he rejected the keystone xl pipeline despite the fact that it would have created 42,000 jobs. his own state department concluded that it would be the safest pipeline ever built in the united states. and it would have no significant impact on the environment. yet, even as he rejected this -- and this is really something because we have that great relationship can canada. so he rejected the america-canada pipeline. he made a deal that allows iran -- boy, does he make bad deals with iran -- to transport more oil through his pipeline than would have ever flowed through keystone with no environmental review whatsoever. what are we doing? president obama has done everything he can to kill the coal industry. that we all know. you just ask the people of pennsylvania. ask the people of west virginia. look at what's happened there. it's horrible. here are a few of president obama's decrees. regulations that shut down hundreds of coal-fired power plants and block the construction of new ones. how stupid is that? your latest piece for 538, you say pennsylvania could literally be the keystone state in this election. why do you say that? >> well, look, in 2012, the two closest states in the election were ohio and florida. those are what most people think of as the key swing states. i don't think donald trump can win this election without putting both of those in the republican column. but he has to win more. he would still be 17 electoral votes short. the next two closest states were colorado and virginia. but really the state that i think will decide this election is pennsylvania. there will be hundreds of thousands of registered democrats like the one that was just interviewed who will be voting for trump, particularly in western pennsylvania, which has begun to behave more like west virginia in terms of its electoral patterns than the philadelphia suburbs. >> you talk about tipping point states, which i think is a phrase coined by nate silver. you write, i'd argue pennsylvania has leapfrogged colorado and virginia as the next most winnable state for republicans. in fact, it may be on pace to c

to talk more about this situation on the ground in the keystone state, let's bring in bob, the executive director of the pennsylvania republican party. thanks for joining us. let me ask you about this unbound delegate situation. the polls say trump's likely to win and likely to win big. let me ask you a more general question. if any candidate for president is the clear landslide choice of pennsylvania republican voters in this primary tomorrow, is there really any justification for those 54 unbound delegates all deciding to vote for somebody else? >> i think what's important here is that it's not just unbound delegates. these are folks directly elected. pennsylvania's primary has been one of the toughest stories to get through in the media and to the voters. these delegates have been campaigning for more than four months in their local areas and they have pledged different -- to different candidates in some cases. some to the district winners. and some have said they're going to do what's best for the party when they go to cleveland. each one of those voters, many of them have been here

no other state has more unbound delegates than you'll find in the keystone state. 54 of them coming out of that state in the primary next week. and pennsylvania is of course where we find msnbc's delegate hunter. jacob soboroff. jacob, we're trying to do scenarios, what if trump wins here, if cruz wins here, trying to see if trump can get to 1,237. this is probably the single biggest wild card on the board. you've been talking to them. what are you finding? >> there's almost no way to know which way the unbound delegates are going to go. even if they pledge to a trump or cruz or kasich, they can still show up at the republican national convention in cleveland in july and vote for whoever they want on the first ballot, which is why the stop trump movement is working so hard to get them over to their side, at least pledging over to their side. 17 delegates only are going towards the popular vote here. so the vast majority of the delegates in the state are unbound delegates, which means the popular vote doesn't mean as much as the unbound delegate vote means here. probably not something pe
