of lancaster county, closer to 2 inches in parts of bucks and montgomery county. still have some flood advisories to the north and west until this afternoon as conditions gradually improve. now, as we go through the afternoon there are the temperatures holding in the 40s. maybe a couple of snow showers up toward the poconos. and then things kind of quiet down a bit. go through the day today, it's going to be wind
