here in dallas county. and our officers intermingle with the protesters, and these things are done peacefully all the time. unfortunately in this situation, mr. johnson targeted officers and killed and injured people. >> and do you have a personal concern, sir, that an incident like this that has so shaken the police officers in dallas county and in the city of dallas could actually worsen the relationship between police officers and the community? are you concerned about that? >> well, that can happen. but, you know, mr. johnson chose his path, and he chose his actions. and now we get to choose ours. the leadership is calling for unity and calling for -- what i'm asking is that our fellow men, we would try to look at life through the eyes of someone who is not like us. if you're white, try to understand what it's like to tell your children there's a different set of rules for your middle schoolchildren as they grow up than for your neighbors'. if you're not the family of a first responder, try to imagine w

the dallas police department and the dallas rapid transit police department. they have essentially the same functions, as you heard the mayor say just now. there are about 100 police officers out on duty on the street tonight to monitor, as they put it, assist the demonstrators who were demonstrating in dallas tonight and in other cities around the country, in protest of police use of deadly force in cases that were videotaped, captured on videotape this week. one in baton rouge, louisiana. the other in minnesota. those videotapes have sent people into the streets around the country. and as the police chief reported, it was about 8:50 p.m. in dallas tonight, that would be 9:50 p.m. eastern time, when shots suddenly rang out. shots clearly now we know aimed at police officers. you heard the report just now that some of those police officers were shot in the back. the negotiations with one of the shooters -- there's now been reports there are two shooters and the police chief said the two shooters took up positions in a parking garage, in elevated positions. and

in dallas. he is on the scene right now. scott joins us by phone. what's the situation now? >> lawrence, a couple minutes ago officers came by and asked me and people standing by to move back from the corner where we're at and advised us to stick close to the sides of buildings as we walked away from that location for our own safety. one of the officers said to me his understanding is they possibly have a suspect cornered at this point and it's still an active situation, it's not safe to be any closer to the scene than where we are right now. >> scott, did you get any indication that that officer knows where the shooter is corn cornered? >> i don't have that information, lawrence. we had heard earlier police radio traffic indicating it may be in or around a building at el central college at dallas. we have to caution that's information police are reporting over the radio in a very chaotic situation. we don't have confirmation of that from officers here at the scene. >> we have video of officers

dallas was no different. it was during a night outdoors for especially a lot of young people that shots rang out. dallas police officers in a briefing within the past hour say they have reason to believe that there are more than one suspects they are looking for that more than one sniper opera operating from a high angle was using part of downtown dallas as a kill zone targeting police officers because they were police officers. this video you are seeing on this screen is part of the video that came into us tonight via social media as the extent of this emergency became clear. we are going to run some of the video tapes now of what we have witnessed so far in our coverage tonight from dallas. the entire city of dallas is grieving. police across america, this is a tight-knit family, feels this loss to their core, and we're grieving with them. >> back at home, it was a tense night in many parts of this country. protests against this week's police involved shootings broke out in more than half a dozen cities from philadelphia to san francisco, baton rouge and atlanta as well. in rochester, new york, 74 people were arrested overnight. 74, most of them for disorderly conduct. meanwhile in phoenix, arizona, police sprayed protesters with pepper spray there. back here in dallas, we start with nbc's gabe gutierrez with more details on the gunman. what more do we know about micah johnson? >> pouring over his digital trail. see behind me on the seen, fbi and atf here, streets in downtown dallas shut down and will be for several days, police say until possibly next wednesday. this area might be shut down. we're learning more about the shooter, 25 years old, micah xavier johnson. he lived in a two-story home with his mothe

from him about dallas. you're right that he has talked a lot about and as recently as early this morning, last night, about his concern about racial disparities in the criminal justice system generally. not just police treatment of suspects on the street, but sentencing, incarceration terms, and he spelled out in very plain detail yesterday some of the statistical discrepancies in terms of the number of stops, the number of the arrests, so on and so forth. but the president also spoke out forcefully in support of law enforcement in his remarks yesterday. and that was not by accident. the president is very aware of the pushback he's gotten over the years from law enforcement who have complained that he's not been even-handed in his view of the protests that have been happening out there. law enforcement has acknowledged that they feel under attack, that not enough attention is being paid when an officer falls in the line of duty, generally by the country and by the white house in particular. and the presiden

folks here in dallas, and it sounds like you know this, have been do too dallas a number of times. they are a resilient bunch. first of all, if you live here, you have to be resilient to endure the heat. it's 100 degrees yesterday, expected to be just as hot today. but the people of dallas, the people who live here, they will get through this. >> i have to say, i do have cousins that live there and they are good stock. good to see you. let's go to joe friar, university medical center in dallas. let's talk about those in the hospitals. any updates on their condition? >> good morning, alex. in addition to the five police officers who died, we know nine other people were shot and injured, all survivors. seven of them were police officers. a hospital is not releasing more information on their conditions. according to officials, it appears most of those injured have been treated and released from the hospital. we are learning more about the five officers who died now. we know all their names. present thompson, an officer with d.a.r.t., dallas area rapid transit. he had just gotten marri

and also with the dallas county executive who made that call for dallas county, for light blue dallas in the middle of red, red texas to this compassionate approach to this problem, to actually try to help these kids. the president thanked dallas for taking that approach today, he also had this to say. >> this should not be hard to at least get the supplemental done. the question is, are we more interested in politics? or are we more interested in solving the problem? if we're interested in solving the problem, then there's actually some broad consensus around a number of the issues, there may be some controversies and differences between democrats and republicans on some of the policy issues, but on a whole bunch of this stuff there's some pretty broad consensus, let's just get that done. let's do the work. final point i'll make is, i want to thank some of the faith based groups i just met with, as well as mayors, commissioners, local officials, dallas has been incredibly compassionate in looking at some sights, some facilities in which they can accommodate some of these children. an

. ♪ ♪ >>> good evening, from dallas. i'm chris hayes and this is msnbc's continuing coverage of the tragedy here in dallas on a friday night. right now, a mass of healing is just about to start at the shrine. we are watching demonstrations against police violence as we've seen in cities around the country this week. this is minnesota. the site of the shooting of philando castile. this is the scene outside the convenience store in baton rouge where alton sterling was slot and killed by police on tuesday night. the shooting captured on video. it was at the peaceful protest thursday night right here in dallas a short way from where we are that a shooter went on a rampage targeting law enforcement, killing five pleuros wounding another seven individuals, two civilians. tonight we know at least two of those wounded officers have been released from the hospital. it's been an emotional day here in dallas as residents have paid their respects at memorials. later tonight in washington, there will be a vigil at the national law en

we worked, of course, extensively with dallas p.d. we had a lot of dallas p.d. officers on our task forces, and they worked the violent crime in the city with us. you know, we were trying to help them. of course they were a larger force than we were. but we targeted, you know, gun violence. that was atf's mission. of course, the bombs. we'd work with them constantly. we knew their command staffs. we met with them all the time. they're just one of the top police forces in the world. their tactical team, we had a special relation with them. our -- atf's special response team, which is a s.w.a.t. team, one of our teams is based in dallas. they work regionally, and they have a very close representative working with the dallas p.d. s.w.a.t. and the fbi has an enhanced s.w.a.t. in their larger division. they have what is called an enhanced s.w.a.t. so those teams like fbi, s.w.a.t., atf special response team, called srt, dallas p.d. s.w.a.t., and all the cities around there that have s.w.a.t. teams, those tactical officers all interact constantly. negotiators work tog

let's head right now to dallas. that is where craig melvin has the latest on the fallout from these shootings. craig, with an early good morning to you many let's talk about what we are seeing on the ground. how are people coping in dallas? >> you know, i think the front page of the dallas "morning news" sums it up best. very simply, "we're hurting." above the fold there, the pictures of the five officers that you just mentioned there. this is, alex, as you likely know by now, this is a city that had been doing much better in regards to bridging the gap between the police and the people who live here. instances of excessive force complaints down. even arrests down, murders down. there had actually been somewhat of a celebration in and out the police force of how far they had come here in dallas. and then of course yesterday morning you've got a guy that is a-year-old who commits this heinous hate crime. telling piece he shot the officers, he hunted them down because he hated white people and he specifically wanted t

in dallas, texas, and that is the breaking news we're following from the heart of dallas this morning. one of the deadliest shootings targeting police in recent memory. 11 shot, 5 of those officers killed. a tense standoff with one of the suspects in that deadly ambush on the dallas police reportedly ended around 2:30 miss morning local time. police tell our affiliate in dallas that the suspect has been, quote, neutralized. the police chief says that suspect was barricaded inside a parking garage exchanging gunfire with officers. from an elevated position. we do not know if he was shot by police or if he took his own life. here's a bit of what the officers were dealing with. >> the suspect that we are negotiating with that has exchanged gunfire with us over the last 45 minutes has told our negotiators that the end is coming, and he's going to hurt and kill more of us, meaning law enforcement, and that there are bombs all over the place in this garage, and in downtown. so we are being very careful in our tactics. >> but once again, police tell our affiliate in dallas that the suspect h

dallas is a resilient city. we're very faithful people and we're very committed to believing that things will get better. so while we're grieving, we're grieving not as if there's no hope. the fact that things will get better. and it's going to be -- it's going to take time. it's going to be a long process. >> eric, what do you think? can you even sort of put into some sort of context what's happened to your city over the last 48 hours? >> the best i can put it is, why? i say that because for a while we have been a model for the nation in terms of community and police relations. so the question is, why? why us? why now? we're not like most cities. we do have a past but we've gotten better thanks to our police chief, chief brown, and his efforts to have programs like let's talk where we take students, troubled students, or just students period, and have a connection. a real heart to heart talk. we're policing the community. we want to understand from the police side, who you are, from the community side we want t

right up on the dallas county the line or the dallas line, dallas city alignments. so not far from here at all. when we talked about initially, we had heard four suspects, then there was the one who we confirmed was killed and then the police chief mentioned three other possible suspects who had had been taken into custody. well, they said earlier at a press conference, they were not going to release any information about those three suspects. so we don't know right now if those three suspects remain in custody, if they have cleared those people. what could have happened. as we know, any time we have scenes like this, when there is just absolute chaos that is unfolding, there is a lot of developing information, a lot of fluid information. as you can imagine, police in those early moments had no idea who was shooting at them. and who may have been involved. so right now we really don't know any more about those three possible suspects. the police chief only saying they didn't want to release any information, because they weren't sure if anyone else who maybe had not

because you think not in dallas. that's just not something we are known for in dallas. but you know, reality sets in, that's the world that we deal with today. so we quickly, the officers quickly responded with the way they had been trained. i think what was really great was you saw two different departments perform as if they were one. they immediately made sure the protesters were trying to get them to safety, so while others were running away, they were running in, then trying to get back to the officers, engage the suspect. it was a total team approach the way we expect them to train. i have to tell you, our department, d.a.r.t. police department, dallas police department, performed admirably and had they not reacted the way they did, i think we would have seen far greater casualties and injuries with persons that were there for that march. >> this comes on i think i got to say one of the worst weeks i have ever covered in american life. it feels profoundly upsetting what's happened this week. how are you feeling and what do you want to tell folks that are watching

at the protests in dallas, one of the challenges for the dallas police department as they're being shot at is because this is an open carry state, there are a bunch of people participate ng the protests who have weapons on them. imagine if you're a police officer and you're trying sort out who is shooting at you and there are a bunch of people who have got guns on them. in minneapolis, we don't know yet what happened, but we know that there was a gun in the car that apparently, was licensed. but it caused in some fashion, those tragic events. so, no, we can't just ignore that and pretend that's somehow political or the president is pushing his policy agenda. it is a contributing factor. not the sole factor, but the contributing factor to the broader tensions that arise between police and the communities where they serve. and so we have to talk about that. and as i've said before, there is a way to talk about that this is consistent with our constitution. and the second amendment. the problem is even mention of it somehow invokes this kind of polarization and you're right. when it comes

and good morning from dallas. we're expecting an update from police on the investigation into thursday's deadly shooting ambush. in just about an hour. now, let me set the scene. because where i'm sitting is just a few blocks from where five police officers were gunned down, and just this morning, we're learning more people were injured than we originally learned. now, you can see that there's traffic on the streets, many of the streets here downtown have reopened. people going back to work. but at the same time, funerals are being announced this morning. and we also have new information on the shooter. from everything we now know, this massacre could have been much worse. over the weekend, a cache of weapons, including bomb-making materials, were found at micah johnson's home. the fbi and local police also uncovered his personal journal that suggests he had been practicing controlled debt nations. david brown says the materials could have had devastating effects all throughout the north texas area. and this morni

back in october, we was told that dallas police and city of dallas was at its ten-year low versus crime. next few months later, dallas need the state troopers and the fbi to come in and help assist the murder rate. so there are many things. officers are leaving. many things that addressed from a community standpoint when it comes to community organizations addressing police brutality were never brought to the table. girl scouts of americas, boys and girls clubs are brought to the table. we're never brought to the table addressing police brutality in there community. i would not say that. i would stand up for our community in addressing these issues but i will be definitely prayerful because of the situation that he's going through right now in his department. but at the same time, that we have been addressing this issue for some time now in dallas. and dallas has a very fine way of covering up police shootings like clint allen. >> i know there's been clint allen is one and there's been a flub of incidents. after what happened on friday night, what do you say to someone, a police officer
